Continued consideration of a proposed amendment to conditions of approval for a Use Permit allowing addition of a carwash to an existing service station. The public hearing was opened. SPEAKERS: Bill Kirsch - Project architect; traffic merges fairly easily now; carwash location would not 'impact traffic,: clarified, driveway locations... SPEAKERS: Mr. 'Van B,eb;ber - Applicant - did not realize that this-request for addition would be as complicated as it is proving; disagrees with conditions requiring landscaping bordering Foundry Wharf site, granting of riverfront dedication to the City, automatic fire extinguishing system in new building. Gave history of Van Bebber Company. Ernie, Jensen - All property owners met regarding riverfront access plan - all plan to participate, but all at once after plan has been agreed upon. Commissioner Bennett Wants to forma committee to discuss, any agreement for an easement. Commissioner Parkerson - Should make it clear that City is not giving up on an easement. Commissioner Libarle - Does the City pay for an easement? The public hearing was closed. A .motion was made by Commissioner Doyle and seconded by Commissioner Libarle to prepare a Mitigated Negative Declaration based on the findings in the staff report. In addition to the standard areas of SPARC review, review shall focus on the following areas: a. Minor. architectural touches shall be considered for SPARC review of the addition and /or the long expanse containing the existing and proposed building shall be enhanced through the use of accent color(s), such as painting the roll -up doors. b. The prezoning prior to annexation is consistent with applicable State Law (Government Code 35012) and Sonoma County LAFCO requirements. 3. An Initial Study has identified no significant adverse environmental or land use impacts from this prezoning. A motion was made by Commissioner Parkerson and seconded by Commissioner Read to recommend to the. City Council prezoning to R -1 6,500 based on the findings in the staff report. A negative declaration has been recommended. VII. REDWOOD OIL (MOBIL) , 421 PETALUMA BLVD, SOUTH, AP NO. 008 - 177 -06' and 07, (File No. 1.649) . 1. Consideration of EIQ . 2. Consideration of Conditional Use Permit for pre- existing service station and carwash with an addition of a convenience market. Thin item was cancelled pending a resubmittal by the applicant. PLANNING MATTERS VIII. CITY OF PETALUMA - Discussion of Zoning Ordinance Amendment (setbacks on arterial streets). 11 M DISCUSSION (after slide show) : Commissioner Doyle SPARC is doing a good job. Planning Director Salmons - Answered questions; issue may be as much design as distance. Commissioner Tarr -- Doesn't feel setbacks are necessary in downtown area. Commissioner arkerson - Setbacks should be a function of building heights. Commissioner Tarr - SPARC is doing fine. Same slide presentation to be shown to SPARC. DISCUSSION 'ITEMS IX. 1. Parking for Warehouse District - Will be discussed at a later date. 2. Preservation of street trees and trees required as condition of approval - Will be discussed at a later date. 3 Sidewalk obstructions: DISCUSSION: Planning Director Salmons - Discussed Item 3 above: - this includes sandwich 'boards, tables, plants,, goods for sale. City Code very clear in regard to disallowing this type of obstruction. Would like to make recommendation to City Council to redefine items allowed and those specifically disallowed and abate those. X. Oak Hill /Brewster Historic Zone Architectural Survey. DISCUSSION : Marge- Miller_ - Kentu'cky. Street - proponent of historic district majority of owners are in agreement with forming this district. A motion was made. by Commissioner Libarle and seconded by Commissioner Read to authorize .Planning staff to allocate $2,.000 from Consultant Budget and to ask Heritage Homes for a like donation to have a photo 'inventory of this area prepared.
