The Planning Commission will hear public comments only on matters over which they have jurisdiction. There will be no Commission discussion or action. The chairman will allot no more than five minutes to any individual. CITY OF PETALUMA, PETALUMA PEOPLE SERVICES CENTER (PPSC), 1500 PETALUMA BLVD. SOUTH, AP NO. 19- 210 -12, (File No. 1.653). 2 1. Consideration of EIQ. 2. Consideration of conditional use permit to allow administrative, office, and counseling services in 5,000 sq.ft. of an existing building. The public hearing was opened. SPEAKERS: Tom Knudsen PPSC representative - discussed use, length of lease, answered questions. COMMISSION DISCUSSION Commissioner Libarle Is parking adequate for both uses? Gary Broad Yes, and more parking could be added. The public hearing was closed. A motion was made by Commissioner Read and seconded by Commissioner Parkerson to adopt a negative declaration based on the findings in the staff report. This use permit will not result in significant adverse environmental or land use impacts. A negative declaration has been adopted. U 2. The proposed use of the site is consistent with the R -1 6,500 district and the City of Petaluma Zoning Ordinance. 3. The proposed use of the site is consistent with the Public and Institutional land use designation and the City of Petaluma General Plan and its goals, policies and objectives. 4. This use will not constitute a nuisance or be detrimental to the public welfare of the community. Conditions 1. This use permit shall permit the use of 5,500 sq. ft. of an existing building for administrative and counseling services. Project activities shall substantially conform with the approved applicant's project description in the staff report dated December 12, 1989. 2. This use permit shall have no force nor effect prior to the annexation of this parcel into the City of Petaluma. 3. The following requirement of the Chief Building Inspector shall be met prior to the issuance of a building permit: a one hour separation fire wall shall be provided between the PPSC and the COTS portions of the building. — 4. This project shall be subject to administrative SPARC review prior to the issuance of any building permits. SPARC review shall include but not be limited to the following: a. Review of final parking lot design for compliance with Parking Design Standards adopted by the City of Petaluma. The lot shall be striped consistent with the design standards. Handicapped spaces shall be provided as required by the Chief Building Inspector. b. Removal of old signs from the site. C. General site clean -up and landscape maintenance. 3 E d. Review of any additional exterior lighting and trash facilities. All administrative SPARC conditions of approval shall be met prior to final occupancy and /or commencement of use. 5. The following requirements of the Fire Marshal shall be reviewed in conjunction with administrative SPARC review: a. fire hydrants; b. emergency access- -the building yard area will be checked with fire department apparatus to assure adequacy; C. fire alarm and smoke detection system throughout building; d. automatic and portable fire extinguishing equipment; e. exiting. The requirements of the Fire Marshal shall be met prior to prior to the issuance of a building permit and installed prior to final occupancy. 6. The following requirements of the City Engineer shall be met: a. This project shall comply with Sections 2 -313 and 314 of the Zoning Ordinance regarding frontage improvements at such time as Petaluma Boulevard South is improved in this area. b. An Eight (8) foot deceleration lane shall be provided across the project frontage. The lane shall be surfaced with asphalt and tie into the improved section of Petaluma Boulevard South to provide a gradual taper from the roadway to the shoulder. 7. No access to the site from Rovina Lane shall be permitted prior to establishing legal right to use said roadway. 8. There shall be no open storage of equipment or materials unless screened from view to staff satisfaction. All trash shall be stored inside the building or within a trash enclosure. I1. Consideration of conditional use permit to allow an Emergency Family Shelter in 5,000 sq.ft. of an existing building. The public hearing was opened. SPEAKERS: Laura Reichek Director of COTS - offered to answer any questions. Larry Sartori 920 Mt. View Avenue - Will acceleration lane cause traffic problems? Landscaping? How were findings made? Is sewer capacity adequate? Will there be pedestrians on Petaluma Blvd. South? Fire hydrant requirements? Will a left turn lane be provided? How will loitering be handled? How long is maximum stay? What types of comments do neighbors of existing shelters have? C! 5 Laura Reichek There is a fence around the property to prevent loitering; neighbors near other shelters have experienced no problems; maximum stay is 4 weeks with an addition of 2 weeks. Warren Salmons Decleration lane will be designed by City Traffic Engineer, users of Rovina may benefit from the lane; use will not generate high volume of traffic; no additional screening is being required, nature of use does not require additional screening; regarding sewer capacity - property is on "sewer lift" system, major sewer project recently extended sewer main closer to project; fire hydrant needs will be determined by Fire Marshal; frontage improvements only for project site itself if there were a general improvement plan for the area; access to rear of building will be reviewed by Fire Marshal; no left turn requirements proposed at this time; roadway under CalTrans jurisdiction. Gary Broad Findings 1. No complaints have been received from other shelters. 2. Families will be screened before acceptance. 0 3. Arrival and departure times will be strictly adhered to. Q 4. No evening departures allowed. (� 5. Supervisor will be on premises. Laura Reichek There have never been any negative incidents at other shelters; supervisors are well trained; no police incidents; families spend days in public areas, cars; may go to classes, etc.; school age children will be able to attend Boys and Girls Club after school until 6PM. No complaints have been received regarding the operation of similar projects by COTS in the City. b. Prior to admission to the shelter, families will be screened by a trained Case Manager at a different site to determine their eligibility for the shelter. C. COTS Family Shelter intake contract requires families arrive at the shelter no later than 6:00 PM and leave each morning by 8:00 AM sharp. Violation of this rule or any rules of the contract is grounds for dismissal. d. Once admitted, persons may not leave the premises without written permission from the Case Manager to attend special classes or functions. e. A trained night supervisor will be at the site during its hours of operation. Conditions 1. This use permit shall permit the use of 5,000 sq. ft. of an existing building for an emergency family shelter. Project activities shall substantially conform with the 2 tl approved applicant's project description in the staff report dated December 12, 1989. 2.
