PUBLIC COMMENT
Emperor Norton 11, Petaluma, spoke regarding Ronald Reagan, debt, the Cold War,
Rohnert Park, and the Shopping Mall gap. He read a list of local businesses who have
"given their lives that a nation of big boxes could live."
Tiffany Renee, Petaluma, spoke regarding an e-mail she sent Council asking for
comments to the Climate Protection Campaign.
Paul Francis, Petaluma, said there is a "rising tide of concern regarding the Regency
Project proposed for the Kenilworth site." He said Regency has a "deceitful agenda." He
feels the developer has a "stranglehold on City's decision-making process."
Bryant Moynihan, Petaluma, said he had understood that Council would review the
Maximus cost allocation study before they approved the budget.
Geoff Cartwright, Petaluma, first commended Emperor Norton II and his comments on big
box retail and added that it's a bad idea to develop in the flood plain.
Gene Hamm, Petaluma, gave reasons for the proposed Regency project for the
Kenilworth site being a bad idea. He thought it would kill tourism if Petaluma got a Target.
All tourists coming to wine country will see from the freeway is a Target - they'll keep on
driving since they can see a Target anytime.

Mayor Torliatt opened the Public Hearinq.
Diane Reilly Torres, Petaluma, said she had e-mailed Council regarding
her concerns about redevelopment law. She asked why the City was not
using redevelopment funds for removal of graffiti. She said she opposed
the redevelopment fiscal merger because she knew that certain people

were going to try to use redevelopment funds to get certain projects
funded, especially the DSL project. She added there is inadequate
spacing between the proposed Rainier Cross -Town Connector and
Interchange and the East Washington Street interchange.
Geoff Cartwright, Petaluma, told Council, "When you're thinking about
blight, think about proposed development. When you build in the
floodplain, you are creating future blight." He said the Army Corps of
Engineers Flood Control Project is still not complete because the trestle
has not been removed. He would like to know the status of this. He also
spoke about Rainier, DSL, the Kenilworth site, and the Washington Street
overpass.
Mayor Torliatt closed the Public Hearinq.
City Manager Bierman suggested Council send the plan back to staff and
ask that it return at the June 18, 2007 Council Meeting with numbers that
are consistent within the report, consistent with the General Plan, and with
the budget.

2. UNFINISHED BUSINESS
A. Resolutions Adopting the Fiscal Year 2007-2008 Preliminary Budget.
Introduction and Adoption of Ordinances Appropriating Funds for the
Operation of the City of Petaluma, CA from July 1, 2007 through June 30,
2008 and Declaring the Urgency Thereof, to Take Effect Immediately, OR
Introduction (First Reading) of Ordinances Providing for Appropriations for
Fiscal Year 2007-2008. (Bierman/Carmichael) - Continued from the June 4,
2007 meeting.

Public Comment
Nancy Sasser, Petaluma, Board Member, Heritage Homes of Petaluma,
said that many people are attracted to Petaluma because of its historic
character. She asked Council to fund the historic preservation planner
position. She also read letter from Paige Swartley, Esq., environmental and
historic preservation lawyer, urging Council to add a budget line item for
a historic preservation planner.
Katherine Rhinehart, Petaluma, Chair, Heritage Homes Preservation
Committee, urged Council to find the funds to hire a historic preservation
planner, even if it's on a part-time, contract basis. She feels the current
process is not working because the contract planner is often brought in
well into process, causing problems for the homeowner. The City also asks
Heritage Homes for input which should really come from a City staff
member.
Michael Kraus, Petaluma, spoke in support of a graffiti coordinator position
being included in the FY 2007-2008 budget.
Bryant Moynihan, Petaluma, expressed budget concerns in a letter he
gave Council on May 18 and said he has not heard them addressed. He
believes the draft budget is "not balanced" and that the City is facing a
$5 million shortfall. He added that the Council "doesn't know what's
happening with this year's budget and are being asked to approve next
year's budget."

Diane Reilly Torres, Petaluma, says she is not confused and does her
homework. She clarified what she was saying about the graffiti
coordinator. She said she has not been able to see the draft budget. She
feels the City is very understaffed. She asked why Council was getting a
PSR on a project that was not going to be built.
Marianne Hurley, Petaluma, spoke about the need in the City for a
preservation planner. She wanted to underscore the need for consistency.
Having someone on staff not paid for by the applicant would give the
City a much less biased oversight.
Gene Hamm, Petaluma, announced that next Saturday, during movies in
the Park, his animated short will be shown. What he notices about graffiti is
that, "These kids don't know how to draw." He volunteered to teach
taggers how to draw. He said, "Maybe it could channel their energies into
something constructive - good graffiti if nothing else."
