Recreation, Music and Parks Commission to work with the neighborhood in designing the
pork.
Theresa Quinlan, Petaluma, lives ino neighborhood that contains 18 children and not
one of the families was notified about these public hearings. They should be included in
future notices. She spoke in favor ofo pork.
Steve Block, Petaluma, requested that the Council follow the policies in the 1987 General
Plan, ositisstill in effect and spoke insupport ofturning the surplus school site into
passive pork.

Katherine Rinehart, Heritage Homes, Petaluma, requested the City insert
language in the General Plan acknowledging that the barns on the
Davidon property be listed as having historical value and be protected.
Chey Moore, Petalumans for Responsible Planning, Petaluma, spoke
against the Davidon development. She stated that this site has visual and
historical value and is listed as a "Gateway to Petaluma".

Greg Colvin, Petalumans for Responsible Planning, Petaluma, spoke about the June 23,
1986 minutes of the City Council on the rezoning of Sonoma Highlands, now Victoria. The
Council at that time limited the homes to 340. Mr. Colvin stated that Victoria and
Victoria residences total 237, West Haven 62 for a total of 299, so the remaining number
of homes to be built would be 41. He requested that the Council retain the 340 limit as
the Council did in 1986.
Joseph Grubaugh, Petalumans for Responsible Planning, Petaluma, said he was directly
impacted by the water in Kelly Creek and the street floods on occasion. Kelly Creek is
not capable of more development.

Susan Jacobson, Petaluma, spoke in opposition to development in the western hills, also
known as Davidon. She would like the hills preserved for future Petalumans.
Pam Grainger, Petaluma, spoke about area problems with land sliding which have cost
property owners money in order to rectify.
Sherry Fabre Marcia, Petaluma, spoke in favor of a park with community amenities.
She stated there are 10 parks on the East side and 4 parks on the West side of town. The
West side is very underserved.
Geoff Cartwright, Petaluma, spoke about the policies in the present General Plan that
attempt to create feathering. He wondered with all of the proposals coming forward,
what has happened to the feathering policies.
Jeff Thayer, Davidon Homes, Walnut Creek, spoke about the Council needing to follow
the 1987 General Plan currently and gave a certain designation to the properties. He
would like the fair possibility to present the development plan to the Council. The Plan
has been in the process and they will make reasonable changes.

meeting.
John Mills, Petaluma, spoke about the Planning Commission meeting where this item was
discussed. They didn't want to go from low density to rural residential. The Planning
Commission recommended the three acre park because the Recreation, Music and
Parks Commission recommendation. He discussed the set backs from the creek and
they did specifically detail in their answer that the Planning Commission would require a
100 foot setback along the creek. The County Parks & Recreation Commission would like
the property for a park, but there is no money.

Kathleen Billings, Petaluma, was concerned about the existing homes and asked about
what happens if a slide occurs. The people buying homes may not know about the
unstable land.

Bryant Moynihan, Petaluma, has a vested interest in the General Plan
process. He hopes the neighbors are able to have input in the
development process.
Janice Cader-Thompson, Petaluma, stated the Bay Institute has a million
dollars for acquisition and maintenance of this park. She requested the
Council get more money from the Open Space District for local parks and
the amenities that we need.

Dave Landau, Petaluma, spoke to support the Planning Commission decision to keep the
rural residential designation for the General Plan.
Mike Kohl, Petaluma, spoke in support of the Planning Commission decision to keep the
rural residential density when adopting the 2025 General Plan.
David Stirrat, Petaluma, spoke in support of the Planning decision. He was concerned
about this being a dry year and that the property out there is wetter than normal.
Robin Joseph, Petaluma, spoke to support the rural residential designation. He turned in
a letter with 61 signatures in support of the rural residential designation.
Bill Bennett, Petaluma, spoke about the Petaluma Watershed Drainage Plan. He stated
that the drainage on Western goes to Marin Creek and Marin Creek is the drainage for
parts of Victoria and is maxed out. It overflows on a continual basis.

Janice Cader-Thompson, Petaluma, requested they keep this as a mixed
use project, saying "you have to deal with the transportation before you
deal with the commercial." The DSL group has failed the neighborhood
by not having community meetings. She would like to see a community
meeting with the hospital, City Council and the community.
Ann Kemmer, Petaluma, requested that the Planning Commission's mixed
use designation for this property be upheld.
Steve Arago, Petaluma, Kimley, Horn & Associates, spoke in support of a
community commercial designation for this site.
Mary Glardon, Petaluma, spoke about retail leakage study. Stated that
women do most of the shopping and then tend to shop where they work.
Stated that retail is a declining economy and hopes the City doesn't
connect the entire tax base to retail.

Bryant Moynihan, Nexus Realty Group, Inc., Petaluma, stated that a medium residential
density is appropriate for this site. Asked that the property be re-evaluated to determine
the appropriate designation.
Randy Raabe, Petaluma, has concerns about the Vogensen property, which is adjacent
to his property. He would like to see it designated as single-family residences with
appropriate building setbacks for the good of the people that live there. He would like it
kept low density.

Ione Vogensen, Petaluma, spoke about the property and said she was not trying to
make money, but needs to leave the City. She is not trying to push anyone out, but she
needs to move on and is not trying to be greedy.

Patricia Hummel, Petaluma, spoke regarding the final decision of the Planning
Commission. She believed that since it was possible for Redwood Business Park to be
built, then their property should be possible as well.
Bryant Moynihan, Nexus Realty Group, Inc., Petaluma, spoke about the draft General
Plan land use map. Asked to designate now what the future use will be. The flooding
issue needs to be addressed and mitigated.
Bill Saks, St. Helena, spoke about being under contract to buy the Hummel property. He
feels this piece is a big chunk of Petaluma's future and the water issues can be solved.
Geoff Cartwright, Petaluma, spoke about the City's objective. The entire area floods. This
property is at the very edge at the Petaluma, and he wondered whether we need
another business park at the edge of Petaluma. He asked that the City retain the urban
separator designation.
Dave Sweeney, Petaluma, spoke about a unit he owns on Industrial that was impacted
by the flood. There are still problems coming from it. Urged that this land is kept as
agricultural.

John Mills, Petaluma, spoke regarding his recusal at the Planning
Commission meeting. An exception was made because he was a
property owner. He was able to speak at the Planning Commission
meeting as a member of the public. In the past 25 years there has been
no flooding from Kelly Creek. Planning Commission was a unanimous vote
for low density.
Steven Lafranchi, Steven J. Lafranchi & Associates, Petaluma, spoke
about Kelly Creek. The maintenance is a problem as it is privately
maintained. There is a policy in place that we can't add any additional
runoff because the infrastructure downstream is maxed out. Any project
large or small has to be taken into account and needs to be reviewed.
The protections are now in place.

done. He recommended the Council take a field trip down Kelly Creek.
Harry Nieuwboer, Petaluma, spoke about eight new lots, not eight lots total. Those eight
new lots on three acres, that is less than three homes per acre. They don't want any
higher density. Its good for the city and good for us.
Geoff Cartwright, Petaluma, requested that language be added to the General Plan
specifying only 8 lots, and not 24. Asked for more language that would insist and ensure
that they do retain their runoff.

Oak Street across Petaluma Blvd. and thought the City would have to
demolish two buildings.

late in the process as they had problems receiving notice, due to some
