CALL TO ORDER The meeting was called to order at 7:00 PM. 2. ROLL CALL Chair Benedetti-Petnic PRESENT: Gina Benedetti-Petnic, Bill Wolpert, Richard Marzo, Chris Albertson, Heidi Bauer, and Scott Alonso. ABSENT: Diana Gomez. 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Benedetti-Petnic opened General Public Comment Aasiya Powell requested that the Commissioners consider that the Petaluma River is a slough when making decisions. As a slough, it has a purpose to filter the water and it needs to meander and fan out. Chair Benedetti-Petnic closed General Public Comment Planning Commission Meeting of July 25, 2017 Page 2 4. COMMISSION COMMENT A. Council Liaison — Chris Albertson Council member Albertson reported that at their July 17th meeting, the Council considered a text amendment to the Implementing Zoning Ordinance (IZO) that would require a Conditional Use Permit for establishing recycling yards. In addition, there was a recommendation to amend the Accessory Dwelling Unit resolution and Council accepted all planning commission recommendations with a minor change. On July 24th, Council had a workshop to discuss new tax revenue options and they asked staff to increase the Transient Occupancy tax by 2% and the property transfer fee from $2 to $4 per $1,000 of sales. Ms. Hines Council member Albertson B. Pedestrian and Bicycle Committee — Richard Marzo Commissioner Marzo reported that there was no PBAC meeting since the last Commission meeting. C. Tree Advisory Committee — Gina Benedetti-Petnic Chair Benedetti-Petnic reported that the Committee met last week but she was not able to attend. She asked if anyone was interested in helping with the tree advisory committee. They meet at 3:30 on Wednesday and the time of day is challenging for her. Planning Manager's Report Heather Hines, Planning Manager noted that the Accessory Dwelling Units and Recycling items heard at the July 17th Council meeting will be returning for their second reading at their August 7th meeting. At that same meeting, Council will consider the grading permit for Brody Ranch, an amendment to the demolition resolution and the Water Street Public Art Professional Services Agreement authorizing the City Manager to enter into a contract with Brian Gaugin. Nobmann Residence — Site Plan and Architectural Review for a project consisting of the merger of four existing parcels into one parcel and the subsequent construction of one new single-family residence subject to Implementing Zoning Ordinance Chapter 16 (Hillside Protection). A Conditional Use Permit is also requested for fencing around the proposed tennis court up to nine feet in height. She stated that many of the pictures are out of scale and is concerned that the pool size too large for an Accessory Dwelling Unit. She stated that she has asthma and would like to make sure that the dust abatement is adhered to. She stated she would like to get the phone number of the noise controller since the posting is not accessible due to the steep grade. She noted that the construction for two years including Saturdays was asking a lot of the neighbors. Ms. Luske had concerns about the location of the tennis court being so close to her house and the maps did not show that detail. She is concerned that the grading of the project's slope may impact her slope and feels that an alternative spot should be considered. Jacqueline Guest, Petaluma resident, lives at the bottom of the driveway and would like to have more information about their very steep driveway since there was no discussion about it. Clifford Cole, Sunnyslope Road resident, is concerned about construction work on Saturdays. She noted that the Factory Outlets had mitigation conditions but still had flooding issues. The proposed building is too close to Schoenberger Park and that should be taken into Planning Commission Meeting of July 25, 2017 Page 9 consideration. She also showed concern of the oil based equipment and its water run off being so close to the Petaluma River.
