PETALUMA PLANNING COMMISSION October 11, 1988
REGULAR MEETING Tuesday, 7:00 p.m.

The Planning Commission encourages applicants or their representative to be
available at the meeting to answer questions so that no agenda item need be
deferred to a later date due to a lack of pertinent information.

APPROVAL OF .MINUTES: Motion made by Commissioner Doyle, seconded
FT-17 ommissioner Parkerson, the Minutes of September 27, 1988 were
approved as distributed.
PUBLIC COMMENT: Bob Martin, 171 Payran Street spoke on flooding
problems as re aced to all upstream dveelopments indicating the cumulative
effect of such development would be substantial.
COMMISSIONER COMMENT None
CORRESPONDENCE: 2 letters regarding Boulevard Bowl.
COMMIS'SIONER'S REPORT: None

1. Annual review of previously imposed conditions of use permit
approval.
In attendance: Joseph -C. Tinney, attorney representing Valentina G.'
Magers, 18 Cochrane Way, concerns relating to, noise from facility..
Upon motion made by Commissioner Bennett and seconded by Commissioner
Doyle, this matter was continued to November 8, 1988.
II. CORONA /ELY SPECIFIC 'PLAN (continuation from September 27)
1. Continued consideration of, EIR.
2. Continued consideration of Specific Plan for 650 northeast of
Petaluma City limits.
Public Hearing still open:
Speakers: Commissioner Bennett stated he had reviewed tape of
September meeting on this matter and will be participating in this

John Wagstaff,, Wagstaff & Associates addressed responses . received by
his firm to the EIR from (a) Golden Gate Bridge. District re transit
sites; State Fish & Game Commission regarding protection of Creek;
CalTrans regarding access along Corona and Rainier interchange still
in planning stages.
Joe Matelli, 470 Corona Road,- owns. hog, farm. Will City advise
prospective property owners they will be moving adjacent agricultural
uses? Suggested a moratorium on development until Highway 101
Corridor traffic matters can be addressed. Expressed concerns about
garbage, water testing and flooding problems.
Commissioner Parkerson responded that the EIR is addressing the
aforementioned matters since the City is planning for future
development.
Commissioner Bennett responded that the Specific Plan is a foundation
for the entire area, in order to avoid problems which developed in the
past with other developments.
Planning Director Salmons indicated the City is being responsible for
the long -term, future by proposing the Specific Plan for the Corona /Ely
area.

Duayne Bellinger, 4'64 Ely, commented on road layout (see Jan
Tolbert's notes) . transit area move :a good one.; public comments re
back access to college site; Gatti property may have a school site
next to it. Configuration of schools not to advantage of students.
Patricia Romiero, 1462 Morning Glory Drive - new home owner: said
road very close to some houses; transit area move good.
John Wagstaff - Fire. Department would need new equipment.
Bob Martin, 171 Payran Street. Opposed to location of specific Plan
area; asked who will be developer; Flood control plans are not
finalized; 10% of Petaluma's area is contained in this area..
Warren Salmons: This is not a project. Buildout could occur over
T ten to fifteen years.

Vince Landof- Cordelia Drive - Felt that Don Bennett should abstain
b ecause he had attended a meeting of the private flood task force that
included developers with holdings in Corona /Ely
Don Bennett - Stated that Mr. Landof is out of line and that he has
no interests in the project area.
Joanne Ritko -Pozzi - (re: Clinton Gow property.) - Park area may not
be best choice; flood concerns; drainage should be underground; lot
configuration questions; What will the effects of industrial development
be on the Gow property? This property should be considered for
industrial development.

Mike Moore - answered questions regarding transit uses.
Jon Anderson - MacKay and Somps - Questions regarding Sonoma
Mountain Parkway.
Ed Haworth - property owner representative - feasibility of transition
of densities from one designation to another. Homeowner's association
clarification. Parking setbacks in retail centerto create a better
streetscape.
Dyayne Bollinger - Housing starts in this area? Should this area be
limited to a specific number of units?
Bob Martin - 171 Payran - General Plan, Community Health and Safety
Section - How does this project conform?
Warren Salmons - There is a corresponding relationship between
developers and public improvements; healthy development atmosphere
must be maintained.
Billy Hale - 1429 E. Madison (Church of Christ) - questions park
development.
Pat Romiero - 1462 Morning Glory - Can road alignment be altered?

The public hearing was closed.

Commission Discussion:
Should industrial designation be left at Corona? (consensus - yes)
Should there be a relocation of the (Waugh) school site? ( consensus - no)
Density transition - 'needs clarification.

Creek open space designation (along Corona) to remain the same

Possible road. behind College (eastern boundary) should access rear of
campus.
A motion was made by Commissioner Read and seconded by Commissioner
Tarr to approve the draft EIR and addendum.

A decision on the Specific: Plan wascontinued to meeting of October 18, 1988
to review revised circulation chapter and revised land use map..
