CALL TO ORDER Chair Marzo opened the meeting at 7:02 pm. 2. ROLL CALL PRESENT: Diana Gomez, Richard Marzo, Heidi Bauer, Scott Alonso, Patrick Streeter, Kevin McDonnell, and Sandi Potter ABSENT: None A. Elect Chair, Co -Chair, & 2nd Co -Chair, Tree Committee Liaison Chair Marzo Vice -Chair Alonso Commissioner Bauer Commissioner Streeter Motion: Approve to elect Scott Alonso as Chair, Heidi Bauer as Vice -Chair, & Patrick Streeter as 2nd Vice -Chair. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Marzo opened the general public comment period. Seeing no one wishing to speak, the comment period was closed. 4. COMMITTEE COMMENT A. Council Liaison — Kevin McDonnell Council member McDonnell reported on the past City Council meetings. Discussions of beginning the public process on the Fairground lease. An update on the Climate Commission selection process. The candidates have been interviewed and will be selected at the next meeting Hearing on "A Fine Balance" public art project appeal, noting that the directed staff to return with a revised contract with the artist and appropriate CECA analysis as deemed necessary Ongoing discussions of Reach Codes. He also provided an update on the Cross -Town Connectors workshop. B. Pedestrian and Bicycle Committee — Diana Gomez Diana Gomez reported on the past three meetings which included — • a discussion on the bike trail & pedestrian path prioritization list • a review of the proposed Riverbend residential project, which will incorporate upgrades to Lynch Creek trail • a review of the proposed 110 -unit Corona Station Residential project near the proposed SMART train station. PBAC recommendations included improving connectivity with a separated Class 1 bike path along N. McDowell, installing a crosswalk at N. Tree Advisory Committee — Scott Alonso Chair Alonso reported that the committee recently discussed Measure M funds and continued discussions on a citywide tree manual. D. Other Committee Comment S. STAFF COMMENT A. Planning Manager's Report Ms. Hines reported on highlights from the last City Council meeting where the Council denied 3 appeals and directed staff to return with an amended contract for the "Fine Balance" public art piece to include provisions for a temporary installation with reevaluation after ten years. She also provided an update on the David Best installation and announced the hiring of a new Public Art Specialist —Steve Huss. Commissioner Marzo Ms. Hines Chair Alonso Ms. Hines reported that there were no items proposed for the October 8th meeting. In November and December, the meetings will be held on the 2nd & 3rd Tuesdays, November 12th & 19th and December 10th & 17th. 6. APPROVAL OF MINUTES A. OLD BUSINESS None 8. NEW BUSINESS A. East Washington Commons Amendment— Consideration and Recommendation on requested Residential Density Bonus and Development Concession to accommodate four additional multi -family units within the footprint of previously approved project. Two of the units will be made available to very low income level households in exchange for a density of 38 units per acre. He stated that this was not the same building that was previously approved and that it should go back to SPAR. Stuart Curtis, Petaluma property owner, owns property on Alma Court behind the proposed project. He stated that he is opposed to the density bonus because it will add four more units and eliminate parking. He believes that if there is only one car per unit, cars will be parked on Alma Court. Planning Commission Meeting of September 24, 2019 Page 6 Steven Curtis, Petaluma resident, stated his concerns about parking and noted that Alma Court has existing parking issues. He also noted that it shouldn't be assumed that the SMART station will make a difference in commute times. Zoning Text Amendment (Density Bonus). Zoning Text Amendment to modify Implementing Zoning Ordinance Chapter 27 (Density Bonus). Proposed modifications are focused on, but not limited to, changes to subsection 27.090 related to the timing for approval of associated entitlements for Density Bonus projects.
