APPROVAL OF MINUTES Minutes of the April 23, 1985 meeting were
approved as written.
CORRESPONDENCE None.
DIRECTOR'S REPORT The Shelter Hills Village project failed the
Technical Rating Committee; it will be on the Council agenda for May 20.
There is a General Plan map included with all Commissioner's packets for
this meeting. Planning staff will send a map copy to the public library.
COMMISSIONERS' REPORT: The mayor and Commissioner's Hilligoss and
bead attended the County meeting regarding the Golf Course project.

Libarle to direct staff to prepare a negative declaration for the project
based on the four findings in the staff report.

Findings
a. Due to the developed nature of the existing site, the' project does not
have the potential to degrade the quality- of the environment,
substantially reduce the habitat of a fish or wildlife species, cause a
fish or wildlife population to drop below self. sustaining levels;,
threaten to eliminate a plant or animal community, reduce the number
or restrict the range of a rare or endangered, plant or . animal or
eliminate important examples of the major periods of California history
or prehistory.
b. The project, as conditionally approved, does not have the potential to
achieve short - term, to the disadvantage of long -term, environmental
goals. - .
C. Because the proposal does not include additional phased development,.'.
the project as conditionally approved, does not have impacts which are
individually limited, but cumulatively considerable. i
d. The project, as conditionally approved, does not have environmental
effects which will cause substantial adverse effects on human beings
either directly or indirectly.
A motion_ was made by Commissioner Head and seconded by Commissioner
Libarle, to recommend approval of a use permit subject to the .findings . .and
conditions in -the staff report as amended.

Findings
1. The proposed structure and use, subject to the conditions of approval,
conforms to the intent and requirements of the Zoning Ordinance, the
General Plan, and EDP.
2. This project will not constitute a nuisance or be detrimental to the
public welfare of the community due to the ° mitigation measures
incorporated in the conditions of approval.
Conditions:
1.. No outdoor storage of automobiles in visible need of repair, auto
parts, cartons or other materials are allowed.
2. Operating hours are limited to 9:00 AM to 5:00 PM, Monday through

Head to recommend to the City Council conditional approval to the .PUD
development plan based . on • the findings and subject to the conditions ..in the
staff report as amended. .

1. The revised plan clearly results in a more desirable use of land and a
better physical environment.
2. The revision will not affect the finding that the originally approved .
PUD District is proposed on property which has a suitable relationship
to one (1) or more thoroughfares; and that said thoroughfares are
adequate to carry any additional traffic generated by the development.

3. The revised plan for the proposed development presents a unified and
organized arranggment__of buildings and service facilities which are
appropriate in relation z to adjacent __or - near -by - properties and-- -that
adequate landscaping and /or screening is included if necessary to
insure compatibility.

4. The natural and scenic qualities of the, site - are :- protected, with
adequate available public and private spaces designated .on the revised
Unit Development Plan.
5. The development of the subject property, in the manner proposed by
the applicant, will not be detrimental to the public welfare;, will:.be in.
the best interests of the City and' will be in keeping. with he - general
intent and spirit of the zoning regulation of the City of Petaluma, with
the Petaluma General Plan; and with the E_ nvironmental. Design Plan
adopted by the. City.
Conditions
1. Setbacks:
a. For units with garages: front, set_ back form lot line shall be a
minimum of ten (10) feet or twenty .(20) feet or greater.
b. For units: with carports with entry steps located in carport area:
Carport/ driveway depth shall be a minimum of forty feet long by
twenty feet wide t permit at least three off - street parking spaces
- in accordance with City standards. Carports without-entry try steps
shall either maintain a front setback of ten feet or sufficient
setback to achieve an overall length of forty feet. or more, .from
the lot line
c. In no case shall residential units be located closer than ten feet
from front lot line.
d. In no case shall a parking structure be located less than three
feet from side lot line.
e. In no case shall a residential structure be located less than ,five,

f. In no case shall residential structures not directly adjacent to the u..
greenbelt be located 'less than ten feet from. rear lot line.
g. Where residential structures back onto the central "greenbelt ", .
the maximum reear lot setback shall be five (5) feet, i.e., five
feet between rear of unit and edge of greenbelt. -
h. In no case shall structures on adjacent lots be located closer
eight. feet from each other.
2. Carports shall be redesigned to the approval of SPARC with special
emphasis on restoration of architectural detail similar to the design
approved in the 1983 plan.
3. Maria Drive improvements, landscaping areas and masonry.. wall -to
- - match McDowell shall be complete within two years or at such. time ' as
Maria. Drive is constructed between project and Sunrise Parkway,
whichever occurs first. Bonding for said improvements in the interim
is required

4. Revised site plan, landscape and irrigation plans and architectural
drawings shall be submitted to SPARC for . approval within thirty days
after approval of the PUD development plan revisions by the City
Coun cil .
5. All previous conditions. of approval not modified by the preceding
conditions shall remain in force.
6. Developer "shall utilize alternative garage roof design to provide
architectural appearance variations on Lots 61 through 79.
7. Structures on lots 86 - 94 shall maintain required setbacks from
00 existing overhead PG&E lines.

subject to Historic and Cultural Preservation Committee Review
according to Section 26 -401 of the Zoning Ordinance. -

PM per the applicant's proposal, Monday through Saturday.

3. In the event of a problem with noise affecting adjoining residential
properties, the doors and other openings to the street shall be kept
closed during the operation of `heavy printing equipment. In the

into two driveways by placement of a landscape curbed parking space

7. The free- standing ,pole sign near the corner 'shall be removed. It may
be replaced with a single monument sign which, meets the sign
ordinance, i.e., does not exceed five feet in height,, and. twenty
square feet in size. A sign permit shall be required for the new
signs.
8. A" curbed, landscaped island. shall be created at the. southeast corner
of the 'property (nearest the in of Kent and Petaluma Blvd.
North) subject to approval of SPARC. Landscaping shall be provided
on both sides of the restroom structure and along'-west and north

incorporation of specific mitigation measures set forth herein.
A motion was made by Commissioner Lib.arle and seconded by Commissioner

NOTE TO COUNCIL: The vote for the negative declaration was voted
without.' any- specific project being presented. The . rezoning. will be
continued to the Planning Commission meeting of June 11 with the applicant
returning with a specific project.

After Commission discussion, Commissioner's Hilligoss, Read and Sobel were
named to the Planning Consultant Selection Committee.
