RIESLING ROAD ALIGNMENT THROUGH THE GATTI PROPERTY; CITY OF 42 PETALUMA acm). 43 44 Discussion of the adopted alignment and alternate alignments suggested by 45 residents of the Sonoma Glen and Glenbrook Subdivisions for the Riesling Road 46 extension through the Gatti Property in the Corona /Ely Specific Plan area. 1 47 48 (Continued from the December 13, 1994 Planning Commission meeting.) 49 50 51 52 ' 3 42 DISCUSSION: Principal Planner Jim McCann - presented staff report and Riesling Road alignment options: Commissioner Rahman - Question on issue of Columbard Dr. opening onto Maria Dr. Commissioner Stompe - Plan 3 and Plan 4 preferred. Chairman Thompson - Direction to City Council will be on road alignment - not necessarily the land use layout. Commissioner vonRaesfeld How can we look at road alignment without looking at land uses? .Need to look at land use scenarios and layouts. Parks and Recreation Director Jim Carr - Discussed layout. Commissioner Torliatt - How wide would. a park need to be to be useable? Jim Carr - 400+ feet; does not like Plan 4. Planning Director Pamela Tuft - Clarified setback to Capri Creek (not park acreage). Chris En lg and - Understood that Mr. Gatti declined to attend 1111195 meeting; most Chris E residents in Glenbrook and Sonoma Glen weren't- notified in 1992 General Plan Amendment (not within 300'); Mr. Gatti got exactly what he requested; under no scenario should the road align with Riesling Road; land uses must be addressed; commercial use will have a number of access points, not just one; concerned. with size of commercial. Emil Andersen - 1614 Zinfandel - Biggest concern is alignment of Riesling; move alignment of Riesling to match 1A (offset) so it can never be opened. CornmissionerwonRaesfeld - Wants residential to back to residential. Emil Andersen - Put Capri Creek open space over between Americana and commercial. Ed Ha, w� - Consultant representing Mr. Gatti not a public hearing; formal process will look at more details; staff requested Mr. Gatti not to attend workshop meet' ngg o, - the llth; Mr. Gatti did not request collector road, staff directed alignment per Specific Plan; compatibility issue between residential and commercial addressed in 1992; a lot of effort went into conceptual design of commercial; concern with pedestrian safety at crossing at Riesling Road. Bill Davis - Riesling Court - supports Plan 3; at Luchessi Center meeting, speeders and safety issues discussed; breaking up traffic with signals will improve safety; alignment should be described now and land use discussed later; Morningstar Subdivision supported Plan 3; Plan .3 dictated that commercial would be attractive from all sides. Jim McCann - we are not voting tonight on a General Plan Amendment, we're making it known.that there are alternate alignments being discussed. Commissioner vonRaesfeld - will everything fit in all alternatives? Jirn `1VIcCann depth of Urban High designated land on Plan 3 consistent with Mt. Valley and other development patterns; sufficiently deep :for higher density or medium density; plan 4 initially not to have a higher density to. allow a better road alignment; ' Plan 1 unacceptable to neighbors - alignment will not be set tonight - it will be recommended - a GPamendment will be filed. Commissioner vonRaesfeld - difficult to look at road alignments and compare there to land use "bubbles ". Commissioner Thompson - should discuss how this site should look after GP amendment. . Jinn Carr - . does not want to see an island park (use restricted because of neighboring residential). Commissioner vonRaesfeld - would this type of a park be a multipurpose park with playfields, etc.? Jim Carr does not want to predetermine what will be seen as park - not just passive recreation; alternative 4 unacceptable; wants active facility that can be used (Music and Parks Commission requirement). Pamela. Tuft - Reminded Commission that Capri Creek is adjacent to Jr. College -100 foot strip adjacent to creek not subject to park acreage. 2 343 1 Bob Davis - neighborhood concern, Sonoma Mountain Parkway should not become a 2 tunnel road with soundwalls; road locations need to be determined; best uses than can be 3 determined; consensus was Plan 3 at neighborhood meetings (Morningstar Homeowner's 4 agreed that Plan 3 would be preferred alignment); recommend Plan 3 to City Council; 5 visual characteristics of retail space would be more attractive with Plan 3; unsure of 6 toni'ghtsr actions. 7 Pamela Tuft - tonight's discussion to analyze alignment options, then Planning Commission 8 will forward alignment preference to City Council. 9 Bob Davis - can inlets /outlets be made absolute if adopted by City Council. 