PUBLIC COMMENT
Ed Fullerton, Petaluma, Chair, Airport Commission, spoke regarding an e-mail he sent to
Mayor Torliatt regarding the section in the Petaluma Municipal Code about replacement
of a commission member who has missed three consecutive regular meetings. He said
that Council Member Mike O'Brien, who is the liaison to the Airport Commission, has
missed seven of the last nine meetings. The Commission passed a resolution at its last
meeting requesting Council to replace Council Member O'Brien as liaison.
Don Smith, Petaluma, Member, Airport Commission, spoke regarding Veteran's Day and
what the Commission would like to do at the airport to observe it. He said they would like
to work with City to ensure a smooth process.
Paul Spongberg, Petaluma, Airport Commission, spoke regarding City projects with which
the Commission is involved.

Public Comment on Item 3M
David Yearsley, Petaluma, spoke after the vote and said he was delighted to see
the City being proactive in seeking grants, as there are many river appreciation
groups in the City that can benefit.
Public Comment on Item 3N
Linda Corbett, Petaluma, house backs up onto La Tercera park, says that the park
is in such bad shape right now that the time and effort required to put in a
community garden that would serve only a few people is ill-advised. She added
that the garden would take up the only part of the park that is not used all day
for soccer games both Saturday and Sunday.
Marlene Abel, Petaluma, representing Old Adobe Union School District, spoke in
support of the garden, which she said would benefit the students at LaTercera
and the park.
Melanie Courtway, Petaluma, spoke about the park being rehabilitated and does
not think any thing in the garden will make much noise. She said it should be
available for the entire community to use, now, instead of waiting for the "perfect
moment."
Grayson James, Petaluma, gave a brief chronology on the process for approving
the community garden in LaTercera Park.

Kathy Hayes, North Bay Association of Realtors, Santa Rosa, asked those in
the audience who were here for this item to wave. She said they support
the goals of the water conservation program, but have many concerns
about process, the lack of specificity, and the lack of input from the
community.
Rick Warner, Petaluma Chapter of Realtors, Petaluma, said that
realtors' involvement in the community here is amazing. He told Council
that realtors support water conservation and that the plan itself is a good
one, but the marketing aspects of it are not. He suggested the City allow
realtors, on a voluntary basis, to market the program, as they "can do a
lot more than can be done with point of sale mandates." He
named outreach to homeowners associations, service clubs, phase-in
incentives, rebates, and cost -benefit analyses as possible marketing tools.
Trevor Pitts, Petaluma, Petalumans for Sufficient Water Supply, said his
organization is dedicated to increasing the available supply of potable
water; specifically, the water behind Warm Springs Dam. He said they
have no objection to "reasonable conservation measures for new
homes," but "adamantly object to mandatory water inspections and
mandatory upgrading of existing homes whether they are being sold, or
at any other time."
Tiffany Renee, Petaluma, said she took a Water Wise Survey and found out
she was underwatering and not watering effectively and found out her
toilet was 100 years old. She will be saving quite a bit of money by
replacing an 18 -year-old washing machine. She feels "Water should be
conserved regardless of politics."
Stephanie Dietrich, Petaluma, said that when SCWA asked communities to
conserve water, Petalumans stepped up to plate, so it appears that they
are willing to conserve water. She is worried about point-of-sale
mandates and their effect on the elderly. She told Council, "Don't be the
police of the landscape."
Ed Reiners, Petaluma Chapter of Realtors, Petaluma, was not in favor of
any point-of-sale mandates. There are more and more foreclosures and
"short sales" and there is no money in these to deal with this kind of
mandate. He thought the real estate community in Petaluma could
create a voluntary water conservation effort.
Karl Bundesen, Petaluma Chapter of Realtors, Petaluma, said he is "for
conservation" but does not think point-of-sale mandates are the right way
to ensure it.
Clayton Engstrom, Petaluma Chapter of Realtors, Petaluma, thought the
water conservation program missed the mark on many things. He said
Santa Rosa has replaced ten times as many toilets with low -flow models as
Petaluma has. Their website has a lot of wonderful resources. He
suggested that when new customers get their water turned on, the City

do a "water -wise audit" as part of the process. He added that the real
tool the City has is the knowledge of who is wasting water and those
people "need to be put on notice."
John O'Keefe, Petaluma, Realtor, did not think "being the Water Police"
was in his job description, nor should it be.
Charlie Carson, Home Builders Association, said that bigger houses do not
necessarily use much more water because lots are generally smaller than
they used to be, and irrigation is the biggest use of water.
Armand Ramirez, Petaluma Chapter of Realtors, Petaluma, said that point-
of-sale mandates would put an end to 30 day escrows, and would require
a larger amount from the borrower to lock in an interest rate.

PRESENTATIONS
• Presentation by Stop the Casino 101 Coalition and Approval of Letter to Governor
Schwarzenegger.
Representatives of Stop the Casino 101 were not present at the meeting. When it
became apparent they would not be coming, the letter portion of this item was
dealt with under Citv Manaaer Comment.
Police Department Alcohol Control and EnfGFcement Officer Grant. _ This item was
moved to the October 1, 2007 City Council Meeting.
PUBLIC COMMENT
Victor Chechanover, Petaluma, told Council he just got his water and sewer bill and was
pleased to see that it wasn't too high, and that it provided much more information than
past bills have. He also spoke regarding sidewalk repair between Washington Street and

the airport. Most of it has been done, but not all of it. He mentioned two benches that
were installed facing blank walls. He said he loves to walk in Shollenberger Park and
today encountered a detour before the entrance and then when he got to the
entrance he couldn't get in because of construction. He thought the City should have
posted signs in the park ahead of this project.
Dave Libchitz, Petaluma, spoke regarding the need to update the sign ordinance
"sooner rather than later" and about sobriety checkpoints.
Paul Claeyssens, Leading Edge Properties, Petaluma, congratulated Council Members
on the job they do and said he appreciates it. Spoke about the poles on the driving
range which have rusted and stained and asked what could be done.
Melissa Abercrombie, Petaluma, asked if there would be a community advisory
committee for the City Manager selection process.
Frank Simpson, Petaluma, spoke regarding the recent articles in the Press Democrat
regarding shopping carts, and said that many store owners do little to prevent their
customers from taking carts away. He believes that government involvement is
necessary when dealing with a public nuisance of this magnitude. He asked Council to
put this item on the agenda and ask staff for recommendations.
Diane Reilly Torres, Petaluma, invited everyone to participate in the creek cleanup and
asked about the presentation from Caltrans "that never happened."
