CALL TO ORDER Chair Gomez called the meeting to order at 7:00 PM. 2. ROLL CALL PRESENT: Diana Gomez, Bill Wolpert, Jocelyn Yeh Lin, Richard Marzo, Chris Albertson, and John Perlis. ABSENT: Gina Benedetti-Petnic, Jennifer Pierre, and Kit Schlich. Page 1 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Council Liaison — Chris Albertson Council member Chris Albertson reported on the recent City Council meetings. On May 1st, Council received the new draft budget with a brief explanation and passed a resolution to join a Joint Powers Authority with five agencies to develop the Petaluma Valley Groundwater Sustainability Agency. On May 8th, they attended a workshop to review the proposed budget Joint HCPC and Planning Commission Meeting of May 23, 2017 Page 2 and discuss the changes and issues. At their May 15th regular meeting topics included a second reading for an amendment to PERS contracts, a recommendation for nominations of Boards & council members, commission, a formal adoption of the proposed budget, and an adoption of a rate schedule to increase wastewater/water services to meet expenses and capital improvements. B. Pedestrian and Bicycle Committee — Richard Marzo Commissioner Marzo reported the Pedestrian and Bicycle Committee's May 3rd meeting was cancelled. He noted that Petaluma police are enforcing operations at high impact intersections to improve safety. The police department have investigated 134 injury collisions, including 5 deaths involving bike & pedestrians over the past three years. C. Tree Advisory Committee — Gina Benedetti-Petnic Gina Benedetti-Petnic was absent therefore no report was given. D. Other Committee Comment 5. STAFF COMMENT A. Planning Manager's Report Planning Manager Hines reported that the new appointments to the Planning Commission and Historic and Cultural Preservation Committee will be made on June 19th. A pre -1972, second story addition will be subject to this which seems excessive. He stated that second story additions are common and this would be adding another level of bureaucracy. He also noted that when someone applies for a demolition there are no guarantees that one will be allowed. Robert Doane, Petaluma resident, wanted to bring the focus to garage conversions. He stated that there is a great amount of underutilized space that can be used to easily increase housing stock but the main obstacle is the excessive parking requirements for adding second units. He believes that in case of junior accessory units, the additional parking spaces should be eliminated. Angelo Sacerdote, Petaluma resident, was unclear about the development impact fee requirement forjunior accessary units. He expressed his support for the requirement for the long term rental use due to the shortage of affordable housing. Regarding the locked or unlocked door, he preferred the need for privacy and having the locked door requirement. He stated that in many parts of the city parking is an issue, however, other parts are not as challenged. Therefore, perhaps a waiver can be added for additional parking for an accessory dwelling unit. Brent Russell, Petaluma resident and local architect, would like the City to re-evaluate the 640 square foot limit to accessory dwelling units. He believes that 640 square feet is small compared to the County and other cities where they allow over 700 sq ft. Mr. Russell has had experience with designing accessory dwelling units and believes that the intention was to create affordable housing and he has experienced many clients building an accessory dwelling unit for family members because they can't afford to purchase in the area. Lina Hoshino, Petaluma business owner, stated that her employees are having a difficult time finding affordable housing in Petaluma and believes that the junior accessory unit is one of the ideas to help solve this housing crisis. She also believes that there needs to be discussions to restrict the use of the accessory dwelling units.
