FINAL MINUTES
1. CALL TO ORDER
Chair Alonso opened the meeting at 7:00 pm.
2. ROLL CALL
PRESENT: Heidi Bauer, Scott Alonso, Patrick Streeter, Kevin McDonnell, and Sandi
Potter
ABSENT: Diana Gomez, and Richard Marzo
3. PUBLIC COMMENT
The Commission will hear public comments only on matters over which it has jurisdiction. There
will be no Committee/Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.
Chair Alonso opened the General Public Comment period. Seeing no one wishing to speak, the
public comment period was closed.
4. COMMITTEE COMMENT
A. Council Liaison — Kevin McDonnell
Vice Mayor, Kevin McDonnell reported on highlights of the last City Council meeting which
included -

• Approval of the East Washington Commons Density Bonus
• Consideration of an Ordinance amending the Implementing Zoning Ordinance to
improve procedures for approval of Density Bonus Agreements.
• Consideration of an Ordinance prohibiting Polystyrene products to be effective May
2020.
• Announcement that the Polly Klass Center is in the process of getting a new primary
tenant after almost 20 years of inactivity.
• Presentation of a proclamation to Yousef Baig, reporter for the Argus Courier, who has
been providing the community with excellent coverage of reporting local Petaluma
news.
B. Pedestrian and Bicycle Committee — Diana Gomez
Commissioner Gomez was absent, therefore no report was given.
C. Tree Advisory Committee — Scott Alonso reported that the committee recently met and
continued an ongoing discussion on the citywide tree manual. Their next meeting will be in
January 2020.The City Council is in the process of appointing two new members.
D. Other Committee Comment - no other comments
5. STAFF COMMENT
A. Planning Manager's Report
Heather Hines, Planning Manager, updated the Commission on some procedural modifications,
including statement of ex parte communications by Commissioners before each item on the
agenda and a roll call vote for all Commission actions. Ms. Hines reminded the Commissioners
about the modified schedule for November and December to the 2nd and 3rd Tuesdays with
future agenda items of the Corona Station Residential project on November 12th and Sid
Commons FEIR on November 19th. The Sid Commons Final Environmental Impact Report will be
distributed to the Commissioners and Council members in the upcoming week.

6. APPROVAL OF MINUTES
A. Approval of Minutes for the meeting of Tuesday, September 24, 2019.

A. Deer Creek Village Multi -Family Residential Project —Site Plan and Architectural Review
to construct a multi -family development consisting of five residential buildings that will contain
a total of 134 dwelling units within the MU113 (Mixed Use 113) Zoning District.

Chair Alonso opened the public comment period
Dan Patterson, showed concern about losing the dog park due to the proposed project. He
noted that Petaluma parks are great resources and felt that the temporary dog park should
become a permanent dog park with parking and amenities. He felt that the proposed project
was a good project except that it will be built on the dog park parking lot.
Mary Glarden, was concerned about the traffic noise and asked when the latest traffic study
was performed. She noted that when windows are open, she can't get away from the traffic
noise and was concerned that the proposed project will add to the traffic noise. She stated that
since these apartments will be market rate, there will be two wage earners with two cars which
will add to the traffic noise. She was concerned about the landscaping maintenance across the
street from the Deer Creek Shopping Center, in addition to the homeless problem. She also was
unsure about the Midwest color scheme.

8. NEW BUSINESS
A. BioMarin Research and Development Project— Site Plan and Architectural to develop a
commercial research and development facility located within the Lakeville Business Park
Planned Commercial Development Zone. The proposal includes the construction of two
buildings measuring 32,000 and 40,000 square feet on a vacant 5.89 -acre project site,
measuring 24 feet and 39 feet in height and containing 20,000 square feet of research and
development space, 16,000 square feet of office space, and 36,000 square feet of warehouse
space.
