1. CALL TO ORDER

3. PUBLIC COMMENT
The Commission will hear public comments only on matters over which it has jurisdiction. There
will be no Committee/Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.

4. COMMISSION COMMENT
A. Council Liaison — Chris Albertson
Council member Albertson reported that the Council had their only August meeting on August
7th with their next meeting being on September 11th. They had discussion of the second
reading and approved the Ordinances for Zoning Text Amendments to modify the Accessory
Dwelling Units sections and require a Conditional Use Permit for the Recycling Facility use type
in Industrial and Business Park zoning districts. They also discussed to modify the existing
resolution for the demolition of historic structures. They debated on the wording for including
structures built in 1945 or earlier vs structures that are more than 45 years old. Council voted
to stay with the current wording of 1945 or earlier. Council also approved the contract for the
Denman Reach Trail Project for the repair of pathways and terracing of the land.
B. Pedestrian and Bicycle Committee — Richard Marzo
Commissioner Marzo was absent and therefore no report was given.
C. Tree Advisory Committee — Gina Benedetti-Petnic
Chair Benedetti-Petnic reported that the Tree Advisory Committee did not meet in August due
to lack of agenda items. Therefore she had nothing to report.
D. Other Committee Comment
5. STAFF COMMENT
A. Planning Manager's Report
Kevin Colin reported that for the September 12th Commission meeting, the North River
Apartments project will be on the agenda. The environmental document has been circulated for
public review. At this point, there are no other projected projects for September or early
October.

A. Spring Hill School —Site Plan and Architectural Review for the demolition of an existing
building, creation of new and altered circulation facilities, and construction of a new building
and associated site improvements. A Conditional Use Permit for operation of a private school
for middle age children within the Civic Facility (CF) and Residential 2 (R2),zoning districts. Initial
Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program
prepared pursuant to California Environmental Quality Act.

Chair Benedetti-Petnic opened the public comment period.
Sandra Shand, Petaluma Resident, stated that her neighborhood is dealing with water drainage
issues since the ball fields were raised. They used to serve as a drainage buffer on rainy winter
days, which is no longer the case. She is happy that the project proposes to leave the remaining
field open which will protect many homes in the surrounding area. She stated that the different
drawings show the field in different sizes. She is concerned about the parking because of the

flooding and also because of the possibility of a light outside her bedroom window causing light
pollution.
Carol Harvey, Petaluma Resident, stated that she is generally supportive of project but is
concerned about the congestion at the pick-up and drop off area. She is also concerned of the
informal use of the site after hours where young people might loiter. She considers the
'sanctuary an ugly building and would have no problem with not preserving it.
John Golda, Petaluma Resident, noted that there are a lot of hard surfaces that force the water
down and would like more information about the drainage and where the water will flow. He
noted that some of the past maintenance has forced dirt along the fence and the water does
not channel properly.
Pamela Torliatt, Petaluma Resident, believes that Spring Hill School will be a good neighbor but
she would like to see some clarifications to the proposed project. She is concerned about sound
traveling from the roof from heating and air conditioning units and believes that clarification
would be helpful and noise screening should potentially be provided. In addition, there should
be better elevation drawings of the roof with a view from Town View Lane. She feels that the
school should provide an easement for EVA for the proposed parking lot. Ms. Torliatt is also
concerned about staff allowing parking to be located on a non-contiguous parcel. (Marianne
