October 11 public hearing on the Specific Plan.. At that time, Mr. Landof,
speaking during the public hearing, demanded that Commissioner Bennett
declare a conflict of interest because he had been present at a meeting to
discuss private sector attempts to resolve the flooding situation in Petaluma.
Commissioner Bennett explained that he and other representatives of various
community interests, including Mr. Landof, had been invited to a meeting of
this flood task force group to hear their proposals for an assessment
district to finance major flood mitigation measures. He stated that he does
not own land in any of the areas that would have been affected by this
proposal and there was no basis for the conflict of interest accusation.
DIRECTOR'S REPORT: The Commission was informed that this year's
Planning Commissioners Seminar at Sonoma State will be on Saturday,
December 10, 1988. Additional details will be forthcoming.

I. CORONA /ELY SPECIFIC PLAN (continuation from October 11)
1. Consideration of EIR
2. Continued con_ sideration of Specific Plan for 7001 - acres northeast of
Petaluma City limits.
Staff. briefly summarized the material provided in the packet for this
meeting and, offered to respond � to. any questions the Commissioners may
have. Commissioner Cavanagh asked for clarification regarding Ely Road,
Sonoma Mountain Parkway and Ely Blvd. Chairman Parker asked for
further clarification. on the Waugh school site on the Gatti property.
Commissioner Bennett stated that hey approved of the proposed wording on
the Junior College access road. from Adobe Road with a minor :correction
that read "campus related only" instead of "student only". This would
permit. faculty and college staff members to use it as weld. Principal
Planner Mike Moore stated that staff is opposed to the access road
recommendation because of the, precedent of crossing the urban Separator
and county agricultural land and the future, development pressure it may
generate, as well as the uncertainty of who would pay for the road.
Commissioner Bennett reiterated his concern that traffic impacts. from the
college justify the _need for the road. This item will be sent on with other
Commission recommendations for consideration by the City Council.
A motion was made by Commissioner Read and seconded by Commissioner
Bennett to. recommend to the City Council that the Corona/Ely Specific Plan
be adopted . as amended, that the General Plan maps be amended
accordingly to incorporate the land use, circulation and other appropriate
changes resulting from the adoption of the Specific 'Plan by reference based
on the following findings:
1. The proposed Specific Plan is deemed to be in the public
interest.
2. 'The proposed Spe.cifi'c Plan is consistent and compatible with
the rest of the General Plan and any implementation
programs that may be affected.
3. The potential impacts of the Specific Plan have been assessed
and have been determined not to be detrimental to the public
health, safety, or welfare.
4. The Specific Plan has been processed in accordance with
the; applicable provisions of the California. Government Code
and the California Environmental Quality Act (1C`EQA) .
