CALL TO ORDER Chair Benedetti-Petnic opened the meeting at 7:01 PM 2. ROLL CALL PRESENT:Diana Gomez, Gina Benedetti-Petnic, Bill Wolpert, Richard Marzo, Scott Alonso, and Council Member Healy. ABSENT: Heidi Bauer. 3. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. COMMISSION COMMENT A. Council Liaison — Mike Healy Council member Healy announced that there has been some money budgeted at the State level for homeless programs that will hopefully trickle down to the smaller jurisdictions. B. Pedestrian and Bicycle Committee — Bill Wolpert Commissioner Wolpert reported that the Pedestrian and Bicycle Committee met on June 6th and discussed the proposed PEP Senior housing project on Petaluma Blvd South, including the idea of expanding the Petaluma River trail from 6 feet to 8 feet to meet the minimum standards for a Class 1 bike path and to change the alignment for an easier connection to Mountain View. C. Tree Advisory Committee — Gina Benedetti-Petnic Chair Benedetti-Petnic reported that the Tree Advisory Committee has not met and are awaiting a new staff liaison. Ms. Hines D. Planning Manager's Report Heather Hines, Planning Manager, reported that at the last Council City meeting, public speaker Greg Colvin announced that the Kelly Creek Protection project & Davidon Homes reached an agreement giving the Kelly Creek Protection project the option to purchase all or part of their property and Davidon Homes would then propose a 28 -unit project along Windsor Drive. He requested that the Commission recommend that this policy not apply to existing applications. He has submitted a planning application on May 31, 2018. Dennis Pocekay, Petaluma resident, responded to the comment letter from Merlone Geier. He felt that the letter was not accurate because redevelopment funds were not mentioned. The letter mentioned that first time homebuyers would be pushed out of the market by raising the prices of the market rate units to pay for the inclusionary units. He felt that this would be inaccurate since first time homebuyers generally more options of where to live and many of the low income homebuyers have to live further away due to affordability. He is concerned about the liability and transfer of liability because wireless firms do not have insurance and are self insured. He believes that there is substantial evidence that microwaves are problematic and they need to be kept out of residential zones. He stated that during the Tubbs fire, people who maintained their land lines, got 911 alert calls and got out and people who relied strictly on wireless alerts, did not get alerts since the systems all went down. The General Plan states that Petaluma needs to work with both fiber optic and wireless. He stated that Petaluma needs broadband and fiber optic cable because it is energy inefficient to go Planning Commission Meeting of June 12, 2018 Page 16 wireless. Petaluma needs to keep the equipment underground to be safer all the way around and noted that the backup generators are bombs. He believes that the 200 foot buffer in residential is not enough and suggested a 1,500 foot or a minimum of 750 foot buffer. Helen Grieco, Petaluma resident, concerned of safety, privacy and property values in regards to the small cell towers. She stated that SB649 failed for a good reason. She strongly suggested to use a 1,500' buffer because she does not want to see any families living close to this equipment. Alan Horn, Sebastopol resident, Mark Marchomer, Petaluma Resident has concerns about the negative health impacts of wireless in the residential areas and stressed that there should not be any negative health condition. He noted that scientific studies have proven that technology is not healthy and Petaluma must consider the health impacts.
