DIRECTOR'S REPOR Warren Salmons announced the promotion of Mike
Moore 'from Associate Planner to Principal Planner. He also announced the
hiring jof a new Principal Planner, Pamela Tuft. Mr. Salmons described an
upcoming Planning Seminar at Sonoma State University in Rohnert Park and
asked the Commissioners if they would be attending. Mr. Salmons will make
the arrangements and contact each Commissioner prior to the Seminar.

GENERAL PLAN HEARINGS:
I. PROPOSED RELOCATION OF URBAN SEPARATOR, PROPOSED
INCLUSION OF ADDITIONAL PLANNED RESIDENTIAL AREA IN CITY
GENERAL PLAN, EAST OF ELY BOULEVARD SOUTH (FUTURE
EXTENSION) AND SOUTH OF FRATES ROAD, DUFFEL FINANCIAL
CORPORATION, (3.301, 8.91, 11.746).
Continuation from October 23, 1984 meeting.

1. Proposed General Plan /Environmental Design Plan Amendment to modify
location of urban separator to add approximately 46 acres of residential
designation.
The public hearing was opened.

A motion was made by Commissioner Libarle and seconded by Commissioner
Read, to recommend to the City Council approval of the General
Plan/ Environmental Design Plan Amendment as noted in the staff report
(Exhibit No. 1) and amended.
A. AP 17- 050 -06 and 17- 140 -08, Golf Course main portion from Agriculture
and Open Space to Urban Separator.
B. AP 17- 050 -0.4 and 05 from Planned Residential, (7 dwellings /acre),
Urban Separator and Agriculture and Open Space to Urban Low Density
Residential (`5 dwellings /acre) below the 60 foot contour, Development
Constraint Area (DCA) (1 dwelling /acre) above the 60 foot contour with
provision for .automatic conversion to Urban Low Density Residential (5
dwellings] acre) at such time as the availability of domestic and fire flow
water service is confirmed to the satisfaction of City staff, and Urban
Separator -- 200 -300 feet in width paralleling and adjacent to the
project side of Frates Road.
C. AP 17- 150 -11 ( "Portion) from Planned Residential (7 dwellings/ acre),
Urban Separator, and Agricultural Open Space to Planned Residential (7
dwellings /acre) and Urban Separator -- 200 -300 feet in width paralleling
and, adjacent to the project side of Ely Road and the PG &E easement,
separator width to include said easement.
D. AP 17- 030 -17 from Planned Residential. to Study

A motion was made, by Commissioner Read and seconded by Commissioner
Sobel' to recommend to the City Council approval of prezoning as refrenced
in the staff report Exhibit 3 as amended:

A. AP 17- 050 -04 and 17- 050 -05: R1 -40, 000 (one dwelling unit per 40,000
square feet of land .area) for area above the 60 foot contour line and
R1=8,000 for the area below the 60 foot contour line.
B. AP 17- 150 -11 (Portion) : R1-6,500 for area which conforms to Planned
Redidential Designation on GP /EDP and "A" Agricultural for area which
conforms to urban separator designation on GP /EDP.
4. The project and subsequent development is subject to the mitigation
measures outlined in the project EIR.

A motion was made by Commissioner Head and seconded by Commissioner
Sobel to recommend to the City Council the following General
Plan/ Environmental Design Plan Policies:
1. Where urban density designations are applied to or proposed for a
parcel(s) lying only partially within proven water service zone limits,
they DCA Development Constraint Area designation shall be applied to
they portion of the parcel(s) lying outside the proven water service zone
limit.
2. A storm water bypass system shall be planned in order to relieve
citywide flooding potential by diverting runoff from creeks draining the
Sonoma Mountain Area to the Petaluma River at a point downstream from
the: developed areas of the City. Each and every project in the future
path of said system shall provide for said system in. its design subject
to approval of the Sonoma County Water Agency and City staff.

A motion was made by Commissioner Head and seconded by Commissioner
Libarle to recommend to the 'City Council approval of the General Plan /EDP
land use map amendment as follows:
Change Redwood Business Park Subdivision Map (No. 6 -176.) Lot 1 to
Service Commercial and Lot 3 to Industrial) .

A motion was made by Commissioner Head and seconded by Commissioner
Serpilio to recommend to the City Council approval of the zoning map
change of Redwood Business Park Subdivision Map (No. 6 -176) Lot 1 to
C- H /FP -C zone and Lot 3 to M- L /FP -C zone based on the following finding:
"The proposed amendment conforms to the Petaluma General Plan and
Environmental Design Plan and consistent with the public necessity,
convenience, .general welfare, and purposes of the Highway Commercial
and Light Industrial zoning ordinances."

A motion was made by Commissioner Head and seconded by Commissioner
Libarle to recommend to the City Council approval of a negative declaration
based on the findings of the staff report.
1. The project is consistent with all applicable General Plan /EDP policies
and land use designations, and the zoning is compatible with the
general plan.
2. No significant environmental impacts have been identified with the
project.
3. Potential environmental impacts of future development. of the site will be
mitigated by conditions applied through the various City development
procedures.
A motion was made by Commissioner Sobel and seconded by Commissioner
Head to- recommend to the City Council the Prezoning. of AP 136- 010 -21 to
MG General Industrial be approved subject to the three findings in the staff
report as follows:
1. The. proposed prezonings to M -G and AG are consistent with the
applicable provisions of the General Plan /EDP and Zoning Ordinance.
Z. Prezoning will insure that the future annexation of the subject property
represents an orderly and logical expansion of the City Limits.

VI. SPRING MEADOWS IV, MCBAIL COMPANY, VICINITY OF GARFIELD
DRIVE AND PROPOSED EXTENSION OF CAULFIELD LANE (6.615) .
1. Consideration of Tentative Map for 49 lot residential subdivision.
The public hearing was opened.
SPEAKERS: None.
The public hearing was closed.
A motion was made by Commissioner, Head and seconded by Commissioner
Read to recommend to the City -Council that the tentative map for Spring
Meadows' Unit IV be approved subject to the findings and conditions of the
staff report and the Engineers letter.
Findings
1. The proposed subdivision, together with provisions for its design and
improvement, is consistent with the General Plan.
2. The proposed subdivision is compatible with the objectives, policies,
general land uses, and programs speci =fied in said General Plan.
3. The site is physically suitable for the type of development proposed.
4. The site is physically suitable for the proposed density of development.
5. The design of the Subdivision and the proposed improvements therefore
will not cause substantial environmental damage, and ` no' substantial or
avoidable injury will occur to fish or wildlife or their habitat.
6. The design of the Subdivision and the type of improvements will not
cause -serious public health problems.
7. The design of the Subdivision and the type of improvements proposed
will not conflict with easements:, acquired by the. public at. large, for
access through or use of property within the proposed subdivision.
8. The discharge of waste from the proposed subdivision into the existing
community sewer system will not result in. violation of the existing
requirements prescribed by he Regional Water Quality Control Board.
Conditions
1. The, project sponsor shall be required to pay low and moderate income
housing in -lieu fees of an amount; to be determined according to the
schedule established by City Council' Resolution No. 84 -199 N.C.S., or

make alternative arrangements to meet the low and moderate income
housing provision requirements of the Housing Element subject to
approval of the City and prior to approval of the Final Map.
2. The developer shall comply with all conditions of the City Engineer as
set forth in the attached letter.

Continued from October 9, 1984. Staff recommends additional
continuance as requested by applicant.
A motion was made by Commissioner Serpilio and seconded by Commissioner
Head to continue action on this item to the Meeting of January 8, 1985.
