Continued consideration of a request for an amendment to an existing, Conditional Use Permit to allow outdoor storage of landscaping materials in conjuinction with a wholesale business in an M -L Zoning District. Conditional Use'Permit; to reclassify an existing 490 sq.ft. residence as an accessory , dwellings so that a future primary detached single - family residence ;can be constructed on the same lot in an R -1 -6,500 zoning district. Continued from the Planning. Commission Meeting of July 11, 1995. This Public Hearing was opened and continued to the Planning Commission Meeting of August 8, 1995. NEW BUSINESS PUBLIC HEARINGS V. RAINIER AVENUE EXTENSION AND INTERCHANGE PRECISE PLANLINE.. Consideration of a precise planline to establish right -of -way requirements for the Rainier Avenue Extension and Interchange. Mike Evert Supervising Civil Engineer, presented the staff report Described that action on the Plan Line is to approve right- of-way boundary where buildings would be prohibited. Indicated previous key dates including City Council_ certification of EIR., Plan line includes room for Planning Commission recommendations for bus routes, access to future transit site and ramps. A Request for Proposals for a design consultant has. been issued. The public hearing was opened. 2 W1 SPEAKERS: None. Commissioner vonRaesfeld - is this the first step in defining lands that need to be acquired or easements placed? Mike Evert - Yes. 6 7 The public hearing was closed. 8 9 A motion was made by Commissioner Thompson "and seconded by Commissioner Feibusch 10 to recommend approval of the Precise Plan Line boundary for the Rainier Avenue 11 Extension `and Interchange as described in the legal description and plan line exhibits 1 ID based on the findings listed below: 1 1 COMMISSIONER BARLAS: ABSENT 1 COMMISSIONER FEIBUSCHO Yes 1 COMMISSIONER RAHMAN: Yes 1 CHAIRPERSON THOMPSON: Yes 1;E COMMISSIONER WICK. Yes 1 COMMISSIONER TORLIATT: ABSENT 20 COMMISSIONER vonRAESFELD: Yes 21 22 Findings: 23 24 1. The; proposed Precise Plan Line is consistent with the General Plan as designated 25 on the Circulation map to provide for an orderly and efficient circulation system. 2. The! Rainier Extension /Interchange project is included in the City of Petaluma's approved 5 -Year Streets Capital Improvement Program. 30 3. The Precise Plan Line is consistent with the project as previously recommended by 31 the Planning Commission and approved by the City Council in Resolution 94 -285. 32 33 34 VI. MAGNOLIA TERRACE SUBDIVISION PUD AMENDMENT; FRANK RIORDAN; 35 431,MAGNOLIA AVENUE AND 860 CHERRY STREET; AP NO'S 006- 012 -015, 36 020 AND 006 - 402 -008, (tp). 37 38 Consideration of a request to amend the PUD Development Plan and Zoning 39 Standards for Magnolia Terrace Subdivision, to change the design intent from 40 custom home lot development to production housing. 41 42 The„ public hearing was opened and continued to the August 8, 1995 Planning 43 Commission meeting. 44 VII. CORONA REACH COMMITTEE APPOINTMENT (pt). Discussion of planning process and appointment of two Commissioners to the committee to oversee preparation of a Specific Plan for 360 + /- acres generally located between US 101, Lynch Creek, Petaluma Blvd. North, and Corona Road. 3 472 1 Planning .Director Tuft outlined the work process for the Plan and the creation of a 2 working committee. Commissioners Thompson and Wick were appointed to the Corona 3 Reach Specific Plan Working Committee. 4 5 6 VIII. PROJECT STATUS: 7 8 1.
