DRAFT MINUTES
1. CALL TO ORDER
Chair Benedetti-Petnic called the meeting to order at 7:05 PM
2. ROLL CALL
PRESENT:Diana Gomez, Gina Benedetti-Petnic, Bill Wolpert, Council Member Albertson,
and Heidi Bauer.
ABSENT: Richard Marzo, and Scott Alonso.
3. PUBLIC COMMENT
The Commission will hear public comments only on matters over which it has jurisdiction. There
will be no Committee/Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.

4. COMMISSION COMMENT
A. Council Liaison —Chris Albertson
Council liaison Albertson reported that at their 9/11/17, Council approved a new contract for
the City Manager as well as a Corp yard project @ Technology & Telecom. At their 9/18/17
meeting, Council approved contracts for the City Clerk and City Attorney. On 9/25/17, Council
had a workshop to discuss housing development fees. At their 10/2/17 meeting, they had a
discussion on clean energy financing and programs as well as a discussion on cannabis
regulations.
B. Pedestrian and Bicycle Committee — Richard Marzo
Commissioner Marzo was absent and no report was given.
C. Tree Advisory Committee — Gina Benedetti-Petnic
Chair Benedetti-Petnic reported that the Tree Advisory Committee met on 9/20/17 and
discussed opportunities for tree grants. A subcommittee is exploring options of grants that are
most appropriate for the City for projects such as getting seed money for a Tree survey. The
Committee had a discussion of installing a plaque for the historical oak behind the Petaluma
History Museum and reviewed street trees for the Northbank at Riverfront project and
provided suggestions of species changes due to soil salinity. The Committee said farewell to
committee liaison, Ron DeNicola who is retiring. He served the City for many years, was a very
skilled Manager and was very supportive of the Committee.

D. Other Committee Comment
Chair Benedetti-Petnic took a moment to acknowledge the losses that the County is
experiencing due to the fires. She is personally proud of Petaluma for assisting with four
evacuation centers and for the many citizens who are providing material goods and offering
rides and their homes to evacuees. In the future, the Commission should address planning
issues to plan infrastructure, communications and emergency preparedness.

Kevin Colin reported that at this point, staff does not have any items on the agenda for the
10/24 meeting, but he anticipates a few projects for the second meeting in November.
Upcoming projects include: the McDonalds remodel, 259 Plaza North, a vacant lot near the
mortuary, facade remodel at Washington Square, Sunnyslope II, Cedar Grove, and Riverbend
Crossing. The North River Apartments project does not have a meeting date yet. The Lomas
Annexation project is finally getting wrapped up for LAFCO submittal.

6. APPROVAL OF MINUTES
A. Approval of Minutes of the Planning Commission Meeting of Tuesday, August 22, 2017
Minutes were approved without any changes.
7. CONSENT CALENDAR
A. Northbank Residences at Riverfront Phase I — Decorative asphalt paving proposed at
common driveway areas and increase in roof pitch of four homes approved for Phase 1.

Motion: Approve the decorative asphalt pavement and roof pitch increase for Northbank
Residences at Riverfront Phase I made by Council Member Albertson, seconded
by Gina Benedetti- Petnic.
Vote: Motion carried 4 - 1.
Yes: Diana Gomez, Gina Benedetti-Petnic, Council Member Albertson, and Heidi
Bauer.
No: Bill Wolpert.

Dino Wilson, Petaluma resident, met with neighbors and discussed the plans. The neighbors
liked the project and the fact that is a single story home. He provided signatures of neighbors
that embraced the project.
