PUBLIC COMMENT
Paul Francis Petaluma, Old East Side Petaluma Neighborhood Association, spoke
regarding the East Washington Place project. He requested the project notification
boundaries be expanded. A mailer should be sent to 1,500 to 2,000 nearby residents
to bring them up to speed on this project, which clearly will impact them. His group
believes the EIR falls short in many areas, including traffic, the toxic runoff from parking
lots, noise, and impact on downtown shopping. He feels some things can be done to

address these issues, including a financial impact study, store size cap, requirement for
developers to follow the CPSP model using downtown's "smart codes." He suggested
construction with a purely "Pedestrian Design."
Tiffany Ren6e, Petaluma, spoke regarding the East Washington Place draft EIR, and
thought there was no public hearing was scheduled before the DEIR public comment
period ends. She would like the public comment period to be extended. Last
year Technology and Telecommunications Advisory Committee suggested including
a solar policy in new and retrofit City projects when appropriate and she doesn't
see that happening.
His Majesty Norton 11, Emperor of Petaluma and Protector of Sonoma County, spoke
regarding the recent ban on fast-food restaurants by the Cotati City Council and called
it a conspiracy that will create traffic gridlock and hardening of the arteries among
Petalumans.

David Yearsley, Petaluma, was sorry to see the communications building
demolished because he thought it was a potential public amenity with a
unique view of the wetlands. He also spoke about possible grant funds for
the public amenities in the unfunded portion of the wetlands preserve.

Council discussion ensued regarding the process to be used for selecting
the other two members of the subcommittee. Council agreed to that they
would each write the names of two Council Members they would like to
see appointed; the City Clerk would announce the results, and the two
top vote -getters would be appointed.
City Clerk Claire Cooper collected the ballots and read the results as
