Pledge of Allegiance Dale Axelrod, Petaluma C. Moment of Silence June 14, 2010 Mayor Torliatt asked that the meeting be adjourned in memory of Anita Dimondstein. PUBLIC COMMENT Peter Tscherneff, Petaluma, spoke about reverence for the American flag and said it was not a symbol for perpetual war. He further spoke about a legal case in Pennsylvania involving the murder of a police officer. Zen Destiny, Petaluma, said that "government is public property." He asked that the City consider using TOT funds to fund development of software for a business video portal. WST01CTAI 4Z 111 Vice Mayor Glass CITY MANAGER COMMENT None. 1. PUBLIC HEARING A. Appeal by the Petaluma Community Coalition of the Planning Commission Approval of the Site Plan and Architectural Plans for the East Washington Place Project, located at East Washington Street and Highway 101; APNs 007-031-001, 007-241-002, 007-251-001, 007-473-040 (File 10 -APL -0162). (Brad ley/Farmer) Matt McGuire Peter Knoedler Mayor Torliatt Public Comment on Item I.A Bill Philips, Petaluma, said that he started in the retail business way back in 1950 by working for Macys in New York. At that time, at that building and location they were the world's largest store. Over the years they expanded into June 14, 2010 Vol. 45, Page 243 1 the suburbs. He learned about retailing and he thinks that Target/Regency 2 people are over -looking a great opportunity for Target to build a different 3 structure then they are planning. 4 5 Mayor Torliatt 7 Nathan Nies, Petaluma, said that the development from the beginning has done 8 a great disservice to the city. He believed that the City has the right to say no to 9 anybody. He thought the lawsuit sets a horrible precedent. 10 11 Cynthia Rathkey, Petaluma, said she was happy to hear that negotiations were 12 taking place. She felt there are a lot of design issues that are missed 13 opportunities. She is a swimmer at the local pool and cannot imagine what it will 14 be like to swim laps being surrounded by a horrible traffic conditions 15 16 Growling Bear, aka Colin MacKenzie, Petaluma, said that he lives on the corner of 17 Jefferson and Vallejo which has a large number of low- income and elderly 18 people who do not have automobiles. He said his wife believes that a Target 19 nearby would be easier on them physically and financially. Finally, he asked that 20 the council not listen to "a noisy minority" of 350 people. 21 22 Mr. Zander, Petaluma, wanted to speak to Regency through the Council and said 23 that he thought the design was flawed. He thought that 16 acres of parking is a 24 big mistake. He suggested a permeable parking surface and using green building 25 design and techniques. 26 27 Zen Destiny, Petaluma, objected to the notion that somehow all the property in 28 the City is owned by a hypothetical collective that we continually have to suck 29 up to in order to get anything built. He further objected to the individual and 30 land owner rights being sacrificed on the altar of collective empowerment. 31 32 Richard Giddens, Petaluma, said he would gladly donate his time driving the 33 Council Members around to see all big buildings sitting vacant. 34 35 Motion: Continue the PUBLIC HEARING to a Special City Council Meeting on July 36 26, 2010. 37 38 Moved by David Glass, seconded by Tiffany Ren6e. 39 40 Vote: Motion carried 6-0. 41 42 Yes: Teresa Barrett; David Glass; Mike Harris; 43 David Rabbitt; Tiffany Ren6e; Pamela Torliatt 44 No: None 45 Abstain: None 46 Absent: Mike Healy 47 48 Motion: Adjourn the meeting. 49 50 Moved by Tiffany Ren6e, seconded by David Glass. 51 52 Vote: Motion carried 6-0.