10 Commissioner Rahman - we can't quite achieve what some of us want to achieve - this 11 recommendation is held until a General Plan Amendment is put before City Council. 12 Ed Haworth - not pushing to open up Riesling Road to pursue development until a GP 13 amendment is fully thought -out. 14 Pamela Tuft - any development proposal would require rezoning, GP finding consistency, 15 public hearing at Planning Commission level; would notify and notice all parties who have 16 participated in this issue. 17 Commissioner vonRaesfeld - commends staff in approach and efforts; substantially in 18 agreement with Plan 3, but good points to Plan 4; Plan 3 produces a better park; Plan 4 19 ends in a signalized intersection. 20 Commissioner Torliatt - one reservation with Plan 3, would like to see roads a little 21 straighter; sufficient access to retail development, visibility; Riesling should move over far 22 enough so that it cannot become a 4 -way intersection; u -turn at Jr. college intersection will 23 be heavily used and needs to be resolved; needs to have access to park. 24 Commissioner Wick - integrate uses as much as possible when General Plan Amendment is t 2 t5 submitted. �6 Commissioner Rahman - strongly recommend to City Council that Planning Commission is 7 in support of Plan 3. 28 Commissioner Stompe - concerns with sufficient number of entrances to retail in future. 29 Commissioner vonRaesfeld - Supports Plan 3 with suggestions: 1) attention to alignment of 30 collector road, 2) combine with Columbard to Maria. 31 32 A motion was made by Commissioner vonRaesfeld and seconded by Commissioner 33 Torliati to report to City Council that the Planning Commission endorses Plan 3 (with 34 narrative from this meeting). 35 36 COMMISSIONER RAHMAN: Yes 37 CHAIRPERSON THOMPSON: Yes 38 COMMISSIONER WICK: Yes 39 COMMISSIONER STOMPE: Yes 40 COMMISSIONER TORLIATT: Yes 41 COMMISSIONER vonRAESFELD: Yes 42 43 44 CO NTINUED PUBLIC HEARING 45 46 II. WASTEWATER FACILITIES PROJECT ab). 47 48 Public hearing on the Draft EIR for replacement and expansion of the City's 49 Wastewater management system and consideration of General Plan consistency and 50 site planning recommendations for new storage reservoir and irrigation pipeline 51 facilities. 52 53 ''(Continued from the January 10, 1995 Planning Commission meeting.) 3 344 2 Senior Planner Jennifer Barrett presented the staff report. 3 4 Public Hearin 5 6 Jennifer Barrett property owners have been encouraged to make their concerns known; 7 the facilities project includes near -term construction project to build new treatment,' 8 storage and distribution facilities in addition to programs to .reduce inflows and pollutants 9 through pretreatment, conservation and infiltration control. EI'R evaluates. construction 10 project in detail future options at a program level; City of Petaluma does not have an 11 immediate disposal problem;, continued river discharge is envisioned in the near term, not 12 at higher levels than currently. Phase out of the discharge will require expansion of the 13 City's reclamation program, several options are to be considered such as urban 14 landscaping, wetland creation, streamflow augmentation and continued agricultural 15 irrigation. 16 John Ball 4401 Lakeville Highway - reviewed DEIR, long range planning concerns `with 18 acre m ar parcel tenden y toward winter marshiness; soil erosion increased would be takeover ;f his ld p tendency ; ahould 19 not take this land out of productive agricultural use; ponds won't work on this property, it is 20 on a., hillside; existing well will become useless; one pond might fit without a lot of grading; 21 EIR suggests his home could be used as a field office for ponds. 22 Commissioner Thompson - To Mr. Ball (you are referring to Option 1, as opposed to other 23 options ?) Yes (Ball). 24 Terrance Garvey - 83 Maria Drive - Registered Engineer State of California; EIR. -should 25 discuss all types of treatment for wastewater; all alternatives should be reviewed; costs 26 should be discussed after all options are discussed; EOS has information on. the .River 27 (effluents found); discharge standards needed; further geotechnical data needed (leakage 28 characteristics, soil characteristics, watershed studies, plant site needs geotechnical work; 29 EIR did not consider groundwater storage, flow reduction peak flows can be reduced, 30 effect on farms and landowners); privatizing versus public (likes idea of privatizing); -' these 31 cost figures do not include reservoirs. 32 Viola Mcculla - Ely Road - Ellis Creek floods; if Higgins project built, what would happen 33 if there.is an earthquake, water would flood her property. 