PUBLIC COMMENT ON CLOSED SESSION ITEMS
Marcelle Guy, Petaluma, reminded the Council about how Mr. Feeny came into Sandalwood
park and asked that they never forget what happened.
Rene Hansen, Petaluma, stated that she heard a rumor about the rent control issue and spoke
on behalf of the individuals that need protection from "greedy business owners." She asked the
Council to do everything they could to keep the rent control stabilization in place.
Bill Donahue, Petaluma, said that while knowing a lot of what he had heard was simply rumor, he
felt he need to attend the meeting and say that by no means should there be any settlements
reached that would tamper with the 2003 agreement.
Diane Reilly Torres, Petaluma, spoke in support of all those living in mobile home parks. She
further said that Sandalwood Park rules say that no one can rent out the homes, but the owner is
not abiding by this same rule.
Katherine Bobrowski, Petaluma, said she is protected by the rent control ordinance. She stated
that the Council has the obligation to protect all residents in the City of Petaluma that live in
mobile home parks.
Robert Fleak, Golden State Mobile Home Owners League, asked that the Council please
defend their own ordinance and stay the course.

5 Highway Patrol Office Todd Overzet, and asked that the meeting be adjourned in

AGENDA CHANGES AND DELETIONS - Changes to current agenda only.
10 City Manager Brown announced that NEW BUSINESS Item 3.A would be removed from the
11 agenda and would return in the near future, hopefully at the June 7, 2010 City Council Meeting.

13 REPORT OUT OF CLOSED SESSION - Actions taken.

15 City Attorney Danly announced that Council had voted unanimously to approve a settlement
16 agreement with Sandalwood Estates, LLC. The agreement will permanently dispose of two
17 litigations matters, and leaves intact the City's mobile home rent control ordinance.

23 PUBLIC COMMENT

25 Ed Maas, Petaluma, said he would lighten things up for this meeting. He thanked Council
26 Member Healy for his time earlier today and thanked Council Member Rabbitt for the campaign
27 mailing as he found it very informative. Thirdly, he went to Big 5 on Friday and ended up at Day 1
28 of the Dream Cruise. Found the radio booth and said he "did Petaluma proud" in a contest
29 identifying TV show theme songs.

31 Jason Merrick, Petaluma, said he was representing of Citizens Advocating for
32 Roblar Rural Quality, and spoke in opposition to the County Robar Quarry project on Roblar
33 Road. Had concerns about air quality and contaminates, sweetheart deals, open space,
34 groundwater threat and liability.

36 Katherine Bobrowski, Petaluma, said that two Sundays ago, there were terrorist gangs stalking
37 her mobile home.

39 Marcelle Guy, Petaluma, submitted a letter which outlined how she almost lost her home. She
40 spoke regarding a candidate for Superior Court Judge, John LemMon. She stated that he was
41 an arbitrator who ruled to allow a 60% increase in rent and she did not believe he was a good
42 candidate for Superior Court judge.

44 Bryant Moynihan, Petaluma, says the departure of former Water Resources and Conservation
45 Department Director Mike Ban provides the City with an opportunity to reduce its wastewater
46 operating costs by over a million dollars per year. Said to reorganize the City operations and
47 eliminate the Water Resources and Conservation Department.

49 Zen Destiny, Petaluma, called for a new national, electric, mass transit interstate system - a
50 system run on energy received from natural gas plants which are built by state workers and run
51 on gas drilled and extracted by state workers. He called for the re -industrialization of America.

Allen Tacy, Member of the Transit Advisory Committee, Petaluma, passed out a
budget on this item and asked that the Council not increase fares.
Zen Destiny, Petaluma, said that the State is just getting started on stealing from us
along with the Federal government. Mass transportation is very important and
we need to keep this service available for the people who really need it. He
asked that the Council to do "whatever you need to do to keep the service
available."

to eliminate the 4th and C stop. He thinks that $.25 is a substantial increase, but
might be justified if rates not raised since 2002.
