PUBLIC COMMENT
Patrick Glenn, Petaluma, Member, Senior Advisory Committee, has discovered that some
seniors in town do not have enough money for bread. He asked if a bakery could
donate about 20 loaves of bread. He also spoke about the upcoming Sonoma County
Fair, and about a "Support the Troops Rally" he is trying to organize, and which he would
like to hold at Lucchesi Park on August 11.
Peter Tscherneff, Petaluma, spoke about factory farms, community dinners, and cause
and effect.
John Hill, Jr., Petaluma, spoke in support of community farms, and said there are many
cities across the nation with community farms.
Diane Reilly Torres, Petaluma, spoke about a fire hazard at Lynch Creek involving
weeds and exposed electrical wires. Regarding the DSL project, she asked the City to
help facilitate neighborhood meetings with the developer for community input into the
project. She noted that the tentative agenda for August 6 includes a presentation by
Caltrans on the East Washington Interchange Project. Caltrans told her the DEIR was not
final, so she doesn't know how the City can move forward with closing lanes and starting
the project without any public input. She thinks the northbound lane should be done first.
She wants to know how much the City is paying Caltrans for oversight on the PSR. Where
is that money coming from?

Public Comment
Jim Wyrick, Petaluma, has lived across the street from the Greenbriar
Apartments for 31 years. He said he was not convinced that this is a good
choice for conversion into condominiums, since not all units must be
owned. He thought rent would go up for those who continue to rent. He
wondered if the tenants were adequately informed or given a "hard sell"
on the idea of conversion.
Mary Wyrick, Petaluma, expressed concerns about the quality of the
neighborhood and the CC&Rs for the project. She wants to make sure
that junk isn't stored out on balconies.
Mary Ellen Whitton, Petaluma, representing Greenbriar neighbors, has
lived behind the Greenbriar Apartments for 8 years, and is in favor of
conversion. She said it will improve the quality of life for both the residents
of Greenbriar and those living in the surrounding neighborhood.
Matti Christensen, Petaluma, speaking as a mother, many of our children
cannot afford housing here. When she was a child, any man with a
decent job could afford a house. Those days are gone. This project will
allow our children the opportunity to buy a home.
David Gallegos, Petaluma, in favor of this because maybe he can buy
some place for his dad and mom to live.

Diane Reilly Torres, Petaluma, with Joe Sanchez, Petaluma, translating,
spoke to people in the Chambers who don't read or speak English. She
said she couldn't find anything in Spanish in the packet. She thought there
was going to be a translator at this meeting. She believes that the tenants
at Greenbriar Apartments were unaware that they could ask questions
about the conversion proposal. She asked Council to the hearing until a
translator could be present.
Sandra Silva, Petaluma, has recently moved to the Greenbriar
Apartments. She is a single mom with mentally ill child. She urged Council
to approve the condo conversion, because it "sounds like wonderful
opportunity for me and my daughter to be able to stay there."
Lupe Esquivel, Petaluma, has been explaining to tenants who don't speak
English about the proposed conversion. She asked all those who were
present if they wanted to speak or had any questions. No one responded.
She that those here were here because they want to buy and this is the
only opportunity they have.

Motion: Approve A. Resolution 2007-130 N.C.S. Approving the Proposed
Tentative Parcel Map to Convert the Existing 224 Unit Greenbriar

Restrictions (CC&Rs):
• A color map that identifies the existing site conditions, including the
location of the existing buildings and common facilities, and the
location of possible future units shall be included site based on the
land use designation identified on the City's most recent Draft General
Plan land use map.
• Responsibility for parking area maintenance, Assignment of parking
spaces for tenants and guests.
• Prohibition of recreational vehicles, boats, and other similar and/or
oversized vehicles onsite.
• Prohibition of outdoor storage in the parking areas.
• Prohibition of non-operative vehicles onsite.
• Restrictions that address the use of the individual patios and balconies,
including the prohibition of storage in these areas.
• Restrictions that address the external appearance of the units.
• Restrictions that address onsite recycling.
• Restrictions that address the use and maintenance of fenced storage
area located in the east comer of the site and identified as port of
Parcel A.
• Language that addresses the reduction of water and energy usage.
Prior to approval of any development permit (building permit,
improvement plans, final map, etc.), the applicant shall provide the
following for staff review and approval:
• A program to reduce water usage on the project site by a minimum of
1.5 million gallons of water per year.
• A program to reduce energy usage that incorporates Green Building
standards. This program shall include the retrofitting of units with
energy star appliances.

Improvement plans shall be submitted with the final map that include the
following and are subject to staff review and approval:
A landscaping plan that includes the removal of a minimum of 50% of
the existing lawn area and the replacement of this area low water
usage, drought tolerant species.
An irrigation plan that shows the removal of the existing irrigation
fixtures and replacement of these fixtures with high efficiency fixtures.
Improvements to the area along the north property line and adjacent
to the bike path located along East Washington Creek. These
improvements shall improve visibility and include landscaping and
fencing that is appropriate for this location and allows for pedestrian
and bicycle access to the path while preventing vehicular access.

John Hudson, RohnedPark, said that "doom and gloom" predictions are
exactly what hmexpected from Council tonight, and they are not
warranted. Headded that even ifthe City did gobankrupt, itwould
recover.

initiative, but what hedoesn't seem tounderstand isthat the petitions
have been filed, and PFURnolonger has any control over the initiative. |t

provide recycling capabilities instead of dumping chemically treated
wastewater into the river and possibly allowing sewage overflow.
Dave Swaney, Petaluma, said Council made a wise decision when they
voted in the water and sewer rates and said they shouldn't hold back on
projects. He said he did not "appreciate carpetbaggers coming in and
telling the citizens of Petaluma what they should and should not do."
Stan Gold, Petaluma, said he was going to talk about carpetbaggers, but
he thought that had been covered. He said he expects Mr. Moynihan's
assistants to come from Riverside, Fresno, and "who knows where else."
Dennis Elias, Petaluma, did some calculations based on his household and
he found that their water usage/wastewater for January through March
2007 compared to January through March 2006 went up $3.72. He used
that rate to look at what the average daily rate would be. In 2006, his
household average cost was $2.34/day. His cost in 2007 is $2.67/per day.
He thought that was a small price to pay to maintain service levels. He
thought the City should "let the voters decide just how much they want to
do without in order to save a few pennies a day."

Motion: Approve A. Adopt Resolution 2007-131 N.C.S. Submitting the
Proposed Initiative to Reduce City of Petaluma Wastewater and Water
Service Rates to Rates in Effect on January 1, 2006 and Provide for
Specified Annual Adjustments Thereto to the Voters Pursuant to Subdivision
(b) of California Elections Code Section 1045 at the November 4, 2008
General Municipal Election.
Moved by Council Member Mike Harris, seconded by Council Member
Mike O'Brien.
