I. SONOMA HIGHLANDS, DAON CORPORATION, "D" STREET AND HAYES
LANE, AP NO. 008 - 032 -42, 008 - 049 -09 and 10, 019- 012 -15 and 16 (File
11.452B, 3.304A and 6.548A) .
1. Consideration of Draft Subsequent Environmental Impact Report.
2. Consideration of rezoning to PUD.
3. Consideration of tentative map.

Hydrology - springs on site, affects off - site.

Traffic - Counts taken prior to commencement of school (August 1985) .
No counts done on Hayes Avenue (or consideration of
signalization) .
Open Space -
Victoria Drive - extension between and through agriculture
preserve, West Petaluma Specific Plan.
Cumulative impacts for Scott and Varnhagen properties (water
tank capacity, roadway.
Parking - compare with like projects in Petaluma
Private Streets: Maintenance, policing, etc.
"D" Street: preservation of character. .
Western Avenue: Minor arterials - would be changed to major -
SEIR should address.
Hillside Development - Calculation of density allowable on site if ordinance
applied to site.
Urban Separator - Comparison.of tentative map versus GP/EDP map.
Schools - 38 student estimate doesn't wash.
Cumulative Development - Sixth and "D" Street signalization, contribution
by applicant.
Construction noise - very noticeable, noise construction periods should be
established. Project generated traffic would be raised from one to three dB
from project generated traffic.
Public services - Schools and staff should be in touch at all phases.
Visual impacts - project seen in areas north of site.
Costs - Growth in sales tax revenues would be excellent.
Erosion control plan should be developed.
Ecological report should be undertaken.
EIR adequacy - Agriculture preserve.
Abutting agriculture parcels.
West Petaluma Specific Plan.
Cumulative impact of Van Hagen, Scott proposed water system.
Victoria Drive development.
Streets and parking compared to like projects in Petaluma.
Private streets, maintenance, policing.
"D" Street traffic.
Impact on Schools: Needs more discussion.
Traffic and transportation: More fully discussed.

Washington Street used to be a thoroughfare - now "D" Street is in the
same situation.
Renters do not take pride in their homes.
Develop ring road rather than use local sheets.

Concerns regarding:
Need more executive custom homes.
Builders credentials - Daon's track record should be in EIR.

Concerns regarding:
Use of CRIS model.
Granting of favors to developers.
All projects should have EIR's.

Varnhagan parcel - conditions in previous report should be addressed.

Ring road alternative - feasibilty needs work; don't just write it off.
Westridge - better assessment of noise impacts.
Cumulative traffic generation rates.
Low income - young families should be factored into projections.

Concerns' regarding:
Traffic a rid noise.
Why August for traffic comments?
"B" and ;Spring Street - wrong intersection to measure noise, should hav
been measured closer to Sixth and "B" Streets. e
Traffic movements do not take into account through Sixth Street movements.
Ambulances do not use Boulevard (they use Sixth Street) .
Why count Sunnyslope rather than Sixth Street ??

Concerns regarding:
Soils, geology seismicity, landslides, and soil creep.
Conflict 2::1 or 3 :1 slopes.
Geotechnical studies should be done prior to final EIR.
Stabilization should be done before roads, houses.
.Low density, large lot, custom homes will not be opposed.

Concerns regarding:
Hayes Lane:; 29.6 feet in width.

ABAG fair share quota of low and moderate - not a mandate.
Congested high school.

Concerns regarding:
Earthquakes, San Andreas and other faults - too close to project site.
Gerald Fassett - 10 Scenic Lane
Concerns regarding:
Open space in perpetuity
Wrong project for site.
Amount of cut and fill.
Solar, air, noise and view from each lot.
Alfonso Richards - Eighth and "D" Streets
Concerns regarding:
Condition of Streets, creation of ring roads.
Ward Wilson - 22 El Rose Drive
Concerns regarding:
200' - 300' from "D" Street noise source.
Road capacity discrepancies - Petaluma Boulevard North.
Postpone project until General Plan update is done.
Carpooling is not a mitigation measure.
Fred Jennie s - 723 "D" Street
Concerns regarding:
Traffic.
Police - enforcement is inadequate right now!
The public hearing was not closed
Staff was directed to return to the Planning Commission with answers to
question's asked tonight and EIR information to be complete for 25, March
1986 meeting.
A motion was made by Commissioner Woolsey and seconded by Commissioner
Head to continue this public hearing to the Planning Commission meeting of
March 25, 1986.
