PUBLIC COMMENT
Collette Michaud, Petaluma, on behalf of the Public Art Committee, invited the public to
give input into public art. She announced an on-line survey with a link from the City's
home page cityofpetaluma.net. She also announced a public art community outreach
meeting to be held April 24 at the Petaluma Community Center, 320 North McDowell
Boulevard, at 7:00 p.m.

Damon Doss, Petaluma Health Care District, Petaluma, congratulated the City on its
excellent web site, and said he liked being able to watch the archived Council
meetings. He explained that Petaluma Valley Hospital is not owned by St. Joseph's
Health System. It is owned by the citizens and the Petaluma Health Care District,
and leased to St. Joseph's Health Systems. He provided Council with copies of
the executive summary relating to this lease. He said the emergency base station issue is
still being discussed.

PUBLIC COMMENT
Geoff Cartwright, Petaluma, spoke about last Thursday's SPARC Meeting regarding the
Quarry Heights Subdivision, and said he was surprised to learn that the developer will not
be required to install "purple pipe" (pipe that carries recycled water).
David Libchitz, Petaluma, spoke regarding the update on the new Police and Fire
Headquarters. He hopes the Police Station does not end up at Kenilworth Park as a two -
or three-story building. He doesn't think it would fit in well, nor would it be good next to
the library. The Old East Petaluma neighborhood relies on that park. He wondered why
the ladder truck would be at the new headquarters "at some point in the future, "
because he thought one of the main reasons for a new Fire Headquarters was to enable

the ladder truck to be stationed there. He asked why the Fire Headquarters included in
the Central Petaluma Specific Plan. He thinks the preliminary design is too tall.
David Solo, President, CEO, Boys and Girls Club of Petaluma, introduced himself, thanked
Council for their support including allocation of funds, and thanked Housing
Administrator Bonne Gaebler for her help. The Boys and Girls Club will be celebrating its
50th anniversary next year, and has grown tremendously in the last five years, now
serving over 3,000 children in Petaluma.

PUBLIC COMMENT, continued
Paul Francis, Petaluma, Neighborhood Association, was told the East Washington project
was "all about politics." He had perceived it as a community issue. He thinks the plan is
bad and people have not been adequately informed. He said there is no room for
mediocrity in political concepts. Petaluma must be seen as a unique City, and Council
holds the key. He suggested Council create "a vision for Petaluma that is light years
ahead of the pack." He said Council should protect the community by rejecting big -box
developments.
Gene Hamm, Petaluma, spoke regarding Regency's development on East Washington
Street, and said that any project that will affect so many citizens should be put on a
ballot for all to vote on it. A big shopping center will only make traffic worse. He believes
it will make it difficult for ambulances to get to Petaluma Valley Hospital in an
emergency. The Regency project threatens slow economic death, and will put smaller
businesses out of business. He said the concept of live/work won't work if there is no rent
control and the "work" consists of minimum wage jobs.
Moniz Franco, Petaluma, Petaluma Neighborhood Association, said she thinks most
people in Petaluma don't realize that they have a voice in what happens on this
property. She has small children, and already has been stuck in traffic on the way to the
emergency room. She asked, "How dare the Council do this to the people who live
here?"

Linda Hamm, Petaluma, Petaluma Neighborhood Association, read the DEIR retail market
impact analysis and was concerned about the impacts on the downtown businesses.
Greg Mitchell, Petaluma, thinks the Regency project would have a disastrous impact on
the aquatics center. He said he can't imagine a worse environment for a pool. He

hopes Council will consider all that people are bringing up tonight. He said this project
would be a huge setback for Petaluma.
Rick Moeller, Petaluma, describing himself a "concerned citizen and avid cyclist,"
expressed concern with any project that increases traffic, especially on the East/West
corridor, which he said puts bicyclists at risk, as well as pedestrians. He believes the
Regency project will increase problems on East Washington and further divide the East
and West sides of Petaluma. He urged Council to keep Helen Putnam's legacy alive.
Shelley Trumbo, Petaluma, Petaluma Neighborhood Association, is concerned with this
project not only for her neighborhood but for the whole City. She does not think water is
adequately addressed in the DEIR. She told Council, "We have to become more aware
of our water use." She asked how the City will protect those who already live here.
Melissa Abercrombie, Petaluma, Petaluma Neighborhood Association, told Council that
the General Plan says that East Washington Street should have protected significant
historic resources. She urged them to, "Keep Petaluma eggcentric and beautiful."
Chip Rees, Petaluma, said he wanted to echo the sentiments of all the speakers who
came before him. He described them as a "bit of a rag tag group that has been
coalescing rather nicely." He said everyone who speaks really cares. He told Council
they should ensure that any commercial development should have a net positive impact
on the quality of life in Petaluma. He believes this is a "seriously redundant project."
Megan Edwards, Petaluma, Co -Chair of the Aquatics Board, spoke about the "circular
drive" proposed to encircle the swim center, which she believes would have a kind of
"Indianapolis Speedway Effect" and would be a "safety and pollution nightmare for the
swim center."
Steve Arago, Petaluma, Kimley-Horn and Associates, requested a continuance of the
April 23 Council Meeting regarding Lands of DSL because two Council Members will not
be there.
Dale Axelrod, Petaluma, thanked Council for their hard work, and provided copies of a
survey that the Argus -Courier did about opinions on new retail. Seventy-six percent of the
respondents were not pleased with the idea of a big box store coming to Petaluma.
Connie Madden, Petaluma Tomorrow, Petaluma, said she is starting to worry that the City,
"is writing a General Plan for 1950, 1960, and 1970, and not for 2010 and beyond." Cheap
energy will not be available in the future. She believes the "era of chain -store supremacy
will end" and that "Petaluma needs healthy, local, smaller stores and access to goods
grown and created here."

