CALL TO ORDER Chair Benedetti-Petnic called the meeting to order at 7:00 pm 2. ROLL CALL PRESENT:Diana Gomez, Gina Benedetti-Petnic, Bill Wolpert, Richard Marzo, Heidi Bauer, Scott Alonso, and Mike Healy. ABSENT: None. 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Council Liaison — Mike Healy Planning Commission Meeting of January 9, 2018 Page 2 Council member Mike Healy reported that the City Council met on January 8th where they discussed the rat population in the downtown and the means of control. B. Pedestrian and Bicycle Committee — Bill Wolpert Commissioner Wolpert reported on the last Pedestrian & Bicycle Committee meeting. He noted that there was a presentation on Sonoma County Parks who is developing a long range plan which includes a trail from Petaluma to Sebastopol using a rail to trail concept. One of the issues is that much of the public domain has been purchased by land owners and is not available. The plan will be heard by the Board of Supervisors at the end of February. In addition, there as discussion on the extension of North Water Street and development of a bike path through the proposed North River Apartments project. They expressed concerns about the trolley tracks and the sidewalk plan to be installed on the east side of Water Street. Some of the recommendations were to use a street tree bump for the trees outside of the curb, to widen the sidewalk to a multi use path, and to create a bike box at the intersection of Washington and Petaluma Blvd. Chair Benedetti-Petnic Commissioner Wolpert Chair Benedetti-Petnic C. Tree Advisory Committee — Gina Benedetti-Petnic Chair Benedetti-Petnic had nothing to report. The Tree Advisory Committee met in December but she was unable to attend. D. Other Committee Comment Chair Benedetti-Petnic noted that graffiti was getting progressively worse on storage containers at Lakeville hotel development. Planning Manager's Report Geoff Bradley, Interim Planning Manager, reported that two projects will be on the agenda for the upcoming meeting on January 23rd - North River Apartments Site Plan & Architecture Review and Comstock Homes at Riverfront Second Phase Site Plan and Architecture Review. Approval of Minutes of the Planning Commission Meeting of Tuesday, December 12, 2017 Draft Planning Commission Minutes 12-12-17 Commissioner Alonso requested changes to the minutes regarding updates to the zoning code specifically parking and space requirements. Chair Benedetti-Petnic suggested adding an additional line to the draft minutes. The minutes were approved with the requested changes. 7. NEW BUSINESS A. Oaks at Sunnyslope Project (Lots 1,2,3 &5) — Site Plan and Architectural Review for four new single-family homes, located at Lots 1, 2, 3, and 5 of the Sunnyslope II subdivision. Mitigate Negative Declaration Approval Attachment E - Green Point Rated Checklist Attachment F - Project Plan Set Attachment G - Final PUD Map Attachment H - Implementing Zoning Ordinance Chapter 16 Attachment I - Comments Letters Public Comment after packet distribution Planning Commission Meeting of January 9, 2018 Page 4 Chair Benedetti-Petnic Brett Bollinger, Associate Planner Chair Benedetti-Petnic Jordan Lieser, Smith Drive resident, gave a brief history of past public meetings and brought up some of the issues that were raised. He expressed concern about the size of the proposed homes for some of the lots with site constraints as well as about tree planting and screening. (Amy Levine ceded 3 minutes) Stephanie Lieser, Smith Drive resident, was concerned about the massing and lot lines of Lots 1 and 2 with the smallest lot having the biggest home. She stated that the upper floor of the proposed home on Lot 1 obstructs views and looks into her master bedroom. She noted that the proposed homes should have similar setbacks to neighboring homes and expressed concern about proposed trees for privacy screening being planted on the culvert line. Jodi Fitzjerald, Smith Drive resident, is concerned about the houses on lots 1 & 2 are very large and compromise the privacy to neighbors which impact on space, privacy and light. She is concerned about sewer and drainage lines because Smith Drive has history of drainage problems. She also believes that using trees as barriers is not effective and feels that the homes on lost 1 & 2 should be single story. David Judge, Petaluma resident, raised a question about the power lines being underground. Theresa O'Brien, Smith Drive resident. Her main concern was that the views and sizes of houses on lots 1, 2, and 5 are too large and overshadow and take away privacy from existing neighbors on Smith Drive. She is concerned about the proposed screening trees and that the tree roots would grow into the drainage sewage pipes. She suggested that homes on lots 1, 2 and 5 be one story and feather into the modest neighboring community. Joel Levine, Sunnyslope Road Resident, was concerned about the mass of homes that abuts Smith Drive. He stated that the Smith Drive neighbors need more screening, privacy and sun with less mass. He would like to see the visual impact diminished as was discussed in the original plans.
