APPROVAL OF MINUTES: Minutes of the June 11, 1985 meeting were
approved with corrections.
CORRESPONDENCE None.
DIRECTOR'S REPORT: Mr. Salmons advised of two informational
presentations scheduled in the near future on; 1) Housing Study Slide
Presentation by EIP, and 2) California Building Systems Institute, Inc. -He
also advised of the American Planning Association Conference in late
August. The General Plan Consultant selection process will resume at the
City Council meeting of July 1,. 1985.

PUBLIC HEARINGS
I. KEN ROBERTS, ACCESSORY DWELLING, 604 BAKER STREET
(Presently known as 620 Baker St.) , AP #006-302-37.
1. Consideration of Use Permit.
The public hearing was opened.
SPEAKERS: Fred Tarr - 4 Tunzi Parkway = spoke in agreement with
staff report.

The public hearing was closed.
A motion was made by Commissioner Sobel and seconded by Commissioner
Libarle to recommend ;granting of the Use Permit subject to the findings and
conditions in the staff report as amended.
AYES: 4 NOES: 1 (Head *) ABSENT: 1 (Read)
* Commissioner Head voted no because he felt the accessory unit was too
large.
Findings
1. The proposed use, subject to the following conditions, will conform to
the intent of the Zoning . Ordinance and the policies of the General
Plan/EDP.
2. The proposed use, subject to the following conditions, will not
constitute a nuisance or be detrimental to the public welfare of the
community..
Conditions
1. The site plan :shall be revised so that the proposed accessory dwelling
and the proposed single - family residence both share the same curb
cut.
2. Fencing along the inside property lines of the parcel adjacent to the
accessory dwelling shall be refurbished and replaced to provide a solid
six -foot high privacy screen, reducing to 3J feet in the front setback
area. To provide a closeable yard for the accessory dwelling, a
six -foot high fence shall be installed between the accessory dwelling
and the rear property line fence.
3. Front set -back shall be - reduced by 5 feet and all the buildings and
drives on the site shall be shifter 5 feet toward Baker Street so that
the space so gained will to to increase the useable back yard space of
the accessory dwelling.
4. The lot shall be graded so as to drain underground to the storm drain
in Baker Street, design subject to approval by the City Engineer and
Building Department.
5. Driveway to accessory dwelling shall 'be narrowed to ten foot width to
provide 3 -foot wide landscape buffer to the side property line.
6. Per City zoning ordinance, this project shall be subject to site plan
and architectural review by SPARC before issuance of a building
permit for the accessory dwelling..

8. The existing easement to Upham Street shall be legally abandoned

II. PETITION FROM PROPERTY OWNERS /RESIDENTS OF THE 6th AND
HOWARD STREETS NEIGHBORHOOD REQUESTING THAT THE
COMMISSION INITIATE AN HISTORIC DISTRICT OVERLAY ZONING IN
THE ABOVE MENTIONED NEIGHBORHOOD.

III. SONOMA COUNTY REFERRAL: DRAFT 'STUDY REPORT OF THE
SONOMA COUNTY PLANNING DEPARTMENT's DRAFT PETALUMA
DAIRY BELT STUDY.
After general discussion. by the Commissioner's, a consensus was reached to
recommend more study by Planning staff with a return presentation at the
Planning Commission meeting of July 23, 1985.
DISCUSSION ITEM
Fir General discussion by the Commissioner's regarding letter received from

Church of the Open Door requesting a zoning. change to enable churches to
locate in commercial/ industrial zones..
A. consensus was reached to ask for more information from the Church with
more detailed information at a later date.

PRESENT: Commissioners. Hilligoss, Libarle, Read, Serpilio, Sobel, Woolsey
ABSENT: Commissioner Head

.APPROVAL OF MINUTES: Minutes of the 'June 25, 1985 . meeting were
approved as written:
ELECTION' OF OFFICERS:
CHAIRMAN' Commissioner Read was nominated b Commissioner ,Sobel
and seconded by Commissioner Woolsey. There' were no other
nominations. Commissioner Read was unanimously approved for
office of Chairman.
Commissioner Sobel
VICE CHAIRMAN was : nominated by Commissioner Read
and :seconded by Commissioner Serpilio. There were no other
nominations. Commissioner Sobel was unanimously approved for
office of Vice Chairman.
SPARC APPOINTMENT: Commissioner's Libarle and Hilligoss volunteered to
their services as SPARC appointees. A, written vote was taken..
Commissioner Hilligoss was appointed by a vote of 4 to 2.
Commissioner Read assumed the Chair.
CORRESPONDENCE: Bay Area Council Survey.
DIRECTOR'IS REPORT: Planning Director Salmons reported on the status
of the City budget hearings. A brief discussion was held regarding the
General Plan consultant choice.
COMMISSIONERS' REPORT: Chairman Read welcomed new Commission
Member ouncilwoman Woolsey.

PLANNING MATTER
I. Discussion Item: Follow -up to mobilehome study report presented May
28, 1985.

A general discussion was held by the Commission allowing input from the
following members of the audience:
City !Councilman Michael Davis, 522 Sonoma Drive - Spoke in favor of
rezoning of mobilehome parks during the upcoming General Plan update.
Virginia 'Myers - 50 Pamela Drive - Questions regarding zoning differences.

Art Willis - 33 Pamela Drive Questions regarding state laws.
The Commission reached a consensus that the matter of mobilehome land use
designation should be reviewed during the General Plan update process.
H. Discussion of possible amendment to Zoning Ordinance Section 21 -101:
Home Occupations.
After ' a general discussion, this item will be studied further by staff and
the Commission and returned for further Commission discussion in two
month's,.
III. Discussion of view maintenance - ordinances utilized in various
communities.

Following. general discussion by the Commission, -the :following members of
the public spoke:
Kurt & Irma Knobelanch - 33 LaCresta Drive - Has views that are being
i blocked by trees.
Alberta Kyle - 700 Paula Lane - Has views that are being blocked by trees.
A consensus was reached_ by the Commission to: ask City Council whether a
view preservation ordinance should be pursued by the Planning Commission.
