CORRESPONDENCE None. DIRECTOR'S REPORT Director Salmons explains that the Planning. Commission meeting is being; videotaped by staff as a practice for videotaping the General Plan meetings. He reported that the 101 Corridor Forum was attended by some of .the. Commissioners and staff A brief General Plan Sub Committee update was given. The League of California. A motion was made by Commissioner Head to recommend approval .of the development plan revision per all findings and conditions listed in the .staff report. 'The motion died due to 'lack of a second. A motion was made. by Commissioner Sobel and .seconded by Commissioner Hilligoss to recommend approval of the development plan revision as amended. -AYES: 6 NOES: 1 (Head) ABSENT: 0 'Findin s . 1. 'Said amendment to the plan clearly results in a more desirable use 'of. ,:land and a better physical environment than would be possible under the original development plan. 2.. The PliD District,,. as originally developed with no change proposed, - =has a suitable .relationship to one (`1) or more thoroughfares; and -no .additional traffic is anticipated as a result. of the proposed amendment. .3. The _plan amendment continues to present a unified and organized :arrangement of buildings and service facilities which are appropriate in .relation to adjacent properties, and adequate landscaping is proposed 9to - insure compatibility. 4. The natural, and scenic qualities of the site are protected with adequate available public and private spaces designated on the unit development plan, and no change is proposed. 5. Conditions Previously Approved Conditions 1. i''Architectural and landscape plans shall be subject to review and approval by the Site Plan and Architectural .Review Committee prior to ;,Final Map approval. Plan review shall consist of at least the following i'items: building design, materials and colors; landscape design, '.location, variety and size; fencing, signs, pedestrian paths, street °furniture, trash enclosures,, mechanical equipment and outdoor lighting -`design; and recreation area design. 2. The conditions, covenants and restrictions (CC & R's) for the development shall be subject to approval by the City Attorney prior to j ?Final. Map approval. Included in the CC & R's shall be a permanent ;restriction to prohibit the on -site storage of recreational vehicles, boats , and trailers. This restriction shall apply anywhere within thin planned unit development (P.U.D.) Zone. 3. Interior noise. levels from exterior sources shall not exceed 40 dba in tbedrooms and 45 dba in other habitable rooms.. 4.. + ; Housing units served by 'driveways less than twenty (20) feet in length shall be provided with remote control garage door openers to !: prevent vehicular congestion in the : private street system. 5.. A motion was made by Commissioner Head and seconded. by Commissioner Hilli'goss to approval of the use permit per the amended findings and conditions. Findings 1. The proposed use, subject to the following conditions, will conform to the intent of the Zoning Ordinance and the ,policies of the General Plan / EDP. 2. The proposed use, subject to the following conditions, will not constitute a nuisance or be detrimental to the public welfare of the community. UPDATE ON HOME OCCUPATION STUDY REPORT. After general discussion, staff was directed to bring specific suggestions for Home Occupation requirements back to the Planning Commission. VI. • DISCUSSTON OF. GENERAL. PLAN POLICY OF "FEATHERING:" DEVELOPMENT DEAR .URBAN SEPARATOR. After general discussion, Commissioners agreed that there was a. need for specific definitions of "feathering", that the General Plan Subcommittees :should discuss the issue, and that a definition was not needed immediately.' . It -was agreed that, should the need arise before the .General Plan Subcommittees supply ,a "feathering" definition, a special meeting would be, called by - the Pl annin g Commission to develop a definition. An update on the status of the. Duffel and McBail projects (Garfield - Area) was given by Director Salmons. After a brief discussion, a motion was made by Commissioner Head and seconded. by Commissioner Sobel to change. the General. Plan Amendment meeting from October 8 to October 22.
