• CONFERENCE WITH LABOR NEGOTIATORS: Pursuant to California Government Code Section 54957.6.
Agency Designated Representatives: Peggy Flynn, City Manager, Brian Cochran, Assistant City

CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION: Significant exposure to litigation
pursuant to Government Code section 54956.9 subdivision (d) paragraph (2): One potential case. The
existing facts and circumstances based on which there is significant exposure to litigation against the
City involve the pending application submitted to the County of Sonoma on behalf of Kimberly
Pfendler for vacation of part of an 1866 road easement that underlies Sonoma Mountain Road and
continues onto the Pfendler property there the Pfendler property adjoins the City's Lafferty Ranch
property. The City has an interest in ensuring that the proposed vacation does not impair City rights of

Vice Mayor McDonnell opened GENERAL PUBLIC COMMENT.
Barry Lawrence, Petaluma, expressed concern about traffic backing up on East Washington
Street when the track arms close for the SMART train.
Chris Marsh, Petaluma, is concerned about SID Commons Development project discussed
recently by the Planning Commission. He encouraged Council not to support the project due to
multiple issues including flooding and climate change.
Katherine Bobrowski, Littlewoods Mobile Home Villas, Petaluma, spoke of the problems at her
trailer park.
Peter Tscherneff, Petaluma, spoke on a variety of political topics.

considering the environmental impacts.
Brian Barnacle, Petaluma, has experience with writing grants and has concerns
about the process in general.
Beverly Alexander, Petaluma, stream -lining development concerns her and
cautions Council to be thoughtful regarding aggressive growth.