34 Dan. Silacci long time Petaluma resident, wastewater user; adequacy of "DEIR with respect 35 to oxidation ponds - potential impact of conversion of farmland would be a major loss to 36 his property home would be as close as 15 feet from sludge pond, dairy farm would 37 become unfeasible; oxidation ponds are not consistent with visual expectations on Lakeville 38 Highway; requests deletion of option of oxidation ponds .requiring taking of lands. 39 Rene Cardinaux - Brown Lane - discussed economic impacts for the properties; oxidation 40 ponds on both sides of Lakeville Highway will cause Petaluma to be known as the town 41 where you pass through sewer on Lakeville Highway. 42 Nita Miller - 4198 Adobe Road - (Miller /Ronsheimer) - opposed to City using this site 43 (will not phase out discharge into Petaluma River) Higgins Creek site will take more land 44 out of private control than other sites; land would be taken out of Williamson .Act 45 Agricultural Preserve Contract - can. remaining property meet Williamson Act Guidelines? 46 Property is "on hold" until City makes a .decision; wastewater stored on this property would 47 be as close as 250 feet from property line - odor potential potential irrigator EIR, states 48 1,600 to 2,200 more acres needed for irrigation water; Wheat Creek site was denied, thus 49 environmental review.eould not have been done equally to Higgins Creek site; aesthetics - .50 views of Higgins Creek site considered limited; energy, costs associated with reservoir site 51 Wheat Creek reservoir would not use any more electrical power for pumping; property 52 owners outside of sphere of influence are paying for sewer created by building in the City 53 limits; plant and animal species have more concerns in EIR than humans who will be 54 displaced and lose, land. 346 1 Jim Kullberg - vineyards - temperature change to air; acreage needs to be recalculated; 2 water would be much more suitable for more crops if water was tertiary; can't use water as 3 offered'now. 4 David Keller - 1327 I Street - additional notes from last meeting; document does not have 5 discharge requirements necessary to .design a plant; EIR insufficient because of lack of 6 discharge standards, no permit for a new plant, how can we judge whether we will be doing 7 environmental damage; contract documents referred to in EIR need to be incorporated by 8 reference because of definitions within those contracts; these documents still in draft stage; 9 no way: to adequately judge .entire project; needs recalculation to all agencies when all 10 documents are drafted; privatization of this project has never been done, so it must be done 11 right, better definition of project must be done; Santa Rosa is now trying to get it right; 12 reservoir sites don't even have geotechnical reports, one site has not even been visited; no 13 competitive bidding after contract let; Draft EIR needs to be circulated with adequate 14 information; aquifer pollution from dams not discussed in this document; in privatization, 15 tendency is to cut corners to make higher profits for share holders; questions about 16 monitor=ing of effluent have not been discussed; start over with new Draft EIR. 17 Vasco Brazil 4551 Lakeville Highway - would like a continuance so many of the local 18 farmers' can have more time to put together thoughts (the weather has been bad - more 19 farm work, etc.) 20 Jennifer Barrett discussed continuance to Jan. 31 or Feb. 7. 21 Commissioner Rahman - special meeting ok - prior meeting commitment on Feb. 7. 22 Assistant City Manager Warren Salmons - urges public hearing on Jan. 31, too important to 23 hold without a full Commission. 24 Commissioner Thompson - would like discussion on Jan. 31 and more public hearings. 5 Commissioner Torliatt - Appendices missing from documents at Library, when will they be 6 available? .,7 Warren. Salmons - approximately 8 weeks from tonight - There are four primary documents 28 included in procurement packet two service agreements, ground lease and the Request for 29 Proposals; Many of the appendices are available, some won't be available until the 30 proposals come back and others, still in progress will be made available a minimum of 4 31 weeks before public hearing at City Council. 32 Commissioner Torliatt - Are these documents included in EIR? 33 Warren Salmons - If that is the concensus from the Commissioners we can include the 34 contract documents. 35 Chairman Thompson_ - we will discuss that on Jan. 31. 36 37 The public hearing was continued to a Special Planning Commission Meeting of January 38 31, 1995. 39 40 41 PLANNING COMMISSION BUSINESS 42 43 III.
