PUBLIC COMMENT
Eileen Morris, Petaluma, Co -Chair, Sonoma County Living Wage Coalition, urged Council
to agendize a study session on Community Impact Reports, hopefully for the January 28,
2008 Council Meeting.

Bryan Moynihan, Petaluma, thinks that recent pay raises granted to City employees
represented by AFSCME and those proposed for management are not something the
City can afford.
Diane Reilly Torres, Petaluma, wished Council Happy Holidays, and said she supports
having a workshop on Community Impact Reports.

Ms. Torres added that the "feral cat ordinance" is not working and should be revisited.
Ben Boyce, Coordinator, Sonoma County Living Wage Coalition, amplified Eileen Morris's
request asking Council to agenclize a study session for Community Impact Reports. They
have expert witnesses and January 28th would be the best date for them. They believe
Community Impact Reports are an important tool to help supplement EIRs and give the
City a broader spectrum of analysis on proposed development projects. He said
Community Impact Reports cost about 1/10th as much as an EIR and the cost is borne by
the developer.

Mayor Torliatt asked to adjourn the meeting in memory of Council Member Barrett's
mother, Catherine Barrett, who passed away last week.

Council if they would agree to hear Item 5A immediately after the Consent Calendar.

Public Comment on Consent Calendar Item 3C
Diane Reilly Torres, Petaluma, thought the item description in the agenda was
unclear as to what Council would be voting on. She believed this was a Brown
Act violation.
Janice Cader-Thompson, Petaluma, thought this item and Item 7A [on the 7:00
p.m. agenda] should have been on the same agenda. She called [having the
two agenda items separate] "inefficient and under -handed." She told Council,
"We never talk about the cost of Rainier and cost is the bottom line. Nobody will
acknowledge the cost. The public would like to know how much projects really
cost and what's going to happen and when." She did not think Council should
move forward on the two items without knowing the cost.
Allen Tacy, Petaluma, Chair, Petaluma Pedestrian and Bicycle Advisory
Committee, gave Council a drawing of the East Washington Street Freeway
Overpass and spoke of problems with cyclists using the sidewalk instead of bike
lanes. He proposed widening the sidewalk on the overpass to make it safe for
both to use and eliminating the bike lanes.

Public Comment on Item 4B
Charlie Carson, Homebuilders Association, said the proposed new fees
obviously represent a significant increase. The key homebuilders in the
community did not see this report before last week, and they are all
represented here today. He asked Council to return the report to staff to
discuss it with the stakeholders who will actually be paying the fees before
Council approves them.
Dan Hughes, Delco Builders and Developers, and Incoming President of
Homebuilders Association, Petaluma, expressed surprise at the amounts of
the increases and that there was no phase-in of the increases, and the
way this is being "pushed through." He found the staff report confusing.
He expressed disappointment that staff did not consult HBA or other home
builders' groups and did not release numbers sooner than 5 days before
the meeting. He would like to work with Council and staff to come up with
a workable solution.

PUBLIC COMMENT
Chonthicha Cole, Petaluma Adult School, Petaluma, attended the Council Meeting in
order to observe city government.
Angela Garvin, Petaluma, spoke about having a community impact report completed
especially before further progress with developers. She is concerned about the Regency
development and DSL site and worried about her property flooding and road noise all
day and night. She questioned what the impact would be to their health due to
increased traffic. She hopes that a community impact report will be a priority and
agendized soon.
Tong Ciolino, Petaluma, spoke about moving to Petaluma in 2005 from Santa Rosa. She
would like to see a pool on the east side of town. The east side of Petaluma has many
schools, but no public pools. She was a high school teacher in China and felt a pool
would bring kids together. The Boys and Girls Club has a pool, but it is closed now due to
repairs and not having enough money. He asked if the city and/or the residents could
help bring a pool to the east side.
Cynthia Rathkey, Know Your Neighbor, Petaluma, spoke that she was originally there to
ask the Council to agendize the community impact report, but since it was already
brought up, she thanked the council.
Katherine Bobrowski, Petaluma, spoke about individuals that have been parking in the
fire lanes in her mobile home park. She stressed the need for law enforcement to get out
there as she is worried about a light post falling. She is also worried about emergency
vehicles not being able to get through.
John Hanania, Petaluma, spoke about the human mind being like a parachute - it only
works when it's open. He requested that the Council please explain their actions.

Diana Faraone, Petaluma, stated that she is the homeowner of the
property next door. She said that it is difficult to have any sense of what it
would be like to have the structure changed without standing by it. She is
worried about privacy and consistency and is requesting the 4 -foot
setback. She said that the applicants have said that it would be the same
size, but it is not. She stated that it would be a nearly 100% increase in
height. She would like story poles erected before any construction takes
place. Again, she stated that she was worried about privacy.
Susan Schratter, Petaluma, stated that she is Diane Faraone's tenant. She
said the garage is located along the path where she lives. She
believed access to her home will be impacted during construction. She
has a disability and needs safe access to her home. She asked that the
Council come and take a look and reevaluate their Ms. Faraone's
request.
Bill Wolpert, Petaluma, stated that he is the architect for the Tolsons. He
presented photographs of the subject property and surrounding
neighbors.

Mary Glarden, Petaluma, spoke about the design exception and said we are dealing
with safety issues and that we would need to absorb some homes and businesses in
order to make things safe. About traffic relief, you are only shifting the traffic from
Washington down to Rainier and there is still congestion on McDowell. On freeways, any
interchanges less than two miles apart creates a less than desirable situation. There is no
relief and it is too costly.

Dave Libschitz, Petaluma, presented photos. He stated that they need to determine how
all of the flooding impacts will be handled before proceeding. He questioned why an
industrial park was put where the interchange is supposed to go. He stated that all
money spent on Rainier is taking away from other projects. He recommends the "no
build option."
Angela Garvin, Petaluma, stated she is for the "no build option." She questioned whether
the study that is due in May will have an environmental impact report and a community
impact report. She also wanted to know if her property would flood and what would be
the devaluation to the homes. She would like to see an actual scale model. She would
specifically like to know the pollution impact to people living right there. It's really a
residential neighborhood. She stated it is stressful driving through Santa Rosa and she
doesn't want to see the same thing here in Petaluma. She is concerned about safety
and how this project is going to be paid for.
Janice Cader-Thompson, Petaluma, is for the "no build option." She wants to see story
poles erected to see exactly what this project is going to be like. She stated that
it appears that the Council is "segmenting" the project. She stated that the Council
needs to look at the whole project from east to west and on the freeway. What is the
real number for Rainier? The public has a right to know how much this is going to cost.
She questioned the cost of the 580 overcrossing and stated that Rainier is a lot larger
than that particular project. She stated that the public does want traffic relief, but they
want to know how much it is going to cost and who is going to pay for it. She does not
support exceptions because the purpose of widening 101 is to move traffic.
Catherine Bobrowski, Petaluma, spoke about traffic.
Mary Glarden, Petaluma, speaking about Consent Calendar Item 3C, said she feels the
project definitely needs the soundwalls. In her neighborhood the sound is way beyond
what it is supposed to be. We are not going to have the money to do it if Caltrans won't
do it. She takes exception to the two letters as they are written to include Rainier.
Janice Cader-Thompson, Petaluma, speaking on Consent Calendar Item 3C, said she
supports the soundwall moving forward, but thinks Rainer should be taken out of the
language. Funding is needed for the soundwalls. If you worked with the public, the
public would be more than happy to go up to SCTA to get money for the soundwalls.
She would be willing to attend those meetings as the top priority is to get money for
soundwalls.
