STAFF: Warren Salmons, Planning Director `Pamela Tuft, Principal Planner APPROVAL OF MINUTES Minutes of October 22, 1985 were approved with a correction to page 4 noting that the public Bearing for Item IV was not closed. CORRESPONDENCE None. DIRECTOR'S REPORT Director Salmons reported that the General Plan -community survey results from the Bay Area 'Council were available through the Planning Department. Commissioners were asked to contact -staff if they plan to - attend the 'Sonoma State Planning Workshop on 'Saturday, December 7. -Director Salmons advised that the Planning Department will be sending out large numbers of sign abatement notices soon. Consideration of request for a stay on tentative map expiration period, to exclude period of litigation activity. City Attorney Joe Forest discussed his answers to the two questions listed in the 22 October staff report. Tom Jones - (Brelje and Race) - applicant - answered Commission questions . A motion was made by Commissioner Serpilio and seconded by Commissioner Libarle' to recommend granting of a use permit per the findings and conditions listed in the staff report as amended. 'Dalton Dillingham - applicant's son - spoke for his !father !(Lorris) . Explained plans; reason for accessory dwelling changes. 'Lorris Dillingham - applicant; answered questions. The public hearing was closed. A motion was made by Commissioner Libarle and seconded by Commissioner Hilligoss to recommend approval of a use permit subject to the conditions listed in the staff report as amended. AYES: 6 NOES: 1 (Read). Conditions 3 b 377 a 1. The project shall be subject to site plan and architectural review according to Section 26 -41 of the Zoning Ordinance. i 2. The colors., exterior materials of construction, and trim details for the proposed accessory dwelling shall match that of the existing building subject to review and approval by SPARC. 3. The windows for the proposed accessory dwelling which face the street shall be of divided light design. 4. The existing accessory dwelling shall be converted for non - residential use, including the removal of plumbing fixtures, subject to staff approval, and to be upgraded to match the entire structure U 5. The proposed use, subject to the conditions of approval, conforms to ithe intent and requirements of the 'Zoning Ordinance, the General Plan and EDP. 2. This project will not constitute a nuisance or be detrimental to the .public welfare of the community, due to the mitigation measures incorporated in the conditions of approval. Conditions 1. The project shall be subject to Site Plan and Architectural Review according to Section 26 -41 of the Zoning Ordinance (note in the case of only minor modification, this may be Administrative SPARC review) . 2.. The six -foot fence along the east property line shall be extended -to the front building setback line, .i.e..., 10 feet from the front property line. 3. Additional landscaped screening shall be installed as needed along the west property line, subject to staff .approval. 4. Hours of operation shall be 8 AM - 5 PM, Monday through Friday with evening meetings until 9 PM no more than 2 times per week. .5.
