Zen Destiny, Petaluma, said that he has been a sign language interpreter at the collegiate level
for 25 years. He did not claim to be an expert, but he knew that the deaf community does not
want anyone to speak for them. He then proceeded to sign the remainder his comments.
Kathleen McCormick, Petaluma, talked Lyme disease. She stated that May is Lyme disease
awareness month and that Lyme disease has been a problem in Sonoma County in the last
year. There are currently four support groups in the County.
Richard Brawn, Petaluma, said that the City serves an important function as it coordinates all
things that are absolutely necessary to the general public, like utilities, etc. He further stated that
what the City does is central to urban living as without City government there would be no
City.
Keith Kay, Petaluma, discussed the $200 fee for the $100 ticket. He said, "if you had paid
attention a year ago maybe you wouldn't have to deal with it now."
Justin (Last Name Not Provided), Petaluma, said he understood that the burden of proof is on the
court system to prove innocence or guilt. He further said that the idea of paying a $200
administrative fee for a $100 citation seems absurd.
Rob (Last Name Not Provided), Petaluma, talked about paying $300 just to get a chance in
court. He provided his own example of when he received a ticket for being in the park after
hours.

Bryant Moynihan, Petaluma, said that he has been following budget process for 20 years and
the current one before the Council is the worst he has ever seen as it lacks integrity. He believed
it was irresponsible if the Council adopted it as presented.

and California defaulting on its debt, because California's debt is unsustainable
and mathematically inevitable.
Richard Brawn, Petaluma, spoke about City finances being like an iceberg and
the budget shows really what exists below the waterline. He further talked about
deferred maintenance.
