CITY-HALL PETALUMA, CA The Planning Commission encourages applicants or their' representatives to be available at the meeting to answer questions so that no agenda item need be deferred to a later date due to a lack of pertinent information. CORRESPONDENCE: Letter from Jonas Sousa regarding request for continuance of item on this agenda. APPEAL STATEMENT: Was read. 1 230 OLD BUSINESS I. APPOINTMENT OF SPARC REPRESENTATIVE. Commissioner. Bennett :nominated, and Commissioner Thompson seconded, Commissioner Parkerson to remain as- the SPARC' Representative'until November, and then Commissioner Tarr to become the regular SPARC Representative. Consideration of revised plans for unit layout pattern and architecture for 124 detached. single- family residential subdivision. Discussion: Commissioner Parkerson 10% diversity is an item in the Corona /Ely Specific Plan - how can Council change this requirement? Commissioner Woolsey, Corona /Ely should be diverse. Commissioner Read This first project needed to be more diverse from the beginning. Commissioner Tarr What is the status of`other projects in -this area? Commissioner Thompson What is status of existing Cader residence? Pamela Tuft Cader homewill be located: in "high amenity area ". Commissioner Read Will flexible setbacks and one more totally different unit be enough to create enough .diversity? Commissioner Libarle What are our design guidelines? We need written guidelines. Commissioner Bennett Would like guidelines and standards in writing. Van Logan - Applicant Quaker Dill Development ,(joint development with Ryder Homes) - Thanked P.- Tuft for ,making, staffs opinions known regarding garage door architecture; will to do some redesign; described staff s proposal for rear entry garages; some problems with this proposal; garage doors in front are more "liveable" in eyes of hornebuyer; diverse streetscapes can be achieved with landscape screening. Paul Starn - Ryder Homes' representative - Some side -entry .garages are being proposed; curvilinear streets will soften impact of front -entry , garage doors. Rear yard garage houses are not as "liveable" as front, garage homes; some nuisance (noise) factor will be created with rear entry garage homes;, rear entry garages - work best on cul -de -sac lots which are already best screened by landscaping,; willing to incorporate "high hat "` design which would create very differea roof line (circulated examples of diverse roof lines). Commissioner Tarr Suggested detached garages. Commissioner Parkerson Asked applicants if they would consider staffs recommendations? 'tr7.. 231 Van Lo Wants this matter to be passed along to SPARC - can work designs out with SPARC ,and staff - rear garages can work on very wide lots only. Commissioner Thompson - Lots are too small for massive houses - these houses are "canned "Tlans. Commissioner Libarle - wants all other Corona /Ely developments to be consistent with tonight's faction. An additional model shall be provided, which may be designed to offer only one or tw,o front elevation options, to provide for a rear yard garage. All effort shall be undertaken to provide as many of this additional model as possible. 2. Additional variety in setbacks shall be achieved by a lot to lot review by staff, prior to ; SPARC review. Possible reduction of one side yard to less than 5' shall be considered when deemed necessary to achieve a greater than 5' setback on the opposite side. III. SPEAKERS: Tim Calvert - 1468 Sunrise Parkway - Commercial fisherman - sea urchins smell, no room in this residential area for sea urchin processing. Debra. Taylor- French - 621 Nicki Drive - neighbor - circulated petition with over 100 signatures;:�rotesting this processing plant; many neighbors did not receive notice - they were surprised when. told of this proposal; quality of life would be greatly downgraded; has 4 I I 3 I 232 objections to chemicals (i.e: chlorine, etc.); that will be used for cleaning the facility and sprayed into air. Mike Lucas - Applicant differences between urchin processing and fish - processing are great; trucks do not drip wastes; refrigeration is all kept inside; one truck unloads at about 7PM; garbage hauled away from site everyday-; there will be no odor control problems; current plant in Sebastopol is not on City water and sewer. Tim Calvert - Bod`ega Bay is thriving harbor, there: should be a place for this plant near there; prevailing wind would bring any odors into his yard. Dale Heiser - Ni'cki Drive: - Does not want plant because of odors. Andrew Leads - 621 Nicki Drive - has home office which faces this building; this is a residential area.a_nd proposed use will not be compatible. Dale Heiser - Nicki Drive - Royal Tallow building would be a good place for this plant.. Debra Taylor- French 621 Nicki Drive - Does not believe odors care be controlled. Tim Calvert - Product comes from the ocean - it is a seafood product. Clayton En srom - (leasing agent) Representing landlord of building: sees-no problems with this use. Commissioner Bennett - This is a fish product - the Zoning Ordinance does not allow this type of use. Commissioners Parkerson'.and Read - Agree with Commissioner Bennett. The public hearing was closed. A motion was made by Commissioner Read and seconded by Commissioner Bennett to deny the appeal and uphold the decision of the Community Development Director. Tux Tuxhorn - Benjamin- Tuxhorn Development (Applicant) - Described project - answered questions regarding, tree, preservation. Commissioner :Parkerson -, Which trees will. remain_? Tux Tuxhor-n - Only eucalyptus trees will `be removed; goal is to create distinct neighborhood feeling. S 4 . , Bill. Wilkinson - 1485 Ely North - Agricultural use - cucumber farm. 'Truman Horton - 901 St. Francis - Church; of Christ - described proposal for church building; landscaping. plans will blend in. with. K Subdivision; does not want parking adjacent io' homes. '- Tux Tuxhorn - Would like comments and direction from Planning Commission. Commissi Discussion: Commissioner Read - Not ready to vote yet - wants staff to work with developer to have more coordination of details; return with more fine-tuned staff report. Commissioner Woolsey - Commission should tell staff what we want to see. co Commissioner Parkerson - Provide some pedestrian access; architecture needs to be looked at more carefully; wants more side-loaded or rear-entry garages. Commissioners Bennett and Read - Wants City (all Departments) to agree on street widths 0 and Planning Commission will agree with' recommendation. Comm Libarle - What is definition of "high amenity"? Pamela Tuft - Staff feels more unique and diverse architecture is needed, large lots allow a lot of desi&' flexibility. Commissioner Woolsey - Wants entire urban separator area included in a redesign. Commissioner Parkerson - More pedestrian access (connector walkways). Pamela Tuft - Natural (e.g. dry streambed) swale needs to be preserved and enhanced, even though storm water may be redirected. Commissioner Read - Architecture should be upgraded. Commissioner Tarr - Landscaping wanted in cul-de-sac bulbs (e.g. Brown Court) as an example; orientation of homes - should be staggered more on lots (substantial variety of setbacks). AM 1 ENDMENTS TO CORONA/ELY DEVELOPMENT AGREEMENTS (ky). Consideration of Ordinances amending development agreements for: a. Cader Farms (Quaker Hill Blackburn) b. Glenbrook (McBail) c. Grey Properties (McBail) d. Kingsmill (Benjamin-Tuxhorn) e. Mountain Valley (formerly Morningside; Delco and Cherry Lane) f. Sonoma Glen (formerly Sonoma Gateway; Sonoma Parkway) The public; hearing was opened.
