Larry Jonas - Halsey Avenue - Too much development for area; lots too small; should be at least R -1 10,000; Figure 13 - EIR - Sunnyslope and East 'of I Street may not have been included; S'unnyslope Road Assessment area storm drains will not work; custom homes, not more tract homes should be built. Michael Lennon - 312 6th Street - Traffic is already very bad in area; quality of life will degrade. John. Terrick - 2483_I Street - One access road not enough; should be road into area from D Street and into Westridge; I Street improved when Westridge I -2 -3 built., no proposal now; traffic already bad. Dora Alejos - 2757 I Street - No one maintains I Street area; concerns regarding flooding; traffic-. Cheryl Tennyson - 902 I Street - Traffic very bad on I Street; school overcrowding. Walt Frazer - .179 Westr Drive - population' assessment much too low: access to project not good; traffic concerns; I Street /8th Street traffic sign should not be removed; flooding will move to new areas; concerns regarding sewer capacity. Bonnie Bard - 126 Sunn hill Drive - EIR's were not adequate for Westridge 1 -2 -3'; 4&5 will also be inadequate. A motion was made by Commissioner Tarr and seconded by Commissioner Bennett to close the public hearing on the Draft EIR but to allow written comments and to continue the public hearings on the PUD prezoning and tentative map to the meeting of June 28th, 1988. (The Final EIR will be available at the June 28 meeting.) Lance Brown - 330 Keller Street - Theater is local landmark,_ should be retained. Would like to- keep arcade open until 1 AM on Friday and Saturday nights; No smoking in arcade area; Answered questions. Their duties and performance shall be coordinated through regularly scheduled meetings with the Petaluma Police Department, to the satisfaction of the Chief of Police. 4. This use permit shall be reviewed by the Planning Commission six months from date of initiation of the arcade use or at such time as the 'Commission determines review is necessary in order to preserve the peace, safety, and welfare of the neighborhood. At time of review, for which notice will be given pursuant to normal use permit ;procedures, conditions of approval may be added or modified, 'including review and possible limitation of hours of operation, number of arcade games,, and installation of bicycle racks. This Use Permit may be recalled 'to the Planning Commission for review at any time due to recurrent complaints regarding traffic congestion, noise generation or other operating characteristics which are not resolved by the operator of the facility within a reasonable time (the City will rely on noise standards outlined .in the General Plan) . In the event of violations of the Use Permit 'the City will rely upon the established revocation procedures spelled out in the Zoning Ordinance. 6. At least two trash receptacles shall be placed near the main doors, the exact location and design of which are :subject to staff approval. These receptacles should be regularly emptied when needed.. 7. Any change to existing signs or display area size, location, or configuration shall first be approved by the 'Site Plan and Architectural Review Committee. 8. Within 60 days of. issuance of this permit, the dilapidated' features of the building shall be repaired or refurbished including repairing the torn canvas marquee [awning and sanding and painting the southern door on Keller Street. Graffiti on the exterior walls and doors shall be continuously abated. 9. Building permits shall be obtained as required by the Chief Building Official prior to initiation of improvements. The project . sponsor shall comply with all requirements of the Fire Marshal,, . Chief Building Inspector, and Health Department. (As shown. on the tentative floor plan,. the arcade will not constitute a categorical change in use or occupancy as defined by the UBC and UFC`) . NEW BUSIN -ESS Public Hearing IV. '1. Consideration of Draft EIR and °Draft Redevelopment Plan.. !2. Adopt resolution of redevelopment plan and findings of conformance with General Plan.