from the proposed Draft General Plan 2025 land use designation of Rural
Residential (0.1 to 0.6 dwelling units/acre) to Low Density Residential (2.1
to 8.0 dwelling units/acre) for a portion of the two parcels.
Public Comment on Sub -Area 7C
Ira Bennett, Santa Rosa, explained the history of Cobblestone's project
application and said that they are proposing that the demarcation
between "Rural" and "Low Density" be moved south, to conform to the
increase in slope and the existing tree line.
Director Tuft
Jim Sisson, Petaluma, resident on this property with Priscilla Bouch, asked
that the property be re -zoned. They would like to exchange one of the
units on the property and build a house for Rebecca Bouch. He looks
forward to bringing his family back together on this property.
Nancy Arata, Petaluma, has lived adjacent to the property for 56 years.
Her property was sold and homes will be built at a "low density" residential
rate. She has no problem with this and also has no problem with what Mr.
Bennett just proposed.
Priscilla Bouch, Petaluma, has lived on the property with her daughter for
almost 31 years, and has been planning for all this time to build another
house there, and they hope for a designation of "low density."
Rebecca Bouch, Petaluma, has lived in Petaluma for 34 years and always
planned to build a house there. She supports a "low-density" residential
designation.
Bryant Moynihan, Petaluma, Nexus Realty Group, representing Ione
Vogensen, said the Vogensens support the neighboring property
owners' request to amend the land use designation from "rural
residential" to "low-density residential" but also want Council to designate
a future street from the Vogensen property to the existing Jessie Lane on
the General Plan circulation map.
Vol Gavozdea, Petaluma, was totally opposed to change in designation
on this parcel, and urged Council to consider the animals living there.
Susan Kirks, Petaluma, spoke regarding the Planning Commission hearing
and the rationale used by the commission to make their
recommendation.

Public Comment on Sub -Area 12B
David Bradley, Ryder Homes, applicant on this property, said he supports
Planning Commission and staff recommendation of "medium -density
residential."
Walt Griffith, Petaluma, told Council that last year when he saw Ryder
Homes' proposal for this property, "it appeared to be believable and
workable." His concern is the proposal to increase the density over the
original proposal.
Reggie Grant, Petaluma, expressed concern about traffic increase on
Arcadia, and impacts on water and sewer.
Sherry Hester, Petaluma, asked that the Avila Ranch be designated "low-
density residential" - no more than eight homes per acre. She said the
neighbors strongly oppose the "medium density" proposal.
Mike Zenone, Petaluma, quoted the General Plan as directing
development to, "preserve overall scale and character of established
residential neighborhoods." He does not believe the proposed designation
for this property will do that.
Geoff Cartwright, Petaluma, said every time he sees one of these "lost
open areas," he thinks "detention /retention." He added, "When we build
on these, we lose another opportunity [for detention /retention of water].
Vicky Jimenez, Petaluma, lives in one of the "quad homes" bordering this
property, and said she would appreciate having some green space
preserved.

Geoff Cartwright, Petaluma, spoke about Deer Creek and said that any
sea rise or changes as a result of climate change could change the
designation of Deer Creek to flood plain or floodway. He thinks this
possibility should be considered in the General Plan process.
Sub -Area 7 - Petaluma Boulevard North:
D. The owner, Mr. Edward Johnson, of one parcel known as 1478, 1480
and 1482 Petaluma Boulevard North, APN 048-142-005 (listed as #I
below), has asked the City to reconsider the proposed land use
designation from Industrial to provide for a designation of Mixed Use for his
property. The Industrial designation affects nine additional parcels in the
