3. NEW BUSINESS
A. Discussion and Possible Action Regarding the Request by the Airport
Commission to Appoint a New Council Liaison. (Torliatt)

Public Comment
Paul Spongberg, Petaluma, Member, Airport Commission, asked Council if
the Municipal Code was being followed. The code states that if a
member misses three consecutive meetings, they are to be removed from
the commission.
Walter Mangan, Petaluma, leasehold tenant at Petaluma Airport, said his
business has been very well supported by City and airport staff, and has
contributed to the City and County. He told Council that a liaison who is
not able to attend many of the meetings creates a problem and should
be replaced.
Ed Fullerton, Petaluma, Chair, Airport Commission, spoke of the Airport
Commission's request at last Monday's Council Meeting to appoint
another Council Liaison to the Commission. He added that he felt Council
Member O'Brien owed an apology to the Commission and to City staff.
Tom McGaw, Petaluma, Member, Airport Commission, spoke regarding
the roll of the Airport Commission and said that the Commission's work has
been helped over the years by having a good Council Liaison. When
Mayor Torliatt was liaison she "set the benchmark" for what the
Commission needs in a liaison. He thanked her and Council Member
Harris for their work as liaisons.
Don Smith, Petaluma, Member, Airport Commission, said he felt a need to
make a rebuttal to the accusations Council Member O'Brien made about
him. He gave history of the Airport Commission and his participation in it,
and his work regarding insurance coverage for the Airport.
