5 MODIFYING THE WORKPLAN AND STRUCTURE
6 OF THE STEERING COMMITTEE FOR THE
7 CORONA REACH SPECIFIC PLAN AND
8 RESCINDING RESOLUTION #97-133 NCS

u WHEREAS, the City Council approved a study area and workplan for preparation of a
12 Specific Plan for the area known as the Corona Reach on July 17th, 1995;
13
14 WHEREAS, the workplan called for a Steering Committee consisting of two
15 Councilmembers and two Planning Commissioners to act as liaisons to the decision- ~ .
16 making bodies and provide direction to the planning process; and,
17
IS WHEREAS, the workplan called for a public participation program that utilized a series
i 9 of public workshops to incorporate public input; and,

21 WHEREAS, there are a number of private and. public interests in the planning area that
22 should be represented; and,

24 WHEREAS, these interests could also be represented by modifying the structure of the
25 Steering Committee to include appointed citizen's representing' the range of interests
26 which would provide for more detailed discussions; and,

28 WHEREAS, the Steering Committee could provide an appropriate forum for public input
29 and participation by integrating the public participation program with the Steering
30 Committee process;

32 WHEREAS, the Council considered comments from the public requesting citizen
33 participation on the Committee and adopted a Resolution #97-1~3 NCS to modify the
34 work plan to add five at-large members and one property owner.

36 WHEREAS, several well-qualified applicants submitted letters of interest which
37 represented a wide range of interests in the planning area;

39 WI-IEREAS, the City Council's intent is to balance the Committee with the range of
40 interests that should be represented;

42 WHEREAS, the City Council .appointed five members to the Committee and two
43 alternate members,

45 NOW THEREFORE BE IT RESOLVED, that the City Council hereby modifies the
46 workplan for the Corona Reach to integrate the function of the Steering Committee with
47 the public participation program and appoint seven citizen's representing a range of
48 interests in the planning area as follows:

50 • 2 members from the City Council
51 • 2 members from the Planning Commission
52 • 2 member representing property owners within the planning area
53 • 5 at-large members

2 BC IT FURTHER RESOLVED TFIAT, the charge of the Steering Committee shall be to
3 provide a forum for public input and participation and to develop policy options and
a recommendations on a draft Specific Plan for the Corona Reach that balances the
5 competing interests in the planning area to develop a Specific Plan that is feasible,
6 environmentally sound and economically sustainable.

9 BE IT FURTHER RESOLVED TFIAT, Resolution 97-133 NCS is hereby rescinded and
to replaced by this resolution.
