CALL TO ORDER The meeting was called to order at 7:00 PM. 2. ROLL CALL PRESENT: Gina Benedetti-Petnic, Bill Wolpert, Heidi Bauer, Scott Alonso, and Council Member Healy. ABSENT: Diana Gomez, and Richard Marzo. 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. COMMISSION COMMENT A. Council Liaison — Mike Healy Council member Healy reported that the Council met on May 21st where they heard and approved the Sid Commons Draft EIR with a 3 - 2 vote and included the direction to bring it back to the Planning Commission. B. Pedestrian and Bicycle Committee — Bill Wolpert Commissioner Wolpert reported that the Pedestrian and Bicycle Committee will be meeting in June. C. Tree Advisory Committee — Gina Benedetti-Petnic Chair Benedetti-Petnic reported that the Tree Advisory Committee has not met since the last Commission meeting. D. Other Committee Comment Commissioner Wolpert requested an update on the Water Street Trash Enclosure project. Council member Healy explained that the cobblestones are being replaced due to a change order by the City Council for ADA improvements due to a Federal litigation. Planning Manager's Report Ms, Hines, Planning Manager, reported that at the May 21st meeting, Council approved IZO amendments that were previously heard by the Commission, with the second reading being heard on June 4th. She also noted that there will be a Public Art Committee meeting regarding the Water Street public art project on Thursday May 24th where they will be discussing the next steps of the project. 6. APPROVAL OF MINUTES A. Approval of Minutes for the meeting of Tuesday, May 08, 2018, PC Draft Minutes 5-08-18 Chair Benedetti-Petnic The minutes were approved without changes. Site Plan and Architectural Review to demolish an existing building and re -construct a new McDonald's restaurant building containing 4,456 square feet and a two-lane drive-thru area. She requested that they consider single story homes on Lots 1 and 2 and also believes that landscape screening should be part of Lot 2 as it appears left out in the plans. Stephanie Lieser, neighbor to the proposed project, stated her desire for a single -story home on Lot 1 and believes that the proposed heights are still too high. She noted that she would like to see tree screening to buffer but doesn't want a 15 foot wall of shrub. The screening on lot 1 is important since her lot is below the fence line. Jordan Lieser, neighbor, noted that he has the same concerns as he has had since 2007 for minimal heights on roof ridgelines. He stated that his primary concern was the height and massing of the home on Lot 1 and noted that Lot 1 had the largest footprint of the entire development. He liked Councilmember Healy's idea of a bungalow on that site. He brought up the history of promises by the developer and why the Council decided not to mandate the heights and noted that the story poles tell the true story. He stated that screening should be proposed for every home. He felt that the V ditch could be changed to get rid of redundant systems and considering the size of the pipes appeared big enough. Planning Commission Meeting of May 22, 2018 Page 7 Dale Greiner, neighbor to the project, thanked the Commission and stated that he had very few concerns. He stated his desire to the current ground cover and foliage to remain the same. Theresa O'Brien, neighbor, stated that Lot 1 should feather into the proposed project. She noted that she is still concerned about trees at the fence line of Lot 2 and would like verification that the Smith Drive neighbors will not be responsible for future problems. She brought up a rat issue and her desire for more pest control in addition to dust control during construction. Jerry Ryan, neighbor, noted his concern about Lots 15 and 16 behind his property and would like to see the homes built for southern exposure. He also noted that dust during construction is an issue and that the existing fence is falling down. Larry Jonas, Petaluma resident, stated that the PUD needs to be re-evaluated. He noted that Lot 1 is too shallow. The developer came in with 17 lots on 8 acres and Lot 1 was a remainder lot that should never have been allowed to be built upon.
