PUBLIC COMMENT None. COMMISSIONER COMMENT None. COMMISSIONER REPORT: None. CORRESPONDENCE None. DIRECTOR'S REPORT None. READING OF APPEAL RIGHTS 1 PUBLIC HEARINGS I. ROBERT MCCLURE, 28 8TH STREET, PORTION OF AP NO. 8- 171 -43, (File 1.566) . 1. .Consideration of conditional use permit application for an accessory dwelling. This public hearing was opened and continued to the Planning Commission meeting of February 9, 1988. II. GREAT PETALUMA MILL, 6 PETALUMA BOULEVARD NORTH, AP NO. 08- 054 -05, (File 5.908E) . 1. Design review of elevator addition to a designated historic structure. The public hearing was opened. SPEAKERS: Linda Kade - Project Architect - 149 Kentucky St. - new sign program will be started. COMMISSIONER PARKERSON - YES Commissioner Tarr - no problems with Historic Preservation Committee. The public hearing was closed. SOBEL - YES A mot -ion was made by Commissioner Doyle and seconded by Commissioner Bennett to approve the elevator addition, subject to the conditions listed below: Conditions COMMISSIONER BENNETT - YES COMMISSIONER DOYLE - YES COMMISSIONER PARKERSON - YES COMMIS:SION,ER READ - YES COMMISSIONER SOBEL - YES COMMISSIONER TARR -YES COMMISSIONER LIBARLE - ABSENT Conditions 1. A window shall be provided on the south elevation. The window . shall either be relocated from the Mill or be a replica of the existing windows, subject to staff review and approval. 2. No signs shall be placed on the elevator addition structure without submission, review and approval by the Historic and Cultural Preservation Committee of a full sign program amendment for the Mill complex. 1'7 PLANNING MATTER III. CITY OF PETALUMA - Discussion of revised Growth Management Ordinance. COMMISSION DISCUSSION: Minor changes were made on pages 12 and .14. Commissioners Bennett and Tarr were concerned that public input has been removed from this new system. Commissioner Read was concerned that we were falling behind the April deadline. co 1 T— Letters have already been received for allocations. Commissioner Read expressed concern that the Commission will not be aware of upcoming projects before they appear in the newspaper. Van Logan - 50.3 D Street, San Rafael - troubled that the system does not allow" a reclamation of units not built. Apartments should be built in blocks of at' least 100 units - there should be flexibility to go back to build units not built in previous year. IV. DEPARTMENTAL GOALS - 1988 -1989 - DISCUSSION. Commission suggested addition of the following: 1. iShopping Center maintenance. 2. Trees - workshop. 3. Day care facilities. ADJOURNMENT 8:15 PM. 3
