CALL TO ORDER - EVENING SESSION - 7:30 P.M.

Present: Teresa Barrett, Samantha Freitas, Mike Harris, Karen Nau,
David Rabbitt, Pamela Torliatt
Absent: Mike O'Brien
PUBLIC COMMENT
Diana Painter, Petaluma, Painter Preservation Planning, submitted a letter signed by
herself and other members of the design community regarding historic preservation in
the City. The letter commends the City for recent activities in support of historic
preservation, including pursuit of Certified Local Government status, which will allow the
City to pursue funding for surveys and other historic preservation activities. It also
advocates hiring a planner specifically trained in design and historic preservation.
Marianne Hurley, Petaluma, Historic and Cultural Preservation Committee, spoke
regarding the need for a historic preservation planner on City staff and the need for an
updated inventory of properties, as the last one was done in 1976. She also spoke about
expanding definition of local historic landmarks - not folded into state or national
landmarks.
Katherine Rinehart, Petaluma, President, Heritage Homes of Petaluma, spoke about
preserving the historic character of Petaluma, and said the number of people taking
walking tours in Petaluma reflect the interest in preserving this character. People coming
to enjoy Petaluma, eat, shop, and stay overnight - generating revenue. She believes the
General Plan is on the right track. She echoed Ms. Hurley's statement about the need for
a historic preservation planner on City staff.
Geoff Cartwright, Petaluma, spoke regarding the Army Corps of Engineers flood -control
project, which was supposed to over 100 -year flood level protection, but noted that the
Corps had predicted that once Petaluma reached build out, that protection could be
degraded to 40 -year.

Wayne Morgenthaler, Founder, Petaluma Independent Business Alliance,
Petaluma, noted that the focus of the City always seems to be on looking
elsewhere for solutions to problems. He suggested that instead, the City
should "incubate" what is already here in town and support local
business.
Geoff Cartwright, Petaluma, urged the City to work in cooperation with
the Sonoma County Water Agency. He suggested the East Washington
Street be widened at the overpass to have a dedicated right turn lane
onto the Northbound on-ramp and thought this project could be done in
conjunction with the Regency project.
Tiffany Ren6e, Petaluma, made the comment that the $160 home
occupation permit is costly for a small home-based business and a
reduction should be considered for economic development. The City
should consider lowering the permit fee because small and home-based
businesses are a very important resource to the City as their owners tend
to spend what they make locally because they're not commuting. She
added that increasing home-based businesses and small businesses will
help reduce green -house gas emissions because their owners don't drive
or commute as far, especially in walkable communities like West
Petaluma. She said she and her husband have gone from two cars to
one.
Katherine Rinehart, Petaluma, President, Heritage Homes of Petaluma, said
she would be happy to help the City define a job description for a historic
preservation planner.
