CALL TO ORDER Chair Alonso opened the meeting at 7:00 PM 2. ROLL CALL PRESENT: Diana Gomez, Richard Marzo, Heidi Bauer, Scott Alonso, Patrick Streeter, and Kevin McDonnell. ABSENT: Sandi Potter 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Alonso opened the General Public Comment period. Kallie Kull, Petaluma resident, (Beverly Alexander ceded time) spoke in opposition to the Sid Commons project which will be heard at the November 19th meeting. She is concerned about the terracing and believes that it will only benefit this development, in addition to increasing flows downstream. She noted that the EIR shows that the project will raise the 5- to 10 -year floodplain, yet does not include potential for sea level rise, and noted that the neighbors will be filing a class action lawsuit. Planning Commission Meeting of November 12, 2019 Page 2 Moira Sullivan, Petaluma resident and scientist with the State of California, spoke in opposition to the Sid Commons project. She stated that the existing PUD protects Parcel 9 which is in a floodplain and it should not be overturned. She believes that the proposed terracing would be catastrophic to the existing oaks and wildlife and could lead to downstream flooding. She stated that it is common to build infill housing close to freeways, however, Petaluma has a river and wetlands along the freeway. She feels that the wetlands are irreplaceable and should not be paved over or mitigated. Chair Alonso closed the General Public Comment period. 4. COMMITTEE COMMENT A. Council Liaison — Kevin McDonnell Vice Mayor McDonnell acknowledged all that were impacted by the recent fires and the power shut down and recognized staff's involvement with operating the EOC and handling emergencies and evacuations. He stated that 103 years ago, the Petaluma Fire Department lost the only firefighter in service, therefore, October 23rd will be a commemoration day. In addition, he noted that "Know Before You Grow" group have a meeting Wednesday, November 13th at 7:00 pm and will discuss impacts of parking and how it affects the community. B. Pedestrian and Bicycle Committee — Diana Gomez Commissioner Gomez reported that the Pedestrian and Bicycle Committee met on November 6th and heard a presentation about the four-year statistics of accidents involving pedestrians or bicycles. She also noted that the Committee provided comments on the Corona Station Project being discussed at this meeting. C. Tree Advisory Committee — Scott Alonso Chair Alonso reported that the Tree Advisory Committee did not have a meeting since the last Planning Commission meeting. D. Other Committee Comment None 5. STAFF COMMENT A. Planning Manager's Report Heather Hines, Planning Manager, stated that M -Group generally invites the Commissioners to attend a Commissioners Conference at Sonoma State University. This meeting will be on February 1st, 2020 rather than in December and will include topics such as wildfires and housing. Ms. Hines also reported on new housing bills that have been passed at the State level Planning Commission Meeting of November 12, 2019 Page 3 such as Senate Bill 330, the Housing Crisis Act of 2019, and new state ADU laws. Ms. Hines indicated that staff was reviewing to understand the potential need. 6. APPROVAL OF MINUTES A. Approval of Minutes for the meeting of Tuesday, October 22, 2019. PC Draft Minutes 10-24-19 The October 24, 2019 minutes were approved as submitted. 7. OLD BUSINESS None 8. NEW BUSINESS A. Corona Station Residential Project— Zoning Text Amendment to allow single family residential in MU113 zoning district, Development Agreement, Tentative Subdivision Map, Residential Density Bonus with incentive/concession, to allow development of 110 residential units on an undeveloped 6.95 -acre parcel. In addition, review of the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program. Decision of the Site Plan & Architectural Review and Conditional Use Permit will occur at a future meeting after City Council approval of the Density Bonus. Vice Chair Bauer disclosed communications with Teddy Herzog regarding the project. Vice Mayor McDonnell disclosed that he participated in the "Know Before You Grow" meeting which discussed this project. Teddy Herzog, Petaluma resident, feels that since the location of this proposed project is within walking distance of a train station, there should be more density and it could support 3 — 4 stories at 30 units per acres or up to 195 units. He stated that the Commission should be brave and support a vibrant train station and not approve the proposed project. Pat Vollmer, resident of Petaluma Estates, stated concerns of mobile home residents on No McDowell Blvd. due to the proposed development. 1) increased traffic on North McDowell would cause access issues for the existing mobile home parks 2) increased traffic will be an issue on Corona Road which is already heavily impacted with traffic 3) the crosswalk/bus stop is proposed for a location that is already highly impacted with traffic 4) current flooding issues at Corona Creek causes problems at Youngstown. Beverly Alexander, Petaluma resident, stated that what looks good right now may not be the best thing for the future. She is concerned about future traffic in the surrounding areas because there is no room to widen streets. She would like to see more high density at this site Planning Commission Meeting of November 12, 2019 Page 5 and feels that the project is not community oriented. She would like to see more mixed use so people who are waiting for the train could get a meal or shop in addition to it being more parklike. She feels that it's important for people who live there to be encouraged to use train. Joleen Bishop, President of Petaluma Estates Mobile Home Park HOA, was concerned that she did not get noticed. Also is concerned about the impact of the traffic flow since the residents at Petaluma Estates can only turn left on North McDowell. Brian Barnacle, Petaluma resident, commended some aspects of the design of the project yet had serious concerns of the project being classified as being a single-family development. He stated that transit -oriented development is not just housing next to public transit, yet also promotes a particular lifestyle, and does not believe this project promotes this lifestyle. He is concerned that this project promotes families yet is near a high traffic street. Duane Bellinger, Petaluma resident, was concerned that the carbon analysis for parking was not covered in the greenhouse gas analysis or in the environmental review. He also was concerned that the proposal did not include a park or a place to play for school -aged children and that the location of the project was a potential danger for children crossing the railroad tracks in order to get to school and believes this is the opposite of public health & safety. He believes that this could be a better project near the rail stop with a cafe or bookstore but it is not a family- oriented community. Moira Sullivan, Petaluma resident, believes that this proposal should be trying to serve a clientele other than families and is concerned about the lack of density. She believes that this is Petaluma's first experience with mass transit and other communities should be modeled. She hopes that in lieu of the Rainier connector, that Corona Road will be expanded and does not feel that the design will allow for expansion of Corona since the proposal is to build to the edge with no additional capacity. She also believes that including one store will make a significant difference in car trips, therefore, some retail capacity should be included at the station. Dev Goetshius, Executive Director, Housing Land Trust, Sonoma County, stated the importance of providing housing for the existing workforce in the community and that this project is an opportunity to create housing and retain workforce. She believes that Petaluma is doing the best it can provided the resources that it has and supports the proposed project. Veronica Olsen, Petaluma resident, believes that the project is too "car centric" and it does not support the entire community by providing enough green space or mixed-use features such as a cafe or bookstore.
