PUBLIC COMMENT
Mary Glardon, Petaluma, spoke about what is happening around town. She has noticed
a mass exodus from the downtown with stores ending up empty. She has not seen that
much movement out of retail in years. She feels that big boxes coming in are affecting
the community. Downtown will be greatly affected by big box stores.
Paul Francis, Petaluma, spoke about future development in Petaluma and stated it is
what defines us as a community. He believes we need to visualize what our City will be.
Collectively as a community we can bring our ideas together. He stated that we have
made mistakes with tearing down the old courthouse and the building of the outlet
mall. But a new trend emerged in the downtown revitalization which was a successful

collaboration between the community and municipality. He believes that Kenilworth
needs to be zoned and developed with the community's interest in mind.
Chip Rees, Petaluma, spoke about two books called "Big Box Swindle" and "Small Mart
Revolution" and encouraged individuals to read them. He has them available to
anyone interested. He stated that he is speaking as a concerned citizen. He is pro -
change and believes that turnkey solutions are ridiculous. This is not a spreadsheet
decision for this City. He implored the City to "take it beyond the numbers and think
about what development means to this City."
SPARC Member Dennis Elias joined the meeting.
Melissa Abercrombie, Petaluma Neighborhood Association, Petaluma, thanked
the Council, Planning Commission and SPARC members for their dedication and
commitment to the community. As a sustainable community, Petaluma should place
emphasis on stewardship rather than ownership. To replace community areas would be
an insult to our community and an affront to current and future residents. Having public
involvement makes for a better plan and she requested that they require a plan for the
community now and in the future.
Geoff Cartwright, Petaluma, spoke about the five-year implementation plan, specifically
as it relates to Rainier. Caltrans does have rules and regulations and are not approving
on -ramps or off -ramps within a mile of each other. He reiterated and reminded them
about the flooding issue and not building in the floodplain. When you build where it
floods you will have flooding disasters with millions of dollars in costs and the potential of
loss of life. The more people you put in harm, the more chance of a loss of life. You are
responsible for not building in the floodplain
Planning Commissioner Kathy Millerjoined the meeting.
Donna Norton, Petaluma, stated her general opinion of what is happening in city after
city. She requested that the Council take it a step forward and keep the city unique,
separate and not looking like everything else. "Please don't leave things to corporate
interests."
David Yearsley, Friends of the Petaluma River, Petaluma, asked that they consider access
to the river. Setbacks along the river are extremely important. He frequently gets asked
how to get to downtown from the marina. There are going to be several large river lots
changing hands in the future; Golden Eagle, for example. If you lose riverfront parks both
downstream and upstream, you will never get them back. Young people will inherit the
legacy that the Council leaves. "Please consider the beautiful river corridor when you
make your decisions."

Public Comment
Geoff Cartwright, Petaluma, spoke about proceeding with ordinances
and provisions for underwater residential development and sub -aqua
businesses. Hmstated that vvmhaven't done sowell with what vvohave
now. Article l6relating toflood ways and flood plains has not been
sufficient for the flooding that has happened 2Oyears ago orthe flooding
wehave experienced inmore recent time. FEMA does allow building in
the flood plain, but does not allow itinflood way. The flooding vvehave
inthe flood plains isnot 3inches deep. During the peak event those
waters are 5-8feet deep in o lot ofareas. Local entitles are responsible
and zoning inthe general plan does permit development upstream.
Robert Mitchell, Petaluma, complimented staff, council and
commissioners for coming together todosomething positive inthis
community. Hmalso agrees with Commissioner Sullivan and Mayor Todiott
who suggested the sub+committees. Hesuggested they gofurther and
work with community leaders and have focus groups tohelp put together
the new zoning regulations. Hewholeheartedly suggested |owork with
groups and staff tolook forward 1ooreally, really good ordinance that
would work for Petaluma.
Chip Rees Petaluma, spoke about infill and revitalization. Hebwithin
walking distance ofdowntown and questioned whether ornot there is
any way toconsider some way 1nachieve ocertain amount of
occupancy before there ismore development, along with creating
proper space for public and personal density.
Tiffany Ren6e'Petaluma, spoke about guiding principles and keeping in
mind climate protections toreduce greenhouse gases inall planning and
zoning changes adopted. Since vvelive close tothe bay i|will affect us
earlier ifvvedon't reduce our impact now.
John MtzGemm|d'Petaluma, spoke about the map act allowing for otwo
year length oftime for approval ofutentative map. SPARC approval runs
for one year. Hefelt that those two should run together, asithas become
onissue for ofew projects.
A8eOooa Abercrombie, Petaluma, spoke about advocating development
ofpublic policy inorder tohave more public interaction ositmakes it
more effective tothe process. She recently saw ochoretfewhere the
developers had toimmerse themselves inthe community for about 6
weeks and thought itwas ogreat idea and oneffective way touse your
Bill Donohue, Petaluma, stated that helives in3ond|ewoodMobile Home
Park and he is concerned about the word "hzking." There have been
challenges torent control over and over again inmobile home parks. He
hates insee that word "toking"indealing with subdivisions. We don't
want osubdivision taking over our mobile home parks. Herequested that
they donot allow the parks tobesubdivided.
