Consideration of requested tentative map extension. The public hearing was opened, SPEAKERS: Leonard Jay - Developer - requested extension of Tentative Map The public hearing was closed. A motion was made by Commissioner Libarle and seconded by Commissioner Thompson to grant a one -year Tentative Map extension to March 20, 1992. The public hearing was opened. SPEAKERS: Pamela Tuf - Read applicant's request from formal application form. Rich Johnso - Real estate agent representing applicant - the applicant lives out of town and will resubmit a revised application. Dora Knel - Owner of 401 -411 Washington. Street does not want project to be allowed for environmental' reasons (noise, odors) which may adversely affect her tenants. Commissioner Tar (to Johnson) Are you requesting withdrawal of this project? Rich Johnso ­(to Salmons) Will denial' constitute withdrawal? Director Salmon -has spoken to building owners - staff views were given to owners - suggested they should withdraw application prior to this hearing, no withdrawal was received. Commissioner Parkerso - Does not support parking as proposed (within building). The public hearing was closed. 355 A motion was made by Commissioner. The proposed use does not conform with the requirements or intent of the U Zoning Ordinance in that the Central Commercial zone does not allow wholesale sales, used auto sales, storage or major automotive repair. III. RODD, 522 WEBSTER, AP NO. 008-024-09, FILE.NO. CUP- 91002(tp). 1. Consideration of a conditional use permit to allow use of an existing residence as an accessory dwelling. The public hearing was opened. SPEAKERS: Commissioner Tar - Are there any other modular homes in this area? (Yes - three). Commissioner Parkerso - Are front setbacks for the proposed new primary residence at minimum? (Yes). Rana Sherma - Owner of property across the street from property site - 7 small homes on this property fully restored' them; a modular home will not be in keeping with architecture of the neighborhood; presented view of property owners (504, 519, 523 1/2 Webster; 301 .Dana) - all against modular home on property. Jeff Shad - Residential Homes (applicant's representative) - property owners will live in new :home; questions Fire Marshal's requirement for sprinklering since modular meets federal fire standard; also need for SPARC. Commissioner Parkerso - Was parking behind home considered? Jeff Shad - Yes, plans submitted were only alternative for this unit. Jim Web - 327 Howard Street - important to integrity of neighborhood that home "fit -in "; parking in front yard not pleasing. Tim Ray - 517 Webster - Manufactured home on street already - does not want another that does not fit -in to neighborhood. Russ Mrbv - lives next door to proposed structure manufactured home already on street does not fit in. Michael Timme - 504 Webster - already two manufactured homes in neighborhood `;, does not like them; parking in front is unacceptable; does not think second unit will' fif into neighborhood of primarily detached single- family homes. Director Salmon - Explained manufactured home (State) guidelines. Larry Rod - Applicant, 522 Webster - manufactured home will not be an eyesore. Jeff Shad - Residential Homes - have tried to make home fit into the neighborhood by adding 16" eave overhangs, divided light windows, steeper roof pitches, siding, etc. 35C Commissioner Libarl - This project is a request for an accessory dwelling - the fact that this is a manufactured home should not be'considered-. Commissioner Thompso - questions regarding parking on the site. Commissioner Parkerso - Primary concern is parking in front of house and bulk of house. Commissioner Rahma -- Concerns with parking, :fitting in with existing neighborhood; would not like to deny project because Petaluma needs affordable housing. Commissioner Parkerso Does not want to start precedence of 'front -of -house parking; not in favor of the site plan; need to look at 4mpact,oft neighborhood. Commissioner Tar - Problems with front yard parking: aesthetics of architecture.. Commissioner Parkerso - Could another manufactured home plan be proposed? The public hearing was closed. The proposed use, as conditioned, will conform to the requirements and intent of the Petaluma Zoning Ordinance. 2. The proposed use, as conditioned, will conform to the requirements and intent, goals, and policies of the Petaluma General Plan. 3. The proposed use will not constitute a nuisance or be detrimental to the public welfare of the community. 4,. This project is Categorically Exempt under CEQA Section 15303, New Construction of Small. Structures. Condition 1. The following requirements of the City Engineer shall be met: a. Plans submitted at time of building permit application shall reflect location of existing and proposed sanitary sewer laterals to houses. b. Broken sidewalk and driveway approach shall be repaired prior to occupancy of the new unit. 4. The following requirements of the Fire Marshal shall be met: a. Provide fire suppression system at normal sources of ignition. These areas are specifically at clothes dryers, kitchen stoves, furnaces, water heaters, fireplaces and in attic areas at vents and chimneys for these appliances and equipment. b. Two sets of plans shall be submitted to the Fire Marshal for approval and permit. 5. All work within a public right -of -way requires an excavation permit from the Department of Public Works. 6. Construction activities shall comply with applicable zoning ordinance and municipal code performance standards (noise, dust, odor, etc.). 7. The roof materials and pitch of the proposed residence roof shall match the existing residence. . 8. All roof covering materials shall have a Class 'B " rating or better, treated in accordance with the UBC Standard 32 -7. All roof covering materials applied as exterior wall covering shall have a fire rating of Class "B " or better, treated in accordance with UBC Standard 32 -7. C. Perimeter fencing shall be provided to preserve the privacy of adjoining properties. d. Trees shall be installed in the existing street tree planter strip across the project frontage. e. The cobblestone curbing shall be restored along the Webster. street frontage of the'project site. f. Building design to be revised to relate more closely with existing residences in area with particular emphasis on front elevation. CD (3) 2. IV. SON.OMA GLEN SUBDIVISION, MARIA DRIVE NEAR YARBERRY, AP NO. 008-.194-04, FILE NO.5.1434(gb). 1. Consideration of stacked condominium units as required by Unit Development Plan conditions. SPEAKERS: Commissioner Rahma - Question& regarding parking adequacy. Tom Mershe - Applicant representative - answered questions regarding variety of exterior materials; agreed'with staff recommendations to add increased variety of exteriors but still keep proposed building envelopes. No action was requested or taken on this item. DISCUSSIO (Continued from Director's,Report on Page 1): Director Salmon - Travel and Meeting budget will be cut 50% for next fiscal year for Commission and staff; should Planning Consultant budget be requested for next year? should Tree Preservation /Tree Inventory proposal for approximately $20,000 be suggested in Budget? Commissioner Parkerso Consultant budget: should be kept. Commissioner Libarl - Could Consultant budget be for staff :education instead? Commissioners Rahman . and Parkerso - Agrees'- Consultant budget could be for staff education- expenses. Commissioner Parkerso - Tree Inventory should be done. Commissioner Bennet - Tree Inventory should be kept in budget. Commissioner Tar - Can inexpensive sources be used for inventory (i.e. Sonoma State students)? Commissioner Parkerso - Budget for this item should °remain the same as,last year. Commissioner Bennet - - Tree Inventory of trees on public and undeveloped lands very important - $5,000 might be enough to begin. Commission agreed not to ask for Consultant Budget but recommended_ more: adequate staff education budget. allowance. Commission also requested information on status of this year's Consultant' Budget balance and 1989 -90 car , - over Director Salmon - Would like to send memo to Council regarding Goal Setting - any suggestions from staff and Planning Commission?
