HomeMy WebLinkAboutResolution 97-166 07/07/1997 Resolution No. 97-I66 N.C.S. z of the City of Petaluma, California 3 4 6 7 APPROVING THE APPLICATION FOR GRANT FUNDS FROM CALFED FOR 8 THE AllOBE CREEK RESTORATION PRO.IECT AND PETALUMA MARSH 9 ENHANCEMENT PROJECT AND OTHER RESTORATION ACTIVITIES to IN THE PETALUMA RIVER WATERSHED II 12 WHEREAS, an interagency agreement was signed by various state and federal agencies 13 to resolve problems in the Bay-Delta system; 14 15 WHEREAS, Category III of-the funding agreement provides for restoration of habitat to 16 implement the long-range plan for the Bay-Delta system; 17 t8 WHEREAS, the voters of the State of California have enacted Proposition 204 which 19 provides state funds for grants under the agreement to local, state and federal agencies 20 and nonprofit entities for projects to enhance and restore habitats for targeted species; 21 22 WHEREAS, CALFED is the interagency association designated to establish procedures 23 and criteria for reviewing grant proposals and selecting grant recipients; 24 25 WHEREAS, said procedures and criteria established by CALFED require the applicant to 26 provide aresolution.authorizing such applications; 27 28 WHEREAS, if approved, the City will enter into an agreement with CALFED or a 29 designated agency to carry out the restoration project(s); 30 31 WHEREAS, the City of Petaluma in conjunction with the Coastal Conservancy and other 32 responsible agencies has developed restoration plans for the Petahuna River and the 33 Petaluma Marsh which are significant resource areas in the Bay Delta system that are 34 within the City of Petaluma's jurisdiction; xesdutionxo. 97-166 x,c.s. Page 1 of 2 I 2 WHEREAS, the City of Petaluma in conjunction with the Department of Water 3 Resources Urban Streams Program, has developed Restoration Design and Management 4 Guidelines for the Petaluma River Watershed and developed a plan for implementation of 5 a demonstration restoration project on Adobe Creek. 6 7 WHEREAS, the Petaluma Marsh Enhancement Plan and the Adobe Creek Restoration 8 Plan demonstrate a significant benefit to endangered fish and other sensitive species 9 could be achieved through implementation of the measures and improvements to recommended in the plans; II ]2 WI-IEREAS, additional funding is needed to implement therecommended measures; t3 i4 WHEREAS, there. are numerous opportunities for restoration and enhancement activities 15 in the Petaluma River watershed; 16 17 NOW THEREFORE BE IT RESOLVED that the City Council of the City of Petaluma 18 hereby approves the filing of grant applications for CALFED funding and appoints the 19 City Manager, his successor's or assigns to conduct all negotiations, execute and submit 20 all documents, including, but not limited to applications, agreements, amendments, 21 payment requests and so on, which may be necessary for the completion of the various 22 Restoration and Enhancement projects. 23 24 25 Under the power and authority rnnferred upon this Council by the Charter of said City.
