SPEAKERS: Ed Jacobson - 842 St. Francis Dr. - concerns re: buses on St.' Francis,, narrowness of street. Cliff Gilmore - 1256 Ponderosa - spoke against routel change. Carol Compania - 924 St. Francis Dr. - concerns re: bus traffic on St. Francis,,, bus stop- on Aspen, traffic hazards. "The public - hearing was closed. A motion was made by Commissioner Hilligoss and seconded by Commissioner Sobel to recommend to the City Council the denial of the proposed amendment to use St. Francis, based on the findings as amended. The Planning Commission further recommended continued - use of Baywood or ;Caulfield as an alternate. AYES: 4 NOES: 2 ABSENT: 1. (Head) Findings 1. 'The ,proposed route and bus stop changes will not conform, to the :intent of the applicable goals and policies of the General Plan /EDP, 2. The proposed changes will constitute a nuisance or be detrimental to the public welfare of the community. II. Commissioner Hilligoss ekcused herself from action on this project because of 'coriflict -of- interest.. A motion was made by Commissioner Libarle and seconded by Commissioner Ser.pilo to grant a use permit to allow construction of a 45,800 square 'foot shopping center including a 2,750 square foot convenience market and to deny the ,granting ; of a use permit to allow construction of a, fast --food restaurant based on the findings :and subject to- the conditions listed in the. staff report as :amended. ,AYES; 5 ABSENT: 1 (Head) ABSTAIN: 1 (Hilligoss) , Findings : 1. The proposed. use, subject to the following conditions, w ill con_ form to the intent of the zoning ordinance and policies of the General ,Plan / EDP.. 2. All .signalization, improvements shall 'be done in conjunction with the development of the project :site as approved, subject to review and approval- by the City Engineer and CALTRANS. Z. All Lakeville Highway street frontage improvements shall be constructed in .conformance with the adopted Lakeville Plan Line Study with offer of dedication of such lands deemed ,appropriate by the: City Engineer in order to accomplish said, frontage improvements with the right,-of-way.
