1. CALL TO ORDER
Vice Chair Alonso opened the meeting at 7:00 pm.
2. ROLL CALL
PRESENT: Diana Gomez, Bill Wolpert, Heidi Bauer, Scott Alonso, Patrick Streeter,
and Kevin McDonnell
ABSENT: Richard Marzo
3. PUBLIC COMMENT
The Commission will hear public comments only on matters over which it has jurisdiction. There
will be no Committee/Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.
Vice Chair Alonso opened General Public Comment period. Seeing no one, the public comment
period was closed.
4. COMMITTEE COMMENT
A. Council Liaison — Kevin McDonnell
Council member McDonnell reported that the City Council continues to hear about appeals of
the proposed bathtub public art and are working on items such as process, transportation and
pavement improvements. He mentioned that he was recently appointed to MTC legislative
workgroup and will be reporting back to Council regarding S1350. He noted that the Miracle
Planning Commission Meeting of April 23, 2019 Page 2
League project had their ribbon cutting and the Northbay Engineers Association gave credit to
the City for its participation. The North Bay Mayors & Council Members are being challenged to
be the greenest city and he suggested to contact Council Member Miller for more information
on how to encourage greenness.
B. Pedestrian and Bicycle Committee — Bill Wolpert
Commissioner Wolpert had nothing to report.
C. Tree Advisory Committee — Scott Alonso
Vice chair Alonso reported that the Tree Advisory Committee reviewed the Arbor Day event
from the previous week. In addition, they received a progress update on the Tree Technical
Manual which will eventually lead to a tree ordinance. The Committee's next meeting will be in
June.

S. STAFF COMMENT
A. Planning Manager's Report
Heather Hines, Planning Manager reported that the City Council reviewed the Fiscal Economic
Impact Assessment for the Home 2 Suites project, which is a requirement for projects that meet
certain thresholds. Council also reviewed an ordinance what was approved in 2018 allowing
temporary measures of housing flexibility in the aftermath of the 2017 catastrophic fires, such
as living in RVs and leniency in parking for Accessory Dwelling Units (ADUs). This temporary
ordinance had a sunset clause in April, 2019. Staff brought this back to the Council and they
recommended a permanent change in the Implementing Zoning Ordinance to facilitate more
ADUs as an option of affordable housing. At the Council's May 6th meeting, they will review a
mitigated negative declaration for the DeCristo project at 109 Ellis Street. At their June 3rd
meeting, the appeals for the "Fine Balance" public art and the Woodridge project will be heard.
Ms. Hines also reported that staff has reached out to the manager for the Oaks at Sunnyslope
project regarding the construction site fence.
