CALL TO ORDER Chair Marzo opened the meeting at 7:00 PM 2. ROLL CALL Page 1 PRESENT: Diana Gomez, Bill Wolpert, Richard Marzo, Scott Alonso, Patrick Streeter, and Kevin McDonnell ABSENT: Heidi Bauer 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Marzo opened the General Public Comment period. Seeing no one wishing to speak, Marzo closed the comment period. 4. COMMITTEE COMMENT A. Council Liaison — Kevin McDonnell Council member McDonnell reported that the Council has been reviewing the City Goals and invited everyone to provide feedback. He reported that at future meetings will be reviewing Planning Commission Meeting of May 28, 2019 Page 2 projects such as the appeal on "A Fine Balance" art project, the gas station moratorium extension, the first engineering steps on the South Petaluma Boulevard road diet, and the last details on the Water Street North project. B. Pedestrian and Bicycle Committee — Bill Wolpert Commissioner Wolpert stated that the PBAC Committee has not met and therefore had nothing to report. C. Tree Advisory Committee — Scott Alonso Commissioner Alonso had nothing to report for the Tree Advisory Committee. D. Other Committee Comment There were no other Committee Comments. 5. STAFF COMMENT A. Planning Manager's Report Heather Hines, Planning Manager, reported that on May 22nd there was a community meeting regarding the site-specific public art proposal at Lynch Creek Trail by David Best, where approximately 35 people attended. The Public Art Committed reviewed the final concept of this proposal on May 23rd and approved recommendation to City Council for approval of the second part of the contract. She also stated that at the June 3rd City Council meeting, Council will be looking at the extension of moratorium for gas stations and will consider the Water Street Properties rezoning project. On June 17th, a new Planning Commissioner will be appointed. Ms. Hines also reported that on July 1st a study session is being planned on Reach Codes and on July 29th there will be a workshop on affordable housing. Chair Marzo thanked Commissioner Wolpert for his years of service on the Commission and guidance to his fellow Commissioners. His term is over end of June. 6. APPROVAL OF MINUTES A. It meets almost all of the benchmarks of Planning Commission Meeting of May 28, 2019 Page 4 the SMART Master Plan and the community vision. He stated that for every year this project goes undeveloped, people will drive an extra million vehicle miles. He stated that we need to be cautious about protecting this project and making sure it moves ahead. Amber Szobuszlai, representative for Bike Petaluma, supports protected bike lanes, and although it was requested at the Bicycle and Pedestrian Advisory Committee, they were not included in the current plans. She believes that Petaluma needs a cohesive plan for the development of protected bike lanes on D Street, and there is a need to build the infrastructure that bolsters alternatives to driving. Sheila Baker, supports the need for class IV bike lanes on D Street and would like to see only protected lanes and not stripes or sharrows. She stated her concern about the level of service F at Copeland and D Streets. She also feels that there should be no cars in transit malls, using the example of the Santa Rosa transit mall. In addition, she stated that the sharrow on Copeland Street is concerning because of bicycles maneuvering on sharrows around buses is dangerous. Bill Rinehart, Petaluma resident and HCPC Committee member, supports the project proposal. He stated that he was wrong about previous opinions of the Master Plan being too prescriptive. He feels that this is a case of getting exactly what we envisioned and requested that the Commission approve the project. Bob Oliker, owner of 222 Weller Street, applauded the applicant for their early outreach to allow input early on. He stated his concerns about traffic and parking and that the project only includes one parking space per unit. He noted that the SMART train lot is always full and that many people use Weller Street to park their cars. He stated that the project as planned does not take into consideration the build out of the SMART maintenance yard and the Commission needs to look at this area as a whole and to broaden their scope. Ben Peters, noted that this project is not a net zero project and strongly urged conversations with Sonoma Clean Power agencies to work to make the proposal net zero. He would like to see the project use 100% evergreen energy and would like to see more electric vehicle spaces or at least allow for the infrastructure because it would be more difficult at a later date. He noted that with more chargers it could eventually be a revenue source. Teddy Herzog, Keokuk Street resident, stated his support for Transit Oriented Development, specifically for the 2013 master plan and for this proposal. He stated that his has one concern, that he would love to see 5 - 6 stories. He stated that if we look into the future, we will wish we added density around the SMART area. Chris Burkhardt, Sonoma County resident, stated that he loves to shop in Petaluma. He believes that the main propaganda that SMART used was that it would reduce environmental impacts and that it's critical to utilize existing buildings and infrastructure. If we are to reduce environmental impacts, it is not appropriate to have any new housing development. Marc Nix, Petaluma cyclist, believes that traffic volumes have changed drastically over the years. He stated that he likes the D Street bike lanes, but believes that protected bike lanes should be added on Weller, Copeland and Washington Streets because the Type 3 routes are not safe with on -street parking. He also noted that 12 bicycles can be parked in the space of Planning Commission Meeting of May 28, 2019 Page 5 one car. He suggested that better protected intersections should be considered at all corners of this project. Don Lindsey, Petaluma resident and cyclist stated that protected bike lane and car parking are conflicting ideas. As a cyclist, using a sharrow, the cyclist has a right to use the entire lane like a car would. He also mentioned that to access the parking garage on Keller, there is no left turn from Washington and no left off of D street. He asked if traffic lights or dedicated lane are being considered because it is already a big traffic jam. Lucy Fairweather, Petaluma resident, supports the project. She stated that she moved to Petaluma for its walkability and walks along East D Street every day. She noted that there is currently on -street parking for 2 hours, which is good for commercial use. Chris Grim, Petaluma resident, supports the project: He stated that he moved to Petaluma about a year ago and has many friends who would love to live in Petaluma, but there is not enough affordable housing. Duane Bellinger, Petaluma resident, supports the project. He wanted to know the elevation of the proposed building and is concerned about the water level. Janice Cader Thompson, Petaluma resident, stated that the City needs to look 20 years out and that this project needs to be 5 - 6 stories. She noted that when people voted for SMART, they voted for density and this project is not dense enough. She asked if utilities would be undergrounded and was concerned about bike & pedestrian safety. She also felt that the parking on D Street should be moved. Larry Jonas, owner of Cavenaugh Landing, stated that he would not want the project to be any higher and that this was missing an opportunity for Weller Street to be special, with its history. He felt that it could be more conducive to pedestrians and bikes with a one-way street like 3rd Street in Santa Rosa. with limited parking on Weller Street. He also believes that the pocket park on D Street will not be used and that the left turn onto D St will be difficult if not controlled way.
