CORRESPONDENCE None.
DIRECTOR'S REPORT: Warren Salmons advised that the joint
Council Commission meeting regarding the General Plan update went well
and that a summary will be distributed. He also advised that Council had
reviewed the Bed and Breakfast and Adult Entertainment Ordinances
prepared by staff. Both Ordinances have been .returned to staff with
comments.
COMMISSIONERS' REPORT Commissioner. Read - asked permission to
discuss an item of interest at the end of the meeting. Commissioner Sobel
circulated a letter from the Chamber of Commerce to the City Manager
regarding the City entrance sign meeting.

shall present certification that floor height is a' minimum of 1 foot
above. the 100 -year flood height prior to issuance' of a building permit.
3. Fencing along the inside property lines of the parcel adjacent to the
accessory dwelling shall be refurbished or replaced to provide a solid
six foot high privacy screen. This shall extend at least:'from the ten
foot setback line on the southwest property line to the south corner of
the lot and thence northeast at least 100 feet. (note: .fencing in setback
area is optional, but must not be over 42'" tall) .
4.., , The proposed accessory dwelling shall be repositioned at least five feet
closer to Madison Street to increase the size of the private rear yard
open space of. the accessory dwelling. This yard shall be fenced with
a six foot high solid fence from the rear yard of the main dwelling on
the lot. Fence placement and design subject to staff approval.

Libarle to recommend approval of a mitigated negative declaration per the
findings in the staff report.

Findings
1. The project as conditionally approved does not have the potential to
substantially degrade the quality of the environment. Given the
particular location of the site, impacts to animal,. plant,, archaeological
value or long -term environmental goals are riot applicable.'
2. The project and its environmental impacts, as' conditionally 'approved,
will not cause substantial adverse effects on human beings and that
mitigation measures are incorporated herein to reduce identified impacts
to an acceptable level, prior to commencement of use.
A :motion was made by Commissioner Head and seconded by Commissioner
Libarle to. recommend approval of the use permit per the amended findings
and. conditions listed in the staff report.:
Findings
1. The proposed use, subject to the following' conditions,_ will conform to -
the intent of the . zoning ordinance and policies of the General
Plan/EDP.
2. The proposed use, subject to the following conditions, will not
constitute a nuisance or be detrimental to the public welfare of the
community. ,
Conditions
1. A noise study has been prepared addressing specific anticipated noise
volumes. Mitigation measures shall be constructed as 'recommended in
the sound analysis report, as follows:

protected by an enclosure built to standards as set forth on
pages 6 & ? of the attached report 1192 (Sound Noise Study) . �
b. Utilization of power equipment for lug nut . removal /installation
shall be limited to the electric 'lug wrenches, or "impact guns".
C. The two bays closest to E. Washington Street shall be the only
bays used for tire removal and installation to minimize the
1 repetitive use of the "impact" guns.
d. Engine racing.and horn honking shall be prohibited.
e. A new fence shall be placed along the south property line,
subject to staff review and approval, and shall be built to
standards set forth on page 6 of the - sound report #1192, as
prepared by Sound Solutions dated April 1, 1985 (copy attached) .
2. Lighting shall be shown on the plans,.. subject to staff approval, and
shall be so directed and shielded as to minimize glare ' to adjacent
residential uses.

3 The proposed project, site plan, building elevations, landscaping and
sign program shall be subject to SPARC approval in accordance with
Section 26 -400 of the Zoning Ordinance. All conditions of design
approval shall become conditions of the Use Permit.
4. The parking space at the south end of the parking aisle shall be
eliminated to allow provision of spaces with the 9' standard width and
extension of the landscaping strip along the south property line.
5. No outdoor storage of materials or equipment, other than vehicles
being worked on, with those * vehicles remaining no longer than three
days.
00 6. Operating hours to be limited to 7:30 AM to 5 -38 6:00 PM, Monday
I through Saturdays.

7. All drainage., systems are subject. to approval .�by the :City Engineer. and
Envirotech to insure that no inordinate or unacceptable. amount of
solvents, grease-,. grit, concrete', . `or other .materials enter .the waste
water treatment facilities and to insure adequate separation - of storm
drainage from sanitary sewer systems.
8. The single driveway shall be chained at time of closing.
9. No outdoor display of materials offered for sale shall be allowed.
10. All roof or ground mounted equipment shall be fully architecturally
screened subject to review and approval of SPARC.
11. All proposed construction shall be reviewed and approved by the Fire
Marshal and the Building Official and shall comply with all applicable
codes, standards and regulations.
12. Expansion or introduction of additional. services .beyond those stated
herein shall require' application for a Use Permit revision.
13. Trash pick -up shall occur no earlier than 6:30- AM-and no later than
8:00 PM.
14. Street frontage improvements shall be subject to review and approval
of the City Engineer and shall comply with City standards..
15. Single driveway shall be signed "RIGHT TURN ONLY" for exiting
traffic.

onto Petaluma Blvd. from parking lot area. '
John Scharer - City Manager - Explained that the 'City has looked
at other (attached) parcels for future expansion.
Commissioner Tencer Wishes SPARC to pay particular attention
to existing and future landscaping at this site.
The public hearing was closed.
A motion was made' by Commissioner Head and seconded by Commissioner
Sobel to recommend approval of the use permit per the findings in the staff
report.

CONDITIONS
1. All remodeling and /or additions to the existing structure shall be
reviewed and approved by the Fire Marshal and the Building Official
and shall comply with all applicable codes, standards and regulations.
2. The proposed project, site improvements and building elevation
remodeling and 'landscaping shall be subject to SPARC approval in .
accordance with Section 26 -400. of the Zoning Ordinance. All
conditions of design approval shall become conditions of the use
Permit.

3. Modifications to existing lighting shall conform to Section 22 -304 of the
Petaluma Zoning Ordinance and shall be so directed and shielded as to
minimize glare to adjacent residential uses.
V. DISCUSSION: TEMPORARY USES /ZONING PERMITS (Continued from
meeting of 4/11/85)..
General discussion regarding temporary zoning permits; it was recommended
that the, Zoning Ordinance pertain to private property and that the
Municipal Code ,pertain to public property.
A consensus of the Commission directed staff to bring the item before the
Commission for public hearing.

VI. DISCUSSION: LEGISLATIVE SESSION - UPDATE ON SUBDIVISION
MAP ACT AND OTHER PLANNING RELATED LEGISLATION.
The Commissioners held a brief discussion regarding the upcoming
administrative briefings in Sacramento. A consensus of the Commission
recommended. attendance by interested members.
