0 Commissioner vonRaesfeld - stated he was not pleased with continuance; would agree to
1 one only.
2 Commissioner Torliatt - Question to City Attorney should be made in writing - one chance.
53 Commissioner Parkerson - Viewed tape of last meeting - familiar with discussion; action
54 should be taken on December 13.
55 Chairman Thompson - Agreed with comments made by other Commissioners.

iI. COUNTRY CLUB ESTATES UNITS 2A /3A (PHASE II. AND III),
P,UD GUIDELINES, TREE EVALUATION

6 Consideration of a request to make minor amendments to the previously adopted
7 PUD Development Guidelines for the 10 lots within Phase II of the subdivision and
8 to extend these guidelines to the 32 lots within Phase III. Consideration of a tree
9 evaluation report and tree replanting and visual mitigation plans are also requested.

11 Principal Planner Jim McCann presented the staff report.
DISCUSSION:
Walt Bemis - Arborist /forester; briefed Commission on his site review procedure and his
report.
Commissioner Torliatt - Questions regarding visibility of homes and effectiveness of the
proposed visual mitigation planting.
Commissioner Parkerson - Agreed with staff's comments and recommendations; significant
20 oak (at emergency road) should be preserved.
21 Walt. Bemis - Presented responses to staff comments; suggest thinning Eucalyptus groves
22 and individual trees and annually clean debris on ground to reduce fire hazards; relocate
23 emergency access road to allow retention of tree 119; thin bay clump on Lot 4 to allow
24 bigger footprint on Lot 5 and retention. of large bay.
25 Commissioner Parkerson - Likes Mr. Bemis' approach; keep tree 35 on Lot 3; trees 26, 27
and 28 are important - need to take care in home placement; who does pruning? keep trees
21 and 22? shift road away from these trees.
Bob Abbott - Petaluma Country Club Estates representative - almost complete
concurrence with staff and Commission comments; suggest possible reconfiguration of lots
30 to allow better retention of tree 32.
31 Joe Pierre - 1029 Glen Eagle - Comments on the fire access road, access for future homes;
32 fire ,gates or open to four -wheel drive; savannah in future phase; trees should stay within
33 phase impacted; wood removal going on now!
34 Steve Weisler - (adjacent resident) Problem with Eucalyptus trees behind his home;
35 referenced drainage problem; who maintains trees? quite a bit of trimming done - previous
36 arborist's recommendations were not followed however,; trees should be removed.
37 Walt Bemis - Responses to neighborhood concerns - there will be no disturbance to
38 existing topography or drainage patterns; planting of trees could slow down drainage flows.
39 Bob Abbott - Drainage was installed with Rancho Lindo Subdivision improvements;
40 clarified that the previously arborist's recommendations were made on development plan
41 that fully developed area behind Weisler home; that plan (and the resulting impacts to the
42 trees) was abandoned.
43 Principal Planner McCann - responded to public comments and questions.
44 Commissioner Wick - Eucalyptus should be removed; low habitat value, fire hazard.
45 Commissioner Rahman - Real concerns with Eucalyptus trees anywhere near homes;
46 should be removed.
47 Commissioner vonRaesfeld - Eucalyptus not native; why do trees have to be the victims, we
48 should be responsible for where we put development (not too close to existing trees);
49 suggest trimming windrow not wholesale removal.
Commissioner Thompson - Eucalyptus are aggressive and require yearly maintenance (very
costly).
Commissioner Rahman - When a City allows development in a certain area, a decision is
made that has a range of impacts, Eucalyptus can't cohabitate with urban development.
11 54 Commissioner Stompe - Agrees with removal of Eucalyptus near homes - concerned with
55 long term maintenance assurances and costs.

Commissioner Parkerson Should remove some of the trees, rather than all. - large scale
removal would totally change sense of landscape and would be inappropriate; need time to
view trees before taking action.
Commissioner Thompson - Suggests taking action on the PUD Guideline - portion of the
application and continue -consideration of the Tree Study and Replanting /Visual
Mitigation Plan to allow Commission time to view the Eucalyptus trees during a Special
Meeting of December 3, 1994.
A motion was made by Commissioner Parkerson and seconded by Commissioner Rahman
to continue consideration of the Tree Study and. Visual Mitigation /Replanting Plan to
December 13, 1994 and to approve the proposed amendment to the Planned Unit
Development Guidelines for Phase H and the extension of these Guidelines to Phase 'III
subject to the following conditions:

Condition
1. The PUD Development Guidelines shall be amended to: 1) include reference to
the November 1994 Tree. Study for the Petaluma Country Club Estates Phase III of
Units 2a /3a prepared by ZAC Landscape Architects (Section :4.10); and 2) Add
Section 4.13 to require compliance with all provisions and recommendations of the
tree study.
2. A revegetation /erosion control plan is necessary in conjunction with the
improvenient drawings for the areas disturbed by the site improvements. Said plan
shall be prepared.and /or reviewed by the project arborist, under City direction, to
ensure compatibility with the provisions and intent of this tree study.
III. PROJECT STATUS REPORT:
- Kodiak Jack's - Appeal was sustained and Conditional Use Permit granted by
City Council - live entertainment allowed with review by City Council in 90
days.
- U -Haul CUP Appeal - Denied by City. Council
- Petaluma Queen CUP Appeal Filed regarding mitigation restricting access
to bridge
- Riesling Road Alignment - Previously updated by Planning Director - staff 'is
preparing alternatives - will forward alternatives and analysis to interested
citizens and arrange community meeting in January; then will return to
Planning Commission (rather than December 13th).
