APPROVAL OF MINUTES: Minutes of July 12, 1988 were approved with
clariication on pages 10 and 11.
PUBLIC COMMENT: Bob Martin - 171 Payran; questions regarding flooding
in Corona Ely area (will, be added to Corona /Ely mailing list).
COMMISSIONER COMMENT: Commissioner Read asked when Residential
Development Maps would be available.
CORRESPONDENCE: Letter regarding 'Westridge.
DIRECTOR'S REPORT: Redevelopment, Corona /Ely Specific Plan /EIR and
Financing Plan, Meeting, APA Special' Award, Council Feedback.
COMMISSIONER's REPORT: Commissioner Read .congratulated staff on the
APA award.

1. Consideration of a 12 -month extension of the approved 8 -lot
tentative map.
The public hearing was opened.

thanked Commission for consideration of this extension.

A motion was made by Commissioner Read and 'seconded by Commissioner
Cavanagh to issue a mitigated negative declaration based on the following
findings:

Findings
1. The project, as conditionally approved, does not have the potential to
degrade the quality of the environment, substantially reduce the
habitat of a fish or wildlife. species, cause a fish or wildlife population
to drop below self- sustaining levels, threaten to eliminate a plant or
animal community, reduce the habitat of a fish or wildlife species,
cause a fish or wildlife population to drop below self- sustaining levels,

or restrict the range of a rare or endangered plant or animal or
eliminate important examples of the major periods of California history
or prehistory.
2. 'The project, as conditionally approved, does not have the potential to
achieve short -term, to the disadvantage of long -term, environmental
goals.
3. The project, as conditionally approved, does not have impacts which
are individually limited, but cumulatively considerable.
4. The project, as conditionally approved, does not have environmental
effects which will cause substantial adverse effects on human beings,
either directly or indirectly.
5. The project is consistent with and further promotes the objectives,
goals, and policies of the General Plan.
A motion was made by Commissioner Cavanagh and seconded by
Commissioner Doyle to grant a conditional use permit subject to the amended
conditions listed

Conditions
1.. - Accesses to and from the project site shall be modified as follows:
a. The in -only access along McDowell Boulevard North . shall be
relocated as far back from the intersection of: East Washington and
McDowell Boulevard as possible, and designed to discourage
exiting through use of narrow, angled curb openings..
b. A wide two -way access shall be. provided along the: north side of
the project site, located. as closely to the rear of the property as
feasible but permitting sufficient vehicle maneuvering room.
Curbed 'lanters shall be installed or modified to restrict access
along the remaining north side of the site.
C. The slope of the ekit-only drive proposed at the rear of the
property shall be designed to comfortably accommodate vehicle
flows onto the adjacent property. Placement of "the. curb opening
shall be adjusted as necessary to accommodate installation of
required screening along the south property line.
.d. Sidewalks shall be reconstructed along McDowell Blvd. where
existing accesses will be closed off, subject to. specifications of
Engineering staff.
Design., width, and placement of all .access drives as well as on =site
signage and graphics for direction of traffic shall be subject to the
review and aproval of Planning and Engineering staff prior to
submission . of plans for, SPARC review.
2. The following requirement of the Fire Marshal _shall be met prior to
issuance of. development permits:
a. Carwash stall floor slab and footing shall not expose underground
tanks to any loading-
3. All requirements, of the Chief Building Inspector and Engineering
Department shall be met prior to issuance of a development permit.
4. This. project shall be subject to review and approval by the Sonoma
County Water Agency., All requirements of the Agency shall be
incorporated as conditions of approval for this use permit, and shall
be met prior to issuance. of development permits.
5. Plans for disposal of wastewater shall be subject to review and
approval by EOS prior to issuance of development permits.
6. Property owners of the subject site and the Plaza Shopping Center
shall obtain a recorded easement providing_ for mutual access between
the two properties.
7. Design and placement of the auto wash fa-cHi y enclosure shall be
subject to review by SPARC.. Special attention shall. be given to the
need for screening of the equipment from-the views= of East Washington

and McDowell Blvd. Consideration of the impacts of the proposed use
.upon Washington Creek shall also be given in assessing the need for
fencing and landscape: improvements along the creek bank, subject to
approval of Sonoma County Water Agency. Upgrading of existing
on -site landscape materials and irrigation systems shall also be
addressed.

The air and water equipment currently located along the south side of
the property shall be relocated to the north side, subject to the
approval of Planning staff.
Existing signs shall be brought into conformance with Petaluma Zoning
Ordinance provisions prior to issuance of development permits for the
.proposed auto wash use. Noncompliance with these standards shall
further constitute a basis for revocation of this use permit.
A cash bond shall be posted with the City to ensure completion of all
",required site improvements as specified by conditions of approval for
the use permit and by SPARC, if completion does not occur prior to
application for development permits. The bond shall be for an amount
sufficient to cover cost of installation of the items bonded and shall be
`secured prior to issuance of permits for the proposed car wash
facility .
'Evidence of the property owner's approval of the project shall be
submitted to Planning Department staff prior to application for SPARC

A motion was made by Commissioner Doyle and seconded by Commissioner
Cavanagh to reword the conditional use permit condition as set forth below:

IV. CONSIDERATION OF DRAFT COUNTY TRANSPORTATION PLAN.
General discussion. Commission felt that comments were adequate with
noted amendments. A consensus was reached to submit document to
County.
