SUBJECT: Resolution Appointing Council Member D'Lynda Fischer as Vice Mayor for
2020
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Appointing Council
Member D'Lynda Fischer as Vice Mayor for 2020.
BACKGROUND
Council's Rules, Policies, and Procedures state that the Vice Mayor is to be selected at the first
meeting in January each year and serves a one-year term. The selection is based on seniority. In
the case of newly seated Council Members, seniority is established by the number of votes
received at the time of their election. If a Council Member does not accept the appointment, the
member's name shall go back to the bottom of the seniority list. No member shall serve a second
term as Vice Mayor until all the other members of Council have had an opportunity to serve.
DISCUSSION
Council Member Fischer is the only current Council Member who has not yet served as Vice
Mayor. Therefore, in accordance with Council's Rules, Policies, and Procedures, Council
Member D'Lynda Fischer will serve as Vice Mayor in 2020.

of the City of Petaluma, California
APPOINTING COUNCIL MEMBER D'LYNDA FISCHER
AS VICE MAYOR OF THE CITY OF PETALUMA FOR 2020
WHEREAS, the City Council's Rules, Policies, and Procedures provide, at Section
V(B), that the Vice Mayor shall be selected at the first meeting in January and serve for a one-
year term; and,
WHEREAS, said selection shall be based on seniority; and,
WHEREAS, the Rules, Policies, and Procedures further state that no member shall serve
a second term as Vice Mayor until all members of the City Council have had an opportunity to
serve; and,
WHEREAS, Council Member Fischer is the only current Council Member who has not yet
served as Vice Mayor. Therefore, in accordance with Council's Rules, Policies, and Procedures, Council
Member D'Lynda Fischer will serve as Vice Mayor in 2020.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby
appoints Council Member D'Lynda Fischer as Vice Mayor for the calendar year 2020.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the Approved as to
Council of the City of Petaluma at a Regular meeting on the 6t" day of January form:
