Resolution Accepting Completion of the FY 18/19 Pavement Restoration Project
by Team Ghilotti, Inc.
RECOMMENDATION
It is recommended that the City Council approve the Resolution Accepting Completion of the FY
18/19 Pavement Restoration Project by Team Ghilotti, Inc.
BACKGROUND
Sonoma Mountain Parkway was constructed in 1991. Over the last 20 years, Sonoma Mountain
Parkway has been pushed well beyond its useful life and much of it has been held together by
pothole repairs and skim patches for many years. When Sonoma Mountain Parkway was
constructed, select fill material was used as a subbase to a road -base of rock and several asphalt
lift layers. Over its life, Sonoma Mountain Parkway has seen excessive potholes and rutting
indicating a problem with the subbase rather than just an asphalt issue. In 2013, a portion of
Sonoma Mountain Parkway was repaved from Campus Circle South to Wyndham Way using
$1.4 million from a Metropolitan Transportation Commission grant.
On January 2, 2019, the Pavement Restoration project was presented to the Pedestrian and
Bicycle Advisory Committee. The committee provided input on the projects and requested
additional bicycle and pedestrian signage, installation of green bike lane paint at conflict points,
and a marked crosswalk at Rose Petal Court. These suggestions are being included in the project
construction.
The project is substantially funded by Senate Bill 1 (SB -1), also known as the Road Repair and
Accountability (RMRA) Act of 2017, to address basic road maintenance, rehabilitation, and
critical safety needs on both the state highway and local streets and road system. On April 2,
2018, Council approved Resolution 2018-043 N.C.S., which included a proposed project list and
project budget. Although Sonoma Mountain Parkway was not originally on that list, RMRA
provides flexibility to adjust that list as needs change. Sonoma Mountain Parkway was added
during the annual pavement planning process to address the undeniable need for reconstruction
of this high usage roadway. This change will be submitted as part of the FY 19/20 submittal to
the California Transportation Commission in accordance with SB -1 procedures.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits."
DISCUSSION
The final construction of the Pavement Restoration 18/19 with Team Ghilotti, Inc. is
$1,807,717.60, which included three change orders for $152,611.10 for additional 6 -inch asphalt
cement overlay at various intersections, 3 -inch grind and overlay on Sonoma Mountain Parkway
near East Washington Street, and for fence repair at the Airport. Additionally, all overruns and
underruns added up for a deduction of $72,764.14 for the quantities that were used.
FINANCIAL IMPACTS
The Pavement Restoration 18/19 project CI 6101823 had a revised budget of $2,291,310.64
approved on April 1, 2019 as part of the resolution to award the construction contract. The
funding source was Street Maintenance and RMRA. CIP project number C 16101823 covers two
projects; Pavement Restoration 17/18 and Pavement Restoration 18/19. Totals below represent
the totals that correspond to Pavement Restoration 18/19 only.

PUBLIC OUTREACH
Public outreach included a presentation to the Pedestrian and Bicycle Advisory Group for review
and comment on the 90 -percent design plans. Construction included extensive public notification
and outreach via changeable message boards and flyers for the traffic detours.

RESOLUTION ACCEPTING COMPLETION OF THE FY 18/19
PAVEMENT RESTORATION PROJECT BY TEAM GHILOTTI, INC.
WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable law, the City of
Petaluma solicited bids for the Pavement Restoration 18/19 to rehabilitate Sonoma Mountain
Parkway ("the project"); and
WHEREAS, bids for the Project were opened on March 8, 2018, in accordance with
California Public Contract Code Section 4104.5 and other applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti,
Inc. of Petaluma, CA for $1,727,870.64; and
WHEREAS, by Resolution No. 2018-063 N.C.S., adopted on May 7, 2018, the City
Council found the bid of $1,727,870.64 for the project to be the lowest responsive bid, awarded
the Project to Team Ghilotti, Inc., conditioned on Team Ghilotti, Inc. timely executing the
project contract and submitting all required documents and authorized and directed the City
Manager to sign the project contract on behalf of the City; and
WHEREAS, the following contract change orders (CCO) for replacing two storm drains
and paving within the project limits affecting the Project amount have been approved:

behalf of the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
The contract titled Pavement Restoration 18/19, project no. C16101823, with the final
contract amount of $1,807,717.60, is accepted as complete, subject to the
Contractor's continuing warranty and other obligations pursuant to the contract.

2. The City Clerk is hereby authorized and directed to file a Notice of Completion
concerning the project with the Sonoma County Clerk's Office within ten (10) days
of the date of this Resolution.
Staff are hereby authorized and directed to release all undisputed retention not subject
to pending change orders within sixty (60) days of the date of this Resolution and in
accordance with the terms of the project contract, California Public Contract Code
Section 7107, and applicable law.
